CI: Don't run MSVC check on push

This test does not work any more. I don't know how to fix it. Run it only manually. Unable to process command '##[add-path]C:\Program Files (x86)\ Microsoft Visual Studio\2019\Enterprise\MSBuild\Current\Bin' successfully. The `add-path` command is disabled. Please upgrade to using Environment Files or opt into unsecure command execution by setting the `ACTIONS_ALLOW_UNSECURE_COMMANDS` environment variable to `true`.
