Forked from #153445.

We rolled to a new version of AVD (#153520), and it should be possible to use the sdk/emulator/crashreport tool (something new) to read and send the contents of emu-crash.db to Android (go/crash). One suggestion would be to do this during any CI test that uses an emulator and fails.

I have to return to other work, but I'll keep this ticket open and come back to it - but maybe someone else will first 🤞🏼
