Brian,
The WMO reserved range of the table will remain the same (parameters 1-127),
as mentioned at:
http://www.nco.ncep.noaa.gov/pmb/docs/on388/table2.html#TABLE129
so you can link $GEMTBL/grid/wmogrib2.tbl to wmogrib129.tbl.
While your at it, you can do the same for wmogrib130.tbl which has alo appeared
in the logs.
The parameter numbers 128-255 are NCEP specific, and are given in
ncepgrib129.tbl and ncepgrib130.tbl (as referenced from the above URL).
