Filming will be taking place in Liverpool and Manchester. 31/05/2021 - 02/06/2021 Stanley Square service area, Sibson Road and Springfield Road in Sale, Manchester being used.

The Tiger Public House in the first episode is on Kenworthy Road, East London.

The beach and promenade scenes were filmed on North Parade, Hoylake, Wirral. The promenade is a one way street, and in the scene with bus driving along, it is driving the wrong way, into the normal flow.

On Thursday, 7th July 2022, ITV announced that they have commissioned Windhover Films and Mammoth Screen to produce a 4-episode second series of the drama to be entitled The Tower II: Death Message. The second series is based on Kate London's second novel "Death Message". Filming on series two will commence in late Summer 2022.
