As says in PCbuild/readme.txt

1a. Optionally install Python 3.6 or later. If not installed,
get_externals.bat (via build.bat) will download and use Python via
NuGet.

I tried both 32bit and 64bit Python in my computer, but after I ran 'build.bat', it always downloaded the latest 32-bit Python.
