A ship format file can have multiple instances of the same STID in a given time
bin since it is allowed to move.
In the pirep decoder, a check is made, for instance, to see if the SLAT and
SLON are
the same for the DATTIM and filter out duplicates that way, but it would
be OK for the same SHIP to report from the same location multiple times
within the hour. The dc decpoders are binning the ships into
hourly files!
You can run SFDELT to remove the old report for the area = @STID
before running SFEDIT to eliminate the duplicate.
