Filing a separate issue to track this.

Issue tracking privacy manifests for Flutter packages:

I need to think a bit about where this would fit in in the build.dart flow. The BuildOutput needs to contain the information.

A completely different approach would be to force build.dart to build frameworks. This would however significantly complicate build.dart scripts (which currently output, non-fat dynamic libraries). The build.dart script would need to start knowing the install name for example.
