William G. Rosenberg is the President of E3 Gasification LLC, a joint venture with Leucadia National Corporation, developing advanced technology gasification projects that will utilize coal and petcoke to produce clean fuels, SNG, chemicals and electric power for long term sale to gas and electric utilities and industrial customers. Rosenberg is also the Founder and President of E3 Ventures, Inc, which provides strategic environmental and energy advice to major companies (utility, oil, pharmaceutical, environmental technology), national environmental groups, and state and local agencies.

Rosenberg’s career includes 13 years in the public sector, responsibility for three state agencies and two federal regulatory programs, and 25 years as businessman and lawyer. He has held a broad range of positions in law, housing development, finance, utility, energy, environmental protection, telecommunications, and venture capital. He is known for his entrepreneurial approach at the interface of business and government.

In 1989 Rosenberg was appointed by President Bush as Assistant Administrator, U.S. Environmental Protection Agency for Clean Air, where he developed and negotiated the Clean Air Act of 1990, Acid Rain Allowance Trading, and CFC phase-out and reformulated gasoline, with emphasis on stakeholder regulatory negotiations. He had previously been appointed by President Ford as Assistant Administrator for Energy Resource Development of the Federal Energy Administration; and he was appointed by President Nixon as a member of the President’s Project Independence Advisory Committee.

Rosenberg’s board memberships include the Advisory Board of the National Parks Conservation Association (since 2000), the USEPA Clean Air Act Advisory Committee (since 1993), and the Board of the Center for Clean Air Policy (since 1995). He was Senior Fellow at Center for Business and Government with joint appointment at the Belfer Center for Science and International Affairs, John F. Kennedy School of Government, Harvard University, 2003-10.
