Your approach sounds reasonable. Another option would be to extend your MyWorkflow with MyWorkflowHigh and MyWorkflowLow and then inside of each you set:

class MyWorkflowHigh extends MyWorkflow
{
    public $connection = 'default';
    public $queue = 'high';
class MyWorkflowLow extends MyWorkflow
{
    public $connection = 'default';
    public $queue = 'low';

The downside is they are technically different workflows but using the same base logic.
