This PR adds a 'Complex Numbers' section to the User Guide, as discussed in #10213. It doesn't close the issue but is a first step toward resolving it.

@andrewendlinger Sorry for letting this sit for too long. I think this is good to go. I've moved this into the "I/O"-section as probably best place. I'll add the plan to merge label and merge this after the weekend.
