setTimeout not available in all environments #1588

requirejs/r.js#933 reported an issue with a "setTimeout is not defined" error when using jjs in Java 1.8, which I believe is a result of the change in 2.3.0 from #1518.

So a typeof check for setTimeout should be enough to fix it. Will put something up shortly.
