For this, the Department of Food, Public Distribution and Consumer Affairs has been assigned the task of distribution of food grains and other essential commodities to the people of the State. The commodities include rice, wheat, sugar and Kerosene Oil, which are supplied to the Public in general and the people living below the poverty line in particular. During 10th Five Year Plan (2002-07) various plan scheme like Antyodaya Anna Yojana, Annapurna Yojana, free distribution of LP Gas Chulha to BPL families, distribution of iodised salt at subsidized rate to BPL families was taken up by the Government of Jharkhand to provide essential commodities to BPL families and destitute person. During 11th Five Year Plan (2007-12) the above plan schemes like Annapurna Yojana, Antyodaya Anna Yojna, Mukhaya Mantri Khadyan Sahayata Yojna (BPL scheme), subside on domestic LPG, Distribution of iodised salt at subsidized rate to BPL families, Godown construction, establishment of Jharkhand State Food Corporation Limited, establishment Village Grain Banks will continue while some new schemes enhancing of PDS commission on Kerosene oil and APL foodgrains taken up. EARMARKED SCHEME Annapurna Yojana (APY) Under this scheme 10 kg of rice per month per beneficiary is given free of cost. The number of beneficiaries is 2 lakhs. The rice is distributed to the beneficiaries directly by the district administration without any intervention of PDS dealers.
The State Government has ensured that the District Administration will directly do distribution of rice to the beneficiary after lifting from FCI godowns and there is no role of PDS dealers in the distribution of Annapurna rice. 3. 3.1. STATE PLAN SCHEMES Continuing Scheme Antyodaya Anna Yojna (AAY) Under this scheme, foodgrains (wheat and rice) at the rate of 35 kg per family every month at subsidised rate (wheat @ Rs. 2.00 per kg and rice @Rs 3.00 per kg) are distributed to the selected families. The number of the selected BPL families is 9,17,900. The cost of handling, transportation, dealers margin money, sales taxes etc. are borne by the State Plan. 3.2 Distribution of Iodised Salt Under this scheme, each BPL family will get 2 kg iodised salt per month at the subsidised rate of 25 paise per kg. 23.94 lakhs BPL families including AAY families to be benefited under this scheme. 3.3 Construction of Godown Keeping in view the limited storage capacity for food grains received from Govt. of India through FCI, the State Government has decided to construct godowns in areas where storage capacity is inadequate. Construction of godown of 1000 MT capacity at 13 District headquarters and 5 Sub-Divisional headquarters and of 250 MT capacity at 106 Block premises have been sanctioned during 2009-10. 11 Districts headquarters and 153 Block premises are required to construct godown of 1000 MT and 250 MT respectively in Financial Year 2010-11. Establishment of Village Grain Bank The main objective of the scheme is to provide safeguard against starvation during the period of natural calamity or during the lean season when the BPL/AAY household do not have sufficient resources to purchase the rations. Such people in need of foodgrains will be able to borrow foodgrains from Village Grain Banks set up within the village. The group will decide the quantity to be lent and period of repayment themselves. The grain banks are to be set up in food scarce areas like the drought prone areas, tribal areas and the inaccessible hilly areas, which remain cut off during natural calamities like flood etc. The scheme will have two component, viz, food component and cash component. Under the food component each grain bank will store one quintal of foodgrains (rice and wheat) per family for an average 40 BPL/Antyodaya families, which will be released as one time grant free of cost by Central Government. The cash component will include cost of weights and measures, storage bins/godowns,

rentals, training, transportation, administrative and monitoring expenses which would be released by the Central Government through State Government for setting up and running of the grain bank. 50% of transportation cost @ Rs. 90.00 per quintal i.e. Rs. 1800.00 will be borne by State Government per Grain Bank totalling to Rs. 10,49,400.00. The Central Government released @ Rs. 12,200.00 per Village Grain Bank for 583 Grain Banks totalling to Rs. 71,12,600.00 by Bank Draft. Foodgrains are now to be issued on difference of present cost and initial cost of foodgrains (rice). The State Government has to provide storage space like Bins, etc. It is proposed to have 583 village grain banks in 1st stage in the villages of primitive tribes and other ST and SC families. 3.4 Free Distribution of Single Burner LPG Chulha to BPL (ANTYODAYA) Families The scheme of free distribution of single burner LPG chulha with 5 kg cylinder to BPL families (including Antyodaya families) has been started in the year 200405. For the year 2005-06, the target of free distribution of single burner LPG chulha to BPL families was one lakh. In 2009-10 Rs. 50.00 lac has been provided. It is proposed during the year 2010-11, for the remaining families instead of 5 kg cylinder, 14.20 kg cylinders will be distributed. Distribution of Domestic LPG The rate of domestic LPG increased by the Central Government w.e.f. June, 2008. The Government of Jharkhand has decided to facilitate the domestic LPG consumer to give subsidy of Rs. 40.00 per LPG Cylinder (14.2 kg/Rs. 2.82 per kg from 2009-10). Mukhya Mantri Khadhayan Sahayata Yojana Most of the BPL families of the State are very poor and they live in remote, forest and hilly areas. It is observed that the BPL families living in the State could not purchase wheat and rice at present prevailing BPL rate and are facing problem of inadequate nutritional support. Hence, the Govt. of Jharkhand has decided to give subsidy to the BPL families by allowing them to purchase wheat and rice at the rate of Antyodaya i.e. Rs. 2.00 per kg for wheat and Rs. 3.00 per kg for rice. This scheme has been started from 2009-10. These quantities include the cost of foodgrains, transportation cost including Door Step Delivery and PDS commission, etc. DISTRIBUTION OF LEVY SUGAR Government has decided to distribute levy sugar to targeted 23.94 lakh BPL (including Antyodaya) families at the subsidized rate and is being distributed from 2009-10.

In 2010-11, 2.06 kg of levy sugar have to be distributed per family per month. The total quantity will be 594080.00 qtl. and Rs. 279.96 per quintal will be spent on excise duty, transportation, door step delivery, PDS commission, etc. 3.9 Establishment of JSFC Ltd. Foodgrains and other commodities are being distributed through the PDS. BSFC is the Government Agency through which foodgrains and levy sugar are being lifted to distribute to targeted families. Government has decided to establish Jharkhand State Food and Civil Supplies Corporation Limited. NEW SCHEME 3.10 Distribution of Foodgrains to APL Families Foodgrains, Kerosene Oil, etc. are being distributed to APL families. In 2009-10 Government has decided to make available APL foodgrains to PDS shop level through Door Step Delivery and enhance PDS shops commission. Distribution of Kerosene Oil Kerosene Oil is being distributed among 4799081 households of the State. Kerosene Oil is allotted to Districts at the rate of 4.72 litre per household according to their no. of households. In 2010-11, 271360195 litres of kerosene oil will be distributed to consumers. Government has decided to increase PDS commission given to PDS dealers. TRIBAL SUB PLAN A sum of Rs. 23873.41 lakhs has been earmarked for Tribal Sub Plan out of total proposed outlay of Rs. 50000.00 lakhs during Annual Plan 2010-11. 5. SPECIAL COMPONENT SUB PLAN A sum of Rs. 5834.03 lakhs has been earmarked for Special Component Sub Plan out of total proposed outlay of Rs. 50000.00 lakhs during Annual Plan 2010-11. 6.
