Test end-side overflow padding for flexbox and grid #33925

The CSS Working Group has resolved to include end-side padding in the scrollable overflow area for grid and flexbox:

Here's a test that checks that end-side padding is included in the scrollable overflow area:
https://github.com/web-platform-tests/wpt/blob/master/css/css-overflow/overflow-padding.html

But it does not test flexbox and grid containers specifically. There is still browser compatibility issues in this area:

Should the WPT test be extended to check that end-side padding is included in the scrollable overflow area for flexbox and grid?
