2012 Drinking Water Report The City of Mazeppa is issuing the results of monitoring done on its drinking water for the period from January 1 to December 31, 2012. The purpose of this report is to advance consumers understanding of drinking water and heighten awareness of the need to protect precious water resources. Source of Water The City of Mazeppa provides drinking water to its residents from a groundwater source: a 567-foot-deep well that draws water from the Franconia-Ironton-Galesville aquifer. The water provided to customers may meet drinking water standards, but the Minnesota Department of Health has also made a determination as to how vulnerable the source of water may be to future contamination incidents. If you wish to obtain the entire source water assessment regarding your drinking water, please call 651-201-4700 or 1-800-818-9318 during normal business hours. AL_Action Level: The concentration of a contaminant which, if exceeded, triggers treatment or other requirement which a water system must follow. 90th Percentile Level_This is the value obtained after disregarding 10 percent of the samples taken that had the highest levels. (For example, in a situation in which 10 samples were taken, the 90th percentile level is determined by disregarding the highest result, which represents 10 percent of the samples.) If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. City of Mazeppa is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead. Monitoring may have been done for additional contaminants that do not have MCLs established for them and are not required to be monitored under the Safe Drinking Water Act. Results may be available by calling 651-201-4700 or 1-800818-9318 during normal business hours. Compliance with National Primary Drinking Water Regulations The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include: Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife. Inorganic contaminants, such as salts and metals, which can be naturallyoccurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming. Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses. Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems. Radioactive contaminants, which can be naturally-occurring or be the result of oil and gas production and mining activities. In order to ensure that tap water is safe to drink, the U. S. Environmental Protection Agency (EPA) prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration regulations establish limits for contaminants in bottled water which must provide the same protection for public health. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agencys Safe Drinking Water Hotline at 1-800-426-4791. Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline at 1800-426-4791.

The special aspect of this workshop is that soy wax is used, which is more sustainable and melts at a lower temperature than traditional batik waxes, making it safer to handle and easier to remove. ZUMBROTA The Mealson-Wheels program in the Zumbrota community is in need of additional volunteer drivers. In order to continue to meet the needs of current clients and take on new clients they need to add an additional route within Zumbrota. During the weekday noon hour, Meals-on-Wheels volunteers pick up meals from the caterers and deliver them to the participants. They also pick up the empty containers and bring them back to the caterer. In addition to the meal, they provide daily contact. Deer licenses now on sale; lottery applications due Sept. 5

Deer hunting licenses are now available for purchase. Hunters who want an either-sex deer or special hunt permit for the coming season must apply by Thursday, Sept. 5, the Minnesota Department of Natural Resources (DNR) said. Hunters should carefully review the list of lottery areas, particularly in extreme northwestern Minnesota and the Iron Range area of northeastern Minnesota. The following permit areas are designated as lottery this year but were not last year: 176, 101, 105, 111, 267 and 268. Elsewhere, other permit area designations have changed too in response to local deer population changes. Regulations are detailed in Minnesotas 2013 Hunting and Trapping Regulations Handbook and Deer Season Map, which now are available wherever hunting and angling licenses are sold, online at www.mndnr.gov/regulations and in many DNR offices across the state. Fifty-eight of the states 129 permit areas are lottery areas. The number of permit areas designated as lottery is unchanged from 2012. The number of either-sex permits available has increased about 10 percent. People can purchase a deer license and apply for the lottery or a special hunt at any DNR license agent, by telephone at 888-665-4236 or online at www.mndnr.gov/buyalicense. Lottery winners will be notified in October. Hunters can apply for lottery deer areas and special hunts using both their firearm and muzzleloader licenses. Dove season opens Sept. 1

Minnesotas dove hunting season begins Sunday, Sept. 1, and continues through Saturday, Nov. 9, according to the Minnesota Department of Natural Resources (DNR). A small game license and Harvest Information Program (HIP) certification are required for hunters 16 and older. Hunters younger than 16 must obtain a free small game hunting license and HIP certification. The daily bag limit is 15 doves with 45 in possession. Nontoxic shot is not required but is recommended. Dove hunting requires only a bucket to sit on, a box of shells, shotgun and earth-tone clothing. This is a great way to introduce youngsters to hunting, said Steve Merchant, wildlife population and regulation program manager for the DNR. Once youve walked to your hunting location, its a stationary activity in a controlled environment, which makes it easy for mentors to work with inexperienced hunters under very safe conditions. Minnesota has allowed dove hunting since 2004. The state has about 13,000 dove hunters, who harvest more than 100,000 doves each year.

Wildlife artists can submit entries for the Minnesota Department of Natural Resources (DNR) 2014 waterfowl stamp from Monday, Aug. 19, through 4 p.m. Friday, Aug. 30. The Canada goose is the only eligible species for depiction on the 2014 Minnesota Waterfowl Stamp. Other waterfowl species will not be accepted. Artists are prohibited from using any photographic product as part of their finished entries. Any entry that contains photographic products will be disqualified. Entries will be accepted via mail and in person at DNR headquarters, 500 Lafayette Road, St. Paul. Mailed entries should be addressed to 2013 Migratory Waterfowl Stamp Contest, DNR Fish and Wildlife Division, Box 20, 500 Lafayette Road, St. Paul, MN 55155-4020. DNR QUESTIONS OF THE WEEK

Q: The DNR is in the process of determining the abundance of pheasants in the states pheasant range. How is this number determined? A: Since 1955, the Minnesota DNR has conducted annual roadside surveys during the first two weeks of August to estimate pheasant abundance. These surveys entail counting all pheasants observed while driving each of 152 survey routes one to four routes per county in Minnesotas pheasant range. DNR wildlife staff survey these 25mile long routes in the early mornings on days with clear skies, light winds, and heavy dew. Because pheasants are difficult to count, techniques used to determine population estimates for other wildlife species do not work with pheasants. Thus, the annual August roadside surveys do not provide a total census, but rather an index of relative abundance. This information is then used to monitor changes in the pheasant population over time. The results of the survey are reported in early September and provide a good forecast of the upcoming pheasant hunting season. Nicole Davros, DNR wildlife biologist Q: The ash trees in my yard are producing lots of seeds this year, more than in previous years. How unusual is this? Is it weather related? A: Trees produce large amounts of seed for a couple of reasons. Trees under stress from drought, soil compaction, or planting offsite may produce more seed to ensure another generation. Weather can also impact the number of seeds a tree produces. Ash are windpollinated, so if there are heavy rains during flowering, pollen is unable to travel by wind, and seed set and production can be reduced. DNR updates state list of endangered, threatened, special concern species

A state list first established nearly 30 years ago to highlight and help protect plants and animals at risk of disappearing from Minnesota has received its first official update since 1996. Following a series of five public hearings, an 86-day comment period and review by an administrative law judge, the Minnesota Department of Natural Resources (DNR) on Monday, Aug. 19, adopted a new list of endangered, threatened and special concern species. Twenty-nine species, including the bald eagle, wolf and snapping turtle, were removed from the list; 180 species of plants and animals were added; 91 species had their status either upgraded or downgraded while remaining on the list. The changes were based on large amounts of new information gathered by DNR and other researchers. Minnesotas endangered species law requires the DNR to create and periodically revise such a list, and it prescribes three levels of concern. An endangered species is one that is at great risk of extinction within the state. A threatened species is likely to become endangered within the foreseeable future. A species of special concern, though not at immediate risk, is considered vulnerable because of its rarity or highly specific habitat requirements. The law prohibits the taking or possession of endangered and threatened species except in certain situations. If a proposed project cannot avoid a protected species, the state can issue a taking permit that is combined with mitigation, such as funding for research or acquisition of other sites to protect the species. Over the past decade, DNR has received 23 applications for development-related taking permits and it has issued all but one. The ultimate goal of putting a plant or animal on the list isnt to put up walls around it; its to restore its health and get it back off the list, said Rich Baker, DNR endangered species coordinator. There are plenty of examples of that happening, and it doesnt have to come at the expense of sustainable economic development. DNR urges boaters to stop power loading when loading and unloading boats at public water accesses
As summer progresses and lake water levels drop, the Department of Natural Resources (DNR) reminds boaters using public accesses to check ramp conditions before launching any boat and to refrain from power loading. Power loading is a phrase that describes using the motor thrust to load and unload a boat onto and off a trailer. The method is dangerous and can damage boats. Instead of power loading, boaters are encouraged to use a winch to load and unload a boat. Power loading creates blow holes and prop mounds when sediment, gravel and sometimes large rocks are blown beyond the ramp. Power loading can also cause damage to launch ramps that may not be visible from the surface of the water. Erosion under the concrete ramps and dock wheels can cause them to become uneven and, in some cases, fall into the blow holes. The practice can also lead to expensive boat motor and trailer repairs. Motors can incur damage if the boat or lower unit runs aground on the mound. At shallow accesses, boat trailer frames can get hung up when trailers are backed off the end of the concrete ramp into the blow outs. Smaller vehicles may be unable to get the trailer out. We recommend that before launching, boaters look beyond the ramp for shallow water caused by prop mounds and ensure the water is deep enough for the boat and motor, said Dave Schotzko, DNR northwest region Parks and Trails Division supervisor. This is especially important for those with larger boats and pontoons. The DNR Parks and Trails Division manages about 3,000 public boat accesses statewide. DNR crews stay busy in the summer maintaining public water accesses. The added tasks of removing prop mounds and repairing docks and ramps become expensive and time consuming, making it impossible to level every boat landing to accommodate all sizes of boats at every lake.
