[IDV #HIL-344498]: Regarding forecast model output in idv

The ncml is not designed to do the heavy duty work, one of the todo item for 
the IDV is to
make fmrc available for the local files, I hope to have this available in the 
near future. The disadvantage of local
fmrc is that you need to move all the files into a folder, and this folder can 
only have those files need to be 
aggregate.
