Hsie's original message to Unidata User Support expressed the opinion
that the problem could be related to a firewall configuration:

So, Hsie is seeing the same problem sending to you as you are receiving
from him (not suprising).
Questions:
- what is the result of an 'ldmping' from tornado to rainbow:
<as 'ldm'>
ldmping rainbow.al.noaa.gov
- what happens if you run the 'notifyme' command from tornado
to rainbow:
<as 'ldm'>
notifyme -vxl- -f ANY -h rainbow.al.noaa.gov -o 3600

Yes. You should also be able to use pavan.srcc.lsu.edu as an upstream for
FNEXRAD.

I do not see any errors in your ~ldm/etc/ldmd.conf request lines. The only
thing that comes to mind as being possibilities are:
- /etc/hosts.allow misconfiguration (not allowing rainbow)
- an entry in /etc/hosts that defines the IP <-> name for rainbow, and your
/etc/nsswitch.conf file says to use file definitions before DNS (which
is the way we configure things here)
- there is something at Hsie's end (although he is not having any problems
feeding other sites)
