Yes. The Unidata data usage policy applies the same to the FNEXRAD
and UNIWISC imagery as it does to other data:

No.
NB: We make a best effort to create and distribute the FNEXRAD
images in near real-time. Since we are not an operational shop,
we make _no_ guarantee that the imagery will always be available
and timely. Those using these images need to fully understand
how they are created and use their best judgment on their
applicability to any particular situation. When in doubt, users
are advised to use the Level III products from individual stations
directly.
