Due the decentralized system, everybody are concerned with their own region, lacking information sharing across borders.

External problem
Changes in rules and regulations of health care industry

ALTERNATIVE ACTIONS
Centralized System. (Or) A system which encourages and facilitates the flow of knowledge across the borders without being centralized system.

PREFERRED ACTION
Policy formulation which helps in bringing all country heads together. A system which encourages and facilitates the flow of knowledge across the borders.

Deputation of one country head to another country for a fixed tenure. Incentives, if performed well in the other countries.

Proper use of the global e-mail system which has been implemented.
