[GEMPAK #BWT-519283]: Plotting NEXRAD Level II data in Mercator projection

Hi Greg,

I played with this last night to confirm what I had found out before, the GP
programs are unable to re-project the site radar projection written into the
file. I saw Daryl's suggestions on gembud and I recommend either: use his
re-projected level 3 or create your own with nex2img.

I have used nex2img/nex2gini before on single stations by controlling what is
in a local (pwd) copy of the table nexrad.tbl for STNFIL.
