GSA announces new political appointees

WASHINGTON — The U.S. General Services Administration (GSA) announced new political appointments including Fernando Laguarda as Deputy General Counsel and Rachel Davis as Deputy Associate Administrator for Public Affairs.

Fernando Laguarda joined GSA as Deputy General Counsel in the Office of the General Counsel. He will also continue to serve as a presidentially-appointed member of the Council of the Administrative Conference. Prior to joining GSA, he served as General Counsel at AmeriCorps, Faculty Director of the Program on Law and Government at American University’s Washington College of Law, Vice President for External Affairs and Policy Counselor at Time Warner Cable, and a partner at two DC-based law firms. Laguarda earned his Juris Doctor from Georgetown University Law Center and his bachelor’s degree in government from Harvard University.

Davis, who previously served as Press Secretary, is now serving as Deputy Associate Administrator for Public Affairs in the Office of Strategic Communications. Davis brings more than a decade of communications experience to the role, including as the former Chief Communications and Marketing Officer for City of San Jose Mayor Matt Mahan and former Mayor Sam Liccardo.
