It is therefore imperative for them to address the uncertainty through reliable and loyal work force which can shoulder them in good and bad times. HR has the challenge of attracting talent on role dimension and then retaining that talent by providing a professionally driven organization culture. Due to low degree of bureaucracy and leaner work force structure, it is easier for HR to implement change management programs in SMEs. The HR faces the challenge to adhere to the agreed policy norms which succumb to exemption from the owners. HR also needs to understand that the owners do not want to feel themselves devoid of decision making power due to change in policies. HR professionals need to be conscious that professionalism without the loss of agility and responsiveness is the right transformation direction for SME's success. SME sector is the most neglected and unorganized sector of the Indian economy. The very fact that 40% of exports in India come from SME sector shows that this sector has the maximum potential to create employment opportunities. But they lack in getting required support from the concerned Government Departments, Banks and other financial institutions and corporates, which is handicap in becoming more competitive in the national and international markets. SMEs meet difficulties in adapting their strategies to market changes, and in competing with big enterprises. Knowledge means empowering a person and hones his/her skill in specific subject. It can be implicit (as with practical skill or expertise) or explicit (as with the theoretical understanding of a subject); and it can be more formal and systematic (Oxford Dictionary).According to the philosopher Plato, knowledge is defined as justified true belief.Management, in general, can be defined as the process of planning, organizing, leading and controlling.One can define knowledge management asthe justified true belief that is acquired in a planned way of collecting data, conceptualized and organized according to specific context. Knowledge management is like a building block for any further augmentation of that specific knowledge.However, managing knowledge is something intangible and very challenging. The real change has come from the necessity for less information and more knowledge. There has been a shift from information to knowledge. Shift from bureaucracies to networks. The traditional hierarchical designs that served the industrial era are not flexible enough to harness an organization's full intellectual capability.
