Let's make this a trivial file to parse, maybe just starting with literally the version of Flutter, in the same format as we currently use for the version file we already generate.

Context here is making the version number available to other tooling that has been combined with the application but maybe not directly linked to the Flutter parts of the system, e.g. an Android or iOS third-party analytics package.
