The meaning of the fields is described in the WMO Manual on Codes.
A quick Google search using 'WMO Manual on Codes' shows a number
of links including:

This probably has the information you need.

Sorry, I do not remember which WMO headers specify glider data.
I would try doing a Google search using 'wmo header for glider data'
as the search key.
