Sample information

Describe the bug

The Python echo template sample produces different output than C# and Javascript bots.

C# and Javascript: respond with Echo:<user -response>.
Python responds with You said: '<user-response>'.

To Reproduce

Steps to reproduce the behavior:
Test the bot produced from the template. I followed the instructions in these quickstarts:

Expected behavior

All languages should have same output: Echo: <user response>
