When passed the flag --dry-run, instead of downloading remote artifacts, the tool would just print out the remote path it would have downloaded, and perhaps the relative path in the cache it would have downloaded to (maybe support --machine so this could be structured JSON)

This would assist release tooling that needs to account for all remote artifacts depended on by the tool.
