The Court of Owls is a shadowy organization that runs Gotham City. They are servants of Barbatos, and use Talons as their agents. The Court was a major player across Batman titles, in the storylines The Court of Owls, Night of the Owls and The City of Owls. The Court of Owls was created by Scott Snyder and Greg Capullo, first appearing in Batman (Volume 2) #2 (2011).
