OS/BLAS test matrix workflow has libblas/mkl compatibility issues MacOS #1080
Description
Getting an error in 'conda macos-3.{10,12}, Intel10_64lp BLAS lib' builds:
error libmamba Could not solve for environment specs
The following packages are incompatible
├─ libblas =* *mkl does not exist (perhaps a typo or a missing channel);
└─ mkl =* * does not exist (perhaps a typo or a missing channel).
