What the U.S. Government should do if someone builds a cheap perpetual motion machine / free energy / over-unity device.

CONTINGENCY PLAN FOR COMICAL TERRORISM I have previously described that Perpetual Motion is an encounter with at least six psychological or political fears: The fear of embarrassment. 2. The fear of lost dignity. 3. The fear of avenging angels. 4. The fear of the devil. 5. The fear of social unrest. And 6. The fear of upset monopolies. The answer to social unrest and fear of the devil is related, and is to: 1. Present a comic image of the inventor. 2. Make sure builder and inventor are different people, and set on even terms. 3. Create a peaceful, educational, ‘secular religion’ (e.g. based on perpetual motion and seperate from government) which values creative products above military-style charisma. 4. Heavily commercialize the effects of perpetual motion to make it part of the money religion. 5. Popularize the idea that there are many inventors. The fear of embarrassment and fear of lost dignity is related, although it may be hard for some to see it that way. The answer is to: 1. Make sure the inventor is acknowledged as a kind of lucky genius. 2. Educate people about the limits of conventional thinking. 3. Acknowledge the fascinating paradox of perpetual motion. 4. Recognize the historical factors involved, and the finite length of history. 5. Educationalize perpetual motion as a new and exciting aspect of science, or even as its own major new field. The fear of avenging angels is only a problem in the psychology of inventors. It is solved by: 1. Recognizing that perpetual motion is very lucky, rather than unlucky. 2. Recognizing that genius is also lucky. 3. By solving problems in incremental steps. 4. By building on previous efforts. 5. By rewarding those who do make progress. 6. By working on anything that can be completed, such as not just physical models, but also diagrams and dynamic computer models. 7. By not being secretive to the point of making perpetual motion an obscure subject. 8. By teaching what we know to those who will believe us. The fear of upset monopolies is the fear that dominates discussions of perpetual motion conspiracy theories. It is solved more obviously by: 1. Identifying the benefits perpetual motion offers to national governments. 2. Using competitive markets (including heavy-industrial and high-tech) to improve existing perpetual motion technologies. 3. Using perpetual motion as a motivator in the science, technology, and aerospace sector. 4. Setting up a specific company that sells rights and grants incentives. 5.
