Part of our jobs on the AB and TAG is to participate in various decision processes including TAG appointment ratification, AB chair ratification (for AB members), and several steps within W3C Councils.

It can be hard to tell whether an AB or TAG member is participating adequately in the group's activities, but participation in votes is a minimum bar that all members should be able to reach. If someone isn't bothering to vote, this should be visible to the AC, so they can take that into account when deciding whether to re-elect that person. (This doesn't imply that the direction of the vote should be public, just the fact of it.)

For the Council, I agree this is relevant, and this is already visible:

A Council terminates by issuing a Council Report, which:
[…]

  • must report the names of those who were dismissed or renounced their seat as well as those who were qualified to serve.
  • must report the names of the individuals who participated in the final decision.

I think that's appropriate. Starting from the next version, the short circuit will no longer requires 100% participation (though it still must be high), so we could add a requirement to document that participation too.

For TAG appointments and AB chair ratification, I wouldn't oppose, but it seems a little less critical to me. This feels less like a duty to the membership, and more like one to your colleagues on this groups, so it seems less interesting to broadcast. That said, lack of participation could cause issues too, and informing the membership could be relevant.
