INTRODUCTION

All India Post Graduate Medical Entrance Examination 2014 (For Admission to 50% MD/MS/DIPLOMA COURSES Seats) The Government of India established the National Board of Examinations (NBE) in 1975 with the objective of improving the quality of the Medical Education by establishing high and uniform standards of postgraduate examinations in modern medicine on All India Basis and utilizing existing healthcare infrastructure for capacity building. National Board of Examinations conducts entry and exit examinations at Postgraduate, Post Doctoral level and licensing examinations as Screening Test for Indian Nationals with Foreign Medical Qualifications The National Board of Examination has been notified by Ministry of Health and Family Welfare, Government of India to conduct a competitive entrance examination on All-India Basis for admission to All India 50% quota MD/MS/Diploma Seats 2014 Admission Session (except for colleges located in Jammu & Kashmir and Andhra Pradesh). The entrance examination will be governed by the rules and regulations specified by the Government of India, Ministry of Health and Family Welfare/Directorate General Health Services/and orders of Hon'ble Courts. Duration of the courses: MD/MS: Diploma: Three years from the date of admission. Candidates are eligible for admission after completion of compulsory rotating internship. Two years from the date of admission after completion of compulsory rotating internship.

The scheme for selection of candidates for admission to All India 50% quota MD/MS/Diploma Seats 2014 Admission Session shall be applicable to all Medical Colleges/Institutions throughout the country and no Medical College/Institution shall hereafter conduct competitive entrance examination of its own for these seats on all-India basis, except the States of Jammu & Kashmir and Andhra Pradesh which have been excluded by the Honble Supreme Court of India vide their judgement dated 21.07.1986 (Writ Petition (Civil) no. 348-352 of 1985 in the matter of Dr. Dinesh Kumar & ORS vs Moti Lal Medical College Allahabad & ORS). Therefore, the students having passed their MBBS examination from any Institution in these two States shall not be eligible to participate in the 50% All India Competitive Entrance Examination for selection of candidates against these seats. However, the candidates who were nominated by the Government of India (under Central pool seats) to do MBBS from Medical Colleges in Andhra Pradesh and Jammu & Kashmir shall be eligible to apply for admission, subject to submission of a bond on a Non-Judicial Stamp Paper of Rs. 10/- to this effect. A copy of the nomination letter must be attached with the bond.

ACTUAL NUMBER OF SEATS (i) The information pertaining to number of seats available for the year 2014 has not been communicated by all the participating Medical colleges covered under this Scheme till the time of publication of this Information Bulletin. The number of seats available in different colleges, with their subject-wise break-up, shall be displayed on the website of Medical Counseling Committee www.mcc.nic.in and Ministry of Health & FW www.mohfw.nic.in in due course. Candidates are advised to visit these websites regularly. Stipend/Bond/Fee structure/ course duration/ bond amount/ non stipendiary etc may vary from State to State and from Institution to Institution. Some seats may be non-stipendary. The candidates need to examine these points before opting a seat at a Medical College. The Ministry of Health & FW/ Directorate General Health Services/ National Board of Examination (NBE) shall neither be responsible nor shall entertain any case on the above grounds including the law and order /local issues if any. The total number of seats available for All India Quota 2013-14 academic session was 5544. This number may vary for the academic year 2014-15. Applicants are advised to refer to the website/Information available with Counseling Authority/Universities/Medical Colleges reg. seat availability.

GENERAL INSTRUCTIONS, TERMS AND CONDITIONS


In pursuance of the Revised Scheme of Honble Supreme Court of India dated 23.03.2012 in IA No. 16 of 2012 in Civil Appeal No. 1944 of 1993-(Anand S.Bijis case),All India PG Medical Entrance Examination for the academic year 2014-15 will be conducted through online for admission to Post Graduate(MD/MS and diploma) seats to the meritorious candidates in concerned participating Government Medical Colleges/Institutions throughout the Country(except the state of Jammu & Kashmir and Andhra Pradesh). AIPGMEE is a qualifying-cum-ranking Examination notified under the provisions of Post Graduate Medical Education Regulations, 2000 by the Medical Council of India with prior approval of Government of India. Applicants may kindly note that appearance in AIPGMEE does not confer any automatic rights to secure a Post graduate MD/MS and Diploma seat. The selection and admission to Postgraduate seats in any medical institutions recognized for running MD/MS/Diploma courses as per Indian Medical Council Act, 1956 is subject to fulfilling the admission criteria, eligibility, medical fitness and such criteria as may be prescribed by the respective universities, medical institutions, Medical Council of India, State/Central Government. Online Registration and Scheduling for the examination must be completed by 13th November 2013 (by 23:59hrs). Applications of candidates producing false or fabricated information shall not be considered and candidates may be further debarred from appearing in any future examinations conducted by NBE /MoHFW/Other Institutions. Candidates should go through the INFORMATION BULLETIN carefully for eligibility criteria, scheme, and pattern of examination etc before contacting the NBE for any queries. Queries pertaining to eligibility and other issues shall only be entertained if the information requested is not given in this bulletin or on website www.nbe.gov.in/AIPGMEE. Incomplete application or applications not in accordance with instructions shall not be considered and are liable to be rejected. The examination fee shall not be refunded under any circumstances. Fee shall neither be carried forward to a future date nor refunded under any circumstances. Online applications and/or their acknowledgment of submission received after the due date shall not be entertained and exam fee shall not be returned in such cases. Application once submitted cannot be withdrawn. Instructions in the information-bulletin are liable to changes based on decisions taken by the NBE/MoH&FW/DteGHS from time to time. There is no equity or any rights that are /or deemed to be arising in favour of candidate. NBE reserves the right to withdraw permission, if any, granted inadvertently to any candidate who is not eligible to appear in the AIPGMEE even though the admit card/roll number/testing ID has been issued or name/roll number/testing ID is displayed on the website. Candidates' eligibility is purely provisional & is subject to the fulfillment of eligibility criteria as prescribed in this Information Bulletin.

The existing schedule, pattern, policy and guidelines are for ready reference only but in no way they are or are ought to be treated as representative or acknowledgment of fact that NBE is bound to follow the same in future. In case of any ambiguity in interpretation of any of the instructions/ terms/rules/ criteria regarding the determination of eligibility/conduct of examinations/ registration of candidates/information contained herein, the interpretation of the National Board of Examinations will be final and binding. Requests are not entertained for change in date/ examination centre. Candidates are advised not to canvass for or submit such representations. Absentees from the examination shall forfeit their examination fee. Result for AIPGMEE is likely to be available on the website www.nbe.gov.in/ AIPGMEE by 31st Jan 2014. *Candidates who have obtained their Primary medical Qualification outside India and do not have SMC/MCI registration should bring their original screening test pass certificate issued on NBE letterhead. However, the candidate selected and allotted seat shall have to produce certificate of registration of Medical Qualification issued by the Medical Council of India at the time of reporting to the allotted Medical College. **The name on your photo identification must match with your name as shown on your Admit card. If your name has been changed due to events such as marriage, you must show the relevant document mentioned at the time of test (Marriage Certificate/Divorcee Decree/Legal Name Change Document). The examination test centre staff on duty is authorized to verify the identity of candidates and may take steps to verify and record the identity of candidates. Candidates are required to extend requisite cooperation. 2.17. Candidates should ensure before applying for the registration that their MBBS degree is recognized as per provisions of Indian Medical Council Act. If it is found at any time that MBBS degree is not recognized, the candidature/result shall be cancelled/ deemed to be cancelled. All the correspondence should preferably be addressed by e-mail. The e-mail query shall be addressed only if it is not anonymous and contains the name, postal address and contact telephone number of the sender. An e-mail containing vague or general queries that are contained in the Information Bulletin shall not be entertained. Queries shall not be entertained from person claiming themselves to be representative, associates or officiates of the applicant candidate. Terms & Conditions of the AIPGMEE as mentioned in the English version of information bulletin shall apply. The AIPGMEE shall be conducted by NBE at exam centres engaged for the purpose. Candidates will be able to schedule their exams based on the availability of test centre on the date, time and venue of their choice. Candidates are advised to familiarize themselves with the route and location of the exam centre; location maps for all test centres are available on the website. Candidates are advised to look into www.nbe.gov.in/AIPGMEE regularly for various information and notices pertaining to AIPGMEE examination. A Practice Test is available for the benefit of candidates to familiarize themselves with the Computer Based Test format at website www.nbe.gov.in/ptest. Applicants will be able to access the practice test in November 2013 upon entering their confirmation ID (issued at the end of registration and scheduling process). Candidates kindly note that by registering for the AIPGMEE, they are covered by Non Disclosure Agreement (NDA); as per NDA candidates cannot disclose any question or contents of question paper in part or otherwise with any person or party or website or such other media/publication. Any act in breach of the NDA shall be liable for penal action as per law, kindly note that this is a punishable offence and shall lead to cancellation of candidature at the bare threshold. The candidate is deemed to have read, agreed and accepted the Information Bulletin and the terms and conditions in the information bulletin for AIPGMEE on completing the registration form the candidate. Each candidate can schedule and appear in AIPGMEE-2014 once only. Any candidate found to register and/or appeared more than once in AIPGMEE-2014 shall be automatically debarred from the exam. His/her candidature cancelled and further action as deemed appropriate by NBE shall be taken. Possession/Use of mobile phones/Electronic devices is strictly prohibited in the premises of NBE Examination Centres. Candidates shall be liable for penal action for Possession/ Use of Mobile phones/ Electronic devices. The jurisdiction for court cases/disputes shall be within the exclusive jurisdiction of competent courts at Delhi/New Delhi only.

ELIGIBILITY CRITERIA FOR AIPGMEE 2014


The candidate must be an Indian Citizen. A candidate, who holds M.B.B.S. degree from a recognized medical college (Appendix-III) or a foreign medical degree included in the Schedules to the Indian Medical Council Act, 1956 and who has obtained full registration either from the Medical Council of India or any of the State Medical Councils after completing compulsory rotating internship shall be eligible to take this examination. Candidates who have studied/passed MBBS from the state of Jammu & Kashmir and Andhra Pradesh are not eligible for 50% All India Quota. However, the candidates who were nominated by the Government of India (under central pool seats) to do MBBS from Medical Colleges in Andhra Pradesh and Jammu & Kashmir shall be eligible to apply for admission. The interested candidates from these states who want to apply for MD/MS/Diploma at AFMS Institutions are advised to read Chapter 9.

The candidates who have obtained MBBS degree from the Medical Colleges which are not recognized by Medical Council of India shall not be eligible for this test. However, a candidate who, after passing the final qualifying examination (MBBS or the foreign medical degree recognized by MCI), is undergoing 12-month compulsory rotating internship/practical training and is likely to complete the same by 31st March, 2014 can take up this examination, but he/she shall not be eligible for admission unless he/she has completed the compulsory rotating internship and obtained full registration on or before 31st March, 2014 or the candidate produces a certificate from the head of Institution that he/she will be completing internship by 31st March, 2014.

No request for relaxation of Compulsory Rotating Internship shall be accepted. The dates indicated by candidates with regard to 12 months Compulsory Rotating Resident Internship i.e. starting date, completion date in the online application systemshall be treated as final and candidates will be required to submit the original Compulsory Rotating Resident Internship completion certificate at the time of admission in allotted College. The cut off dates for the recognition of the Medical Colleges from where the candidates have passed their MBBS Degree Course and completed compulsory rotatory Internship for the year 2014 will be 31st October, 2013. The Colleges recognized after this date will not considered. Registration with M.C.I./State Medical Council is necessary and its documentary proof should be furnished at the time of counseling and admission in allotted College. Some of the Universities are having regulations that candidates who are already pursuing the PG Course in their University or in another University are not eligible for admission till they complete the course. The candidates who are already pursuing PG Courses either through All India Quota or State Quota and are applying for a seat under All India Quota may confirm the eligibility conditions of that University in this regard.

MoHFW/Dte. Gen. Health Services shall not be responsible if such candidates are refused for admission. Such candidates may opt for the subject and the college at their own risk and cost. 3.10 A candidate can register and appear for AIPGMEE -2014 only once for admission to the academic year 2014-2015.

Information Bulletin shall be available at website for information. There is no Counseling Fee for the participation in the counseling for All India 50% Quota MD/MS/Diploma seats.

How to pay Kindly purchase Composite Information Bulletin-cum-Examination Fee Voucher (PGET Vouchers) from the selected branches of Axis Bank. Refer to Annexure D of this information bulletin for list of branches of Axis Bank. The unique serial number on the Information Bulletin-cum-Examination Fee Voucher is available underneath the scratch panel and needs to be entered on the AIPGMEE website for the online registration and scheduling process.

Candidates remaining absent from the examination or ineligible will forfeit their examination fee. Candidates are advised to read the rule position carefully and satisfy the terms and conditions for fulfillment of eligibility criteria before proceeding for payment of fees. FEES SHALL NEITHER BE REFUNDED NOR CARRIED FORWARD IF THE APPLICATION FOR AIPGMEE IS REJECTED/CANDIDATURE IS FOUND TO BE INELIGIBLE OR CANDIDATE IS UNABLE TO APPEAR IN THE EXAMINATION.

Kindly note that the candidates shall be allocated to appear either in FORENOON session or in the AFTERNOON session i.e. the AIPGMEE comprises of ONE session/candidate only. 5.2 Syllabus: The syllabus for the test shall comprise of subjects/knowledge areas as per the Graduate Medical Education Regulations issued by Medical Council of India with prior approval of Government of India. Kindly refer to the MCI website www.mciindia.org for complete document. The syllabus of the above topics shall be as per the latest Graduate Medical Education Regulations notified by the Medical Council of India with prior approval of the Govt. of India. For Graduate Medical Education Regulations please refer www.mciindia.org; 5.3 5.4 The examination shall be a multiple choice questions test delivered using computer network. The test comprises of 300 Multiple Choices, single correct response questions in English language only. The weightage of MCQs in each specialty is indicative and purely provisional. NBE reserves its right to alter/vary/amend the same. 5.5 Negative marking: There shall be no negative marking.

SCHEDULE OF EXAMINATION, ADMIT CARD AND PRACTICE TEST


The examination shall be conducted from 25 November 6 December, 2013, th th st which is referred to as the testing window (with 26 , 29 November, 1 and th 4 December as non-testing days). Candidates have the option of choosing their examination centre, date and time through the online registration & scheduling system. Availability of test centre option is on availability basis and candidates will only be shown sessions that are available at the point of scheduling. Candidates may note that each candidate will be required to appear only once during the testing window, in the session allocated i.e. either Forenoon or Afternoon on the particular date. Candidates appearing or registering for more than one session shall be booked for use of unfair means and action shall be taken against them accordingly. REQUESTS FOR CHANGE OF CENTRE ARE NOT ENTERTAINED once the candidate schedules his/her examination. Candidates are advised not to canvass for the same. At the end of Registration and Scheduling process the applicant will get a computer generated acknowledgement and an admit card at the registered email id of the applicant. A print out of this admit card constitutes the ADMIT CARD-CUMCONFIRMATION SLIP. Candidate is required to affix a latest passport size photograph of the following specifications on this acknowledgement. Candidate is required to bring a print out of this acknowledgement to the Test centre along with an identification document as per para 6.6 below. Specifications for Photograph A photograph of minimum 35x45 mm with at least 75% coverage of face & head of the candidate. A caption indicating name of candidate and date of taking photograph should be there at the bottom of photo. Photograph should be taken in a white /very light colored background. The photograph needs to display full front view of the face. Please look directly into the camera with a neutral expression. Please avoid photograph with reflection or shadow on the face with red eyes. The photograph needs to be printed on a high quality paper with at least 600 dpi resolutions. The colours must possess the natural appearance and skin tone. The photograph must not have kinks, scratches and stains. Candidates MUST bring to the test centre the following documents:

Candidates reporting late or beyond the prescribed time shall not be allowed to appear in the test. A PRACTICE TEST to provide candidates with the feel and functionality of the actual test is available on AIPGMEE website www.nbe.gov.in/AIPGMEE. Candidates registered for AIPGMEE can undertake the practice test prior to the actual test window. Candidates are advised to go through the practice test carefully to familiarize themselves with the screens, layout and navigation.

REPORTING TIME FOR AIPGMEE Candidates may note that the reporting time refers to the time at which the candidate reaches the Reporting counter at the test centre. Candidate who fails to report to the reporting counter by the stipulated time as indicated above shall not be allowed to enter the examination premises that is Reporting counter and beyond. The candidate should arrive at the Reporting counter at least one hour before the commencement of test i.e. 9:00am for the morning session and 02.45pm for the afternoon session. This allows for security checks, identity verification, image capture, bio-metric capture etc. The reporting counter will close 30 minutes prior to the test start time. The candidate shall appear at the centre as shown on his/her Admit Card at his/her own cost. Candidates have the option of choosing their examination centre, date and time through the online registration & scheduling system. Availability of test centre option is on a first come first served basis, and candidates will only be shown sessions that are available at the point of scheduling. a. Test Centre Location: Exact address and location of the test centres is available at the online registration and scheduling application at AIPGMEE website. Location map of the test centers are also available at the website. Candidates are advised to familiarize themselves with the test centre locations and ensure that they report for the test as per scheduled time only. Maps and directions to each centre are available on AIPGMEE website www.nbe.gov.in/AIPGMEE. Candidates are required to plan their travel accordingly. b. Candidates are advised to familiarize themselves with the location of examination centre and plan travel time accordingly. Candidates have to reach the test centres on or before the reporting time. Candidates may note that late entry to the examination premises is not permitted under any circumstances. NBE shall not be responsible for any delayed arrival of the candidate in reaching the centre due to any reason.

c. All candidates at the centre shall be frisked by security guards and biometric information shall be captured. d. Identity checks will be made upon arrival at the test centre to ensure that there are no unauthorized candidates appearing for the exam. Candidates are required to cooperate with the security checks. e. Please note that only the registered candidates will be allowed at the examination centre. f. Friends or relatives accompanying the candidates will not be allowed entry in the examination centre under any circumstances and will not be allowed to contact the candidate while the examination process is ongoing.

REPORTING OF CANDIDATES TO THE CENTRE a. The candidates should arrive at the test centre at the reporting time mentioned in the admit card on the day of scheduled appointment. This will allow time for security checks, identity verification and checking in for examination. b. Candidates MUST bring to the test centre the following documents (i) Printed copy of your Admit card with photo attested by gazetted officer attached AND (ii) Photocopy of your Permanent and Provisional SMC/MCI registration*, to be retained by the test centre AND (iii) Any one of the authorized photo IDs**(must be original and non-expired) PAN Card Driving Licence Voter ID Passport Aadhaar Card

*Candidates who have obtained their Primary medical Qualification outside India and do not have SMC/MCI registration should bring their original screening test pass certificate issued on NBE letterhead. **The name on your photo identification must match with your name as shown on your Admit card. If your name has been changed due to events such as marriage, you must show the relevant document mentioned below at the time of test. Candidates without valid ID proof shall not be allowed to enter the examination premises. 7.4 SECURITY AT THE TEST CENTRE Candidates will not be allowed to take mobile phones, watches, food items, study material, lockets, bags, electronic gadgets or any other prohibited items inside the examination premises. To avoid any hardship candidates are advised not to bring such items along with them.

Finger prints of all the candidates will be captured and candidates are requested to cooperate with this essential activity to avoid any cases of impersonation. This is a security feature which will also ensure that only genuine and bonafide candidate appear for the exam and allowed to join an institute for training. 7.5 TEST DAY PROCEDURES a. After verification of ID and biometrics, candidates will be escorted to the designated computer terminal at the examination centre, a Test Centre Administrator (TCA) will check in the candidate. b. Candidates are required to keep their admit card and photo identification at all times during the conduct of examination. c. Pencils, eraser and rough paper will be distributed to each candidate. No need to bring stationary /writing material to exam centre. d. Candidates are required to listen to the TCAs instructions to begin the test. e. During the test, candidate may use the rough paper to do the rough work. f. Each workstation will be blocked on three sides front, left and right. Candidates are advised not to look around at other candidates as there will be surveillance cameras that record both audio and video.

g. Any suspicious or disruptive behavior on part of the candidate may lead to cancellation of candidature. h. For any issues during the test, candidate may raise his or her hand to notify TCA/Invigilator. i. j. In case of any disruption, rest assured that a registered candidate will get to test again within the testing/examination window. All rough paper must be returned to the TCA after the test. Any attempt to take the rough papers out of the test centre will be considered disruptive behavior and liable for disqualification.

RESERVATION POLICY FOR 50% ALL INDIA QUOTA


As per the directions of the Honble Supreme Court of India dated 31.1.2007 in Writ Petition (Civil) No(s) 138 of 2006 in the matter of Abhay Nath & ORS vs University of Delhi & ORS there is 15% reservation for SC candidates and 7.5% reservation for ST candidates, in 50% All India Quota for MD/MS/Diploma seats from academic year 2007-08 on the basis of 3200 point Reservation Roster. In pursuance of the Honble Supreme Court order dated 10.04.2008 and according to detailed instruction under Central Educational Institutions (Reservation in Admission) Act, 2006; issued by the Ministry of Human Resource Development vide their O.M. No. 1-1/2005-U.I.A/847 dated the 20th April, 2008, Ministry of Health & Family Welfare has introduced OBC reservation in the All India Post Graduate Counseling on the year 2008-09 on the basis of 200 point Reservation Roster for allotment of MD/MS/Diploma seats in phased manner in pro-rata basis in Central Medical Educational Institutions. The salient features of the instructions of the said orders are as follows: a. The candidates belonging to creamy layer are excluded from the benefit of reservation for the OBCs*. b. The benefit of reservation can be extended only to the OBCs included in the Central List*. c. The implementation of reservations for OBCs has to be without any change in the seats available for unreserved category. *The candidates who wish to claim reservation under OBC category under All India Quota seat are advised to ensure that the latest OBC Certificate issued by the competent authority fulfill the criteria mentioned above. If the OBC candidates have Rank in the Unreserved category and as well as in OBC category, they have the right to claim over UR or OBC seats at any of the said ranks as per their choice.

Selection and final admissions to these institutions shall be made by the Armed Forces Medical Services based on merit of the candidates who have applied online both to AIPGMEE and also to AFMS and the admissions shall be done as per Govt. of India - Ministry of Defence rules and regulations in conjunction with those applicable to the affiliating Universities. There is no provision of reservation of seats for SC/ST/OBC/PH in the Armed Forces institutions conducting Post Graduate courses.

ADMISSION TO MEDICAL SEATS OTHER THAN ALL INDIA 50% QUOTA SEATS IN VARIOUS STATES
National Board of Examinations had conducted NEET PG 2013 and several States/ Institutions have utilized the merit list of NEET PG for filling the Medical Post Graduate seats in their States. AIPGMEE 2014 shall be the single largest PG entrance test to be conducted on All India Basis. The NEET PG has been quashed vide Honble Supreme Court judgment dated 18th July 2013 in writ petition No. T.C (C) No.98 of 2012 and related matters. AIPGMEE 2014 shall be conducted by NBE for filling of the All India 50% quota of MD/MS/Post Diploma seats and other states/universities/medical institutions may use the results of AIPGMEE 2014 at their discretion for admission to seats under their control. The concerned States universities/institutions that have decided to use the results of AIPGMEE 2014 are advised to widely publicize that they shall be utilizing the result of AIPGMEE 2014 to fill the Medical Post Graduate seats under their control and no separate competitive examination will be conducted by them for Admission to Academic year 2014-15. The State Authorities namely the Director of Medical Education of the State/ Principal Secretary of Medical Education/ Vice-Chancellor/ Principal/ Superintendent of Institute or any other competent authority may approach the Ministry of Health & Family Welfare, Govt of India/ for obtaining result and data of the candidates for AIPGMEE 2014 from National Board of Examinations. NBE shall providing only the data of candidates and their results without applying the reservation prevalent in these particular states. The merit list / category wise lists for the State/University concerned shall be generated by the State itself as per their qualifying criteria, applicable guidelines and state reservation policies. At the time of publication of this bulletin following States/Universities have confirmed to NBE that they shall not be conducting their own entrance examination and shall make use of AIPGMEE 2014 for admission to MD/MS/PG diploma courese under their control a). DOCUMENTARY REQUIREMENTS FOR ALL INDIA 50% QUOTA AT THE TIME OF ADMISSION
The counseling in respect of All India 50% quota shall be conducted by Medical Counseling Committee, Government of India (www.mcc.nic.in)

The following documents in original will be required at the time of admission to the allotted college: Admit Card-cum-Confirmation Slip issued by NBE. Rank letter issued by NBE. Mark Sheets of MBBS 1st, 2nd and 3rd Professional Examinations. MBBS Degree Certificate. Internship Completion Certificate/Certificate from the Head of Institution or College that the candidate will be completing the Internship by 31st March, 2014. Permanent/Provisional Registration Certificate issued by MCI OR State Medical Council. High School/Higher Secondary Certificate/Birth Certificate in proof of date of birth. The Candidate should also bring the following certificate, if applicable : SC/ST Certificate issued by the competent authority and should be in English or Hindi in language. Sub caste should be clearly mentioned in the certificate. OBC certificate issued by the competent authority. The sub-caste should tally with the Central List of OBC. The OBC candidates should not belong to Creamy Layer. The OBC certificate must be in the format as mentioned in ANNEXURE - 3. Orthopedic Physical Disability Certificate issued from a duly constituted and authorized Medical Boards. The candidates are advised to obtain prescribed certificate before the commencement of counseling/admission. Copy of the prescribed certificate is also enclosed at Annexure 4. PH certificate issued by any other Authorities/Hospital will NOT be entertained. 10.2 Candidates are advised to fill their category/sub-category carefully at the time of Online registration. Candidates are advised to carefully go through the registration guide available on the website before starting to the online registration. Candidate may note that there is no option for submitting the form other than the online mode, offline applications or printed copies cannot be accepted. Candidates are advised to go through the instructions given and overview of the application before proceeding to fill up the online application. Online Applications for admission to the examination should be completed by the prescribed cutoff date (see Important Dates on cover page). You will be able to print the acknowledgment of submission of online application on successful completion of online registration and scheduling. All fields marked * are mandatory. An acknowledgement shall also be sent by email to the registrant candidate.

Non Disclosure Agreement The AIPGMEE is a proprietary examination and is conducted by National Board of Examinations. The contents of this test are confidential, proprietary and are owned by National Board of Examinations. NBE explicitly prohibits the candidate from publishing, reproducing or transmitting any or some contents of this test, in whole or in part, in any form or by any means verbal or written, electronic or mechanical or for any purpose. By registering for and /or appearing in AIPGMEE the candidate explicitly agrees to the above Non Disclosure Agreement and general terms of use for AIPGMEE as contained in this Information Bulletin, AIPGMEE website. Violation of any act or breach of the same shall be liable for penal action and cancellation of the candidature at the bare threshold.

Disclaimer The decision of NBE shall be final and binding for declaration of any person /candidate guilty of foregoing or such offence as shall be classified as UMC.

UNFAIR MEANS
Unfair means NBE reserves its absolute rights to take panel action under applicable civil/criminal procedure/guideline or any other action deemed appropriate against candidates found using unfair means. Unfair means includes: (i) Obtaining or attempting support for his candidature by the following means, namely:a) offering illegal gratification to ; or b) applying pressure on; or c) blackmailing, or threatening to blackmail any person connected with the conduct of the examination; or (ii) (iii) (iv) (v) (vi) impersonation; or procuring impersonation by any person; or submitting fabricated documents or documents which have been tampered with; or making statements which are incorrect or false or suppressing material information; or resorting to the following means in connection with his candidature for the examination, namely :a) obtaining copy of question paper in part or total through improper means; b) finding out the particulars of the persons connected with secret work relating to the examination; c) influencing the examiners; or influencing staff /officers deployed for exams; or (vii) using unfair means during the examination; or (viii) writing obscene matter or drawing obscene sketches; or (ix) (x) (xi) misbehaving at test centre, provoking fellow examinees to boycott examination, creating a disorderly scene and the like; or harassing or doing bodily harm to the staff deployed by the NBE or its designated agency for the conduct of their examination; or being in possession of or using any mobile phone, pager or any electronic equipment or device or any other equipment capable of being used as a communication device during the examination; or

(xii) violating any of the instructions issued to candidates along with their admission certificates permitting them to take the examination; or (xiii) attempting to commit or, as the case may be, abetting the NBE of all or any of the acts specified in the foregoing clauses;

the candidate by indulging in NBE, may in addition to rendering himself liable to criminal prosecution, be liable:a. to be disqualified by the NBE from the Examination for which he is a candidate; and/or b. to be debarred either permanently or for a specified period: by the NBE, form any examination or selection held by them; by the Central /State Government from any employment under them; and if he is already in service under Government to disciplinary action under the appropriate rules.

RESULTS
QUALIFYING CRITERIA Minimum qualifying score in each category is as follows: a. General Category b. SC/ST/OBC c. Persons with Disability - 50% score - 40% score - 45% score

However, the result of the successful candidate will be proportionate to the number of seats available as per para 14.3. If the reserved category (SC/ST/OBC/PH) candidate have Rank in the Unreserved category and as well as in their category, they have the right to claim over UR or their category seats at any of the said ranks as per their choice. 14.2 VALIDITY OF AIPGMEE RESULT The validity of the result of the AIPGMEE shall be only for the current admission session i.e. 2014 admission session for MD/MS/PG Diploma courses and cannot be carried forward for the next session of admissions for MD/MS/PG Diploma. Kindly note that the schedule of admissions for MD/MS/PG Diploma courses is governed by Post Graduate Medical Education Regulations issued by Medical Council of India with prior approval of Central Government and the Judgments of Honble Supreme Court of India. 14.3 DECLARATION OF RESULT a) For All India 50% Quota: As per the directions of the Honble Supreme Court, a total of five times of number of seats available for allotment or all qualified candidates, whichever is less, will be given chance to participate in online counseling (allotment process) for All India 50% quota. The result of only those candidates who will be eligible to participate in the All India PG counseling 2014 shall be declared under the All India 50% Quota list. (b) Other Institutes/ State Universities/AFMS Institutes. The result in respect of AFMS / Other Institutes/ State Universities shall be declared in respect of all applicant candidates on the AIPGMEE 2014 website separately. (c) Generation of State/ University/ merit list / eligibility list. The result and candidate data of AFMS Institutes/ Any State/UT/University/ may be procured from the NBE by the concerned State Authority for generating their merit list/ eligibility list / category wise result as per their requirement/reservation policy. (d) The results for AIPGMEE is likely to be declared by 31st January 2014. The mark sheet- cum-result certificate for the AIPGMEE 2014 examination All India 50% Quota can be downloaded from the website www.nbe.gov.in/AIPGMEE after the declaration of result. (e) There is no provision for rechecking/re-evaluation/re-totaling of the answer sheets and no query in this regard will be entertained.

The data of AFMS Institutes/ Any State/UT/University/College/Institution may be procured from the NBE for generating their merit list/result as per their requirement/reservation policy by the respective authority. The results for AIPGMEE is likely to be declared by 31st January 2014. The mark sheet-cum-result certificate for the AIPGMEE 2014 examination All India 50% Quota can be downloaded from the website www.nbe.gov.in/AIPGMEE after the declaration of result. There is no provision for rechecking/re-evaluation/re-totaling of the answer sheets and no query in this regard will be entertained. 14.3.1 MERIT LIST (For All India 50% Quota) a. The merit list of each category will consist of a total of five times of number of seats available for allotment or all qualified candidates, whichever is less, will be given chance to participate in online counseling (allotment process). Candidates securing less than 50% marks (40% in case of SC/ST/OBC and 45% in case of PH candidates) in the Entrance Examination will not be considered for admission and their names will not be included in the merit list. If a reserved candidate qualifies for General category as per the merit list, will be counted as General candidate. In pursuance of the Honble Supreme Court order dated 10.04.2008 and according to detailed instructions of the Ministry of Human Resource Development vide their O.M. No. 1-1/2005-UI A/847 dated 20th April, 2008 Ministry of Health & FW has decided to implement OBC reservation in All India Quota in phased manner on the pro-rata basis in respect of seats being contributed to the All India Quota by the Central Education Institutions only from the academic year 2009. To maintain the exact percentage of OBC seat, some of the Institutes decrease or increases OBC seats in the alternate year without disturbing the total number of seats There is 3% horizontal reservation for Physically Challenged persons also (only for locomotory disabilities of lower limbs between 50% to 70% provided that in case any seat in this 3% quota remains unfilled on account of unavailability of candidates with locomotory disability of lower limbs between 50% to 70 % then any such unfilled seat in this 3% quota shall be filled up by persons with locomotory disability of lower limbs between 40% to 50% before they are included in the seats of respective category) in 50% All India PG Quota seats. EQUATING AND SCALING The question paper of AIPGMEE comprises of 300 multiple choice questions each with four options and only one correct response. Multiple question papers are used for AIPGMEE for different sessions and days. A standard psychometrically-sound approach is employed for the scoring process of AIPGMEE. This approach has been applied to score all large scale Computer Based Examination utilizing multiple question papers. While all papers (forms) are carefully assembled to ensure that the content is comparable, the difficulty of each form may be perceived by different subjects undertaking the test to slightly vary. Such minor differences in the overall difficulty level are accurately measured after all the different question papers (forms) have been administered and the results analyzed. A post-equating process is necessary to ensure validity and fairness. Equating is a psychometric process to adjust differences in difficulty so that performance from different test papers (forms) are comparable on a common metric and therefore fair to candidates testing across multiple papers (forms). During post-equating, test items are concurrently analyzed and the estimated item parameters (item difficulty and discrimination) are put onto a common metric. Item Response Theory (IRT), a psychometrically supported statistical model, is utilized in this process. The result is a score that takes into account the performance of the candidate along with the difficulty of the form administered. In order to ensure appropriate interpretation of performance, the scores must be placed on a common scale or metric. A linear transformation is used for this scaling process, which is a standard practice for such test administration. Post equating takes into account any statistical differences in examination difficulty and ensures all candidates are evaluated on a common scale. The aforesaid steps ensure that all examination scores are valid, equitable and fair. Merit List shall be prepared on the basis of scores obtained by the candidates. There is no provision for re-checking /re-totaling /re-evaluation of the question paper, answers, score and no query in this regard will be entertained.

Format of AIPGMEE Is there a new testing format for AIPGMEE? Yes, starting from the November 2013 administration, the All India Post Graduate Medical Entrance Examination has changed from a paper and pencil test to a computer-based test (CBT). This is not an Internet-based test, i.e. a candidate does not take the test over the Internet. Instead of reading the questions from a paper booklet and darkening the ovals in an answer sheet, a candidate will now read the questions on a computer screen and choose an answer by using a mouse to click on the appropriate option.

How is the computer-based format different from the paper and pencil format? The only difference is in the way the questions are presented, and how responses are recorded.

What does a computer-based test look like? A Practice Test will be made available on the AIPGMEE website www.nbe.gov.in/AIPGMEE to provide candidates with the look and feel, as well as functionality of the actual test.

Can I take the test from any computer? No, a candidate will have to test on a pre-assigned workstation, in the testing venue chosen by him/her during the time of registration and scheduling. Test Duration & Pattern

What is the duration of the test? The test duration is 3 hours and 30 Minutes and will be conducted in a single section. There will also be an additional 15-minute tutorial prior to the start of the test. Candidates will also need to accept a non-disclosure agreement (NDA) before beginning the test.

How many questions will there be? There will be a total of 300 questions. Can I move back and forth between the questions? Yes, candidates will have the option to navigate between the questions via the Review Screen. A 15-minute tutorial will also be available prior to the start of the actual test.

para-clinical and clinical. Approximate weight age will be given to each subject as indicated in the bulletin. 6. What is the 15-minute tutorial? The tutorial provides a series of screens that will orient you to the computer based AIPGMEE. This will give you an opportunity to try the various features, including how to navigate between questions, review them, select, de-select, change and mark responses etc. The tutorial has a total duration of 15 minutes and candidates are advised to go through it entirely before starting the actual test. At the end of the tutorial, candidates will be asked to accept a non-disclosure agreement (NDA) before beginning the test. For a similar preview, candidates can take a tour of the Practice Test which will be available on AIPGMEE website at www.nbe.gov.in/AIPGMEE 7. What is the Practice Test? The Practice Test is a sample computer-based test that is intended to familiarise candidates with the navigation and functionality of the AIPGMEE. It includes a tutorial on using the various features of the test like moving between screens, selecting, de-selecting, marking and reviewing responses etc., as well as some sample questions which will allow candidates to try out these features. Admit Cards and photo IDs of the candidates will be checked, and digital images and fingerprints will be captured at the test centre. 15. If I have made any mistake(s) while registering for AIPGMEE, can I make changes later to rectify? If you make mistakes while entering your application data, you may log back in to the AIPGMEE registration and scheduling website via www.nbe.gov.in/AIPGMEE and select Edit Profile to make changes to your personal details such as address or Edit Application to make changes to your application data such as educational information. For security reasons, editing of candidates full name and username will not be allowed. Candidates will need to produce their Admit Card and one valid and original ID for verification upon arrival at the test centre. Only registered candidates will be allowed into the test centre. Candidates will be frisked before entering the testing room to ensure they are not carrying any prohibited items. A digital photo and fingerprint of all candidates will also be captured electronically as part of the check-in process.

Will there be any breaks during the test? No, there will be no scheduled breaks during the test but candidates are allowed to go to the restroom by raising their hand to inform the test centre administrator. Note that the on-screen timer will continue running during restroom breaks.

What will I be provided with during the test? At the test centre, each candidate will be seated at a desk with a computer terminal and he/she will be provided with pencils, eraser and rough/scratch paper. Rough work cannot be done on any other paper/sheet, as no other material will be allowed inside the testing room. On completion of the test, candidates will have to hand all the scratch paper and stationery back to the test centre administrator.

How do I know when the test time has ended? There will be an on-screen timer on the top right corner of your screen which will count down from 3 hours and 30 minutes. Candidates are advised to check this timer regularly and allocate their time carefully. A pop-up window will appear before the test ends to alert candidates.

Will I be able to leave early if I finish the test before the allocated test time has ended? No, candidates will not be allowed to leave until the entire duration of the test is up with the exception of genuine medical conditions. Scoring & Results

How will I know if Ive been successful in the AIPGMEE? Candidates who obtain a minimum score as per category below shall be declared as Qualified in AIPGMEE and issued a PASS /QUALIFYING Certificate. a. General Category 50% score b. SC/ST/OBC 40% score c. Persons with Disability 45% score Successful candidates will be given a merit position (rank) based on their scores obtained in the AIPGMEE. They will then be asked, in order of their merit position, to participate in the centralised counseling to exercise their choice of specialty and institution. Ans: In case candidate is allotted seat during the second round of allotment process (choice is up-graded), the seat allotted during the first round will be automatically cancelled immediately (and allotted to somebody else) and candidate will have to

If candidate does not join the college/seat allotted during the second round, with in stipulated time, as per schedule, from the date of allotment candidate will forfeit his/her allotted seat and will not be considered for subsequent rounds of seat allotment. Seat can also be up-graded in the same college by change of category (i.e. ST/SC/OBC to UR) in such a case the candidate has to take fresh admission on the upgraded seat. Q.No. 24 While joining college allotted through first round if I dont want upgradation of choice, but want to keep option to fill choice before third round for newly added/vacant PG seat, is it possible? Ans: Yes. For this candidate is required to exercise the option at the time of joining the institution/college.

Q.No. 25 If I give option to participate in third round at the time of joining college from first / second round allotment, but later change my decision and want to continue study at already allotted Medical College, what is the procedure to avoid change (cancellation) of already allotted college/seat? Ans: If a candidate does not submit choice during the choice submission period before the third round of counseling, such a candidate will retain the already allotted seat.

Q.No. 26 If I forget my password that I have created during the process of registration, how to retrieve it. Ans: To retrieve the forgotten password, system facilitates the following process: The candidate is required to enter the information that he/she filled at the time of registration and then security question & answer thereon to be entered as given during New Candidate registration process. The above data submitted by candidate will be validated with the registered candidates database. If the above entries match, then only the candidate would be permitted to enter new password to proceed further. IMPORTANT Candidates are advised to remember the password and also retain their application form and admit cards printout ready till completion of admission process. It is not possible for MCC/NIC to retrieve such password. Q.No. 27 In case I have Birth Certificate / Caste Certificate/ other certificate(s) in regional language, will it be acceptable at the time of reporting? Ans: Certificates issued by the competent authority should be in English or Hindi language. Please remember that some of the states insist for certificate in English language only. Candidates are advised to carry Certified Copy of English version of the original certificate, in case certificate issued is in other than English language along with original certificate.

Q.No. 30 What about condition of Stipend / fee structure / course duration / bond amount / rendering of service in rural / tribal area/ other conditionalities. Ans: Stipend /fee structure/ course duration / bond amount / rendering of service in rural / tribal area/ other conditions etc. may vary from State to State and Institute to Institute. Some seats may be approved/ permitted but not yet recognised by MCI. The allotment made through online allotment process will be firm and final as per Hon'ble Supreme Court's guidelines. Therefore, the candidates should well examine these points before opting for a seat at a medical college. The Medical Counseling Committee (MCC) shall neither be responsible nor shall entertain any case on above grounds, if any. The information received from various participating Medical Colleges will be made available on Ministry of Health & Family Welfare website (under the Medical Counseling -Post-graduate Counseling 2014 - Information about college, fee, bond information etc.) before commencement of 50% All India PG Counseling 2014 . Candidates are also advised to visit the website of college/ institution to check the information. In case they require any additional information, they can contact the college / institution on telephone.

Q.No. 31 How to use registration and Choice filling form on website? Ans: Candidates will have to log on to website www.mcc.nic.in to get registered (Registration facility will open on due date as per the Counseling schedule) and then fill in choices. It is advised that after going through the seat matrix, a tentative list may be prepared first as per your preference of subjects and colleges, before attempting to fill choices on-line.

Q.No. 32 What is indicative seat allotment (mock counseling result)? Ans: Indicative seat allotment is the seat available for allotment to candidate at the time of processing of data by computer from choices submitted by the particular candidate. The indicative seat is to facilitate candidates to change, add or delete choices. The indicative seat allotted shown on these dates does not guarantee that the same seat will be allotted finally (during first round in present case).

Q.No. 33 Difficulty in login, what may be the problem(s)? Ans: Please read User manual for the candidates. Follow the instructions about use of browser (Internet Explorer-6 or above), use of same spellings, same format of date (Use digits for day, month and year with-in between) as in application form submitted to NBE New Delhi. The internet connection should be uninterrupted. If internet connection interruption takes place, the IP address which is being monitored will change and session expired message will be displayed. Please try to login from other computer from which other candidate(s) has logged in successfully, if possible.

Q.No. 35 When I try to login for choice filling/ submission, It say wrong roll number/ password, what may be problem(s)? Ans: This can happen if Roll Number/Testing ID typed is incorrect or password typed is incorrect. Password is case sensitive, therefore use password which was created by user exactly same as typed while creating. In case password is forgotten, try to generate new password by using security question and its answer.

Q.No. 36 What are the guidelines for fresh choice filling before third round of online allotment process? Ans: Please remember that if any seat is allotted from the choice filled in by the candidate for 3rd Round of counseling the seat allotted during 1st / 2nd round will be automatically cancelled. Therefore, the candidates are advised to fill in choice carefully for seats which are of higher preference than the earlier allotted seat. Candidates are not required to give the already allotted seat in their choices. Yes, you can modify, add or delete your choices during this period, before you lock your choices. Q.No. 42 In case I get an upgraded seat but in the same college, because of change of category, (e.g. from SC / ST / OBC to UR category) do I have to take admission on the allotted seat again? Ans: Yes, you have to get a relieving letter generated on-line for the earlier seat and then get an admission letter again generated on-line for the upgraded category seat from the concerned institution; otherwise your seat would be cancelled and allotted to another candidate or surrendered to state quota. You may refer the MCI website or mohfw.nic.in website for this. Virtual vacancies/anticipated vacancies are those seats which are presently occupied by the candidates who have given option for the third round. They will only be available in case that candidate is upgraded to another seat in third round. Once the virtual/ tentative vacancies are actually vacated these seats would again be distributed as per the rank of the candidates. These seats would also include any seat which is likely to be converted to other category as per the policy of conversion.
