They were actually there. Harold was suffering from oxygen deprivation, therefore he couldn't comprehend that the bottles he was sorting were actually full (or even partially full) of oxygen. This is, of course, conjecture based on the evidence and outcome of the event, but it's safe to say that in the world of this story, he was incapable of assessing the available bottles because he was, himself, depleted of oxygen. He couldn't read the gauges properly.
When Rob discovers that Doug is out of oxygen, he says "we're out of gas", suggesting that he also doesn't have any oxygen left.
