Hi Chris,
GEMPAK has a suite of decoders which can be invoked by the LDM
(http://www.unidata.ucar.edu/software/ldm/) to store meteorological data in
GEMPAK format. The LDM is available for free, and documentation on the LDM
page is available for setting up and running the LDM for a live data stream.
However, the big caveat is that Unidata provides IDD data feed
(http://www.unidata.ucar.edu/software/ldm/ldm-current/basics/feedtypes/) access
for free to educational and research institutions, but not to private
enterprise. For that, you will need to figure out an arrangement with another
group, an EDU, another business, whomever, for live data feed.
