ISSUE_TEMPLATES/6_infrastructure.yml is a very long complicated form that probably scares more people away from filing GitHub issues against team-infra that helps team-infra with triage.

@Piinks did a tad bit of TLC in #165716.

We should finish going over this after that PR merges and see if we can make it simpler.
