inordertosavecostshascontributedtoadramaticinfrastructuredeficitin
Canada.Asthepopulationgrows,federal,provincialandlocalgovernmentsare
findingitdifficulttoallocatesufficientamountsofcapitalinordertomeetthe
infrastructureneeds.ReducingCanada'sinfrastructuregapwouldrequirethe
federalgovernmenttoincreaseitscurrentlevelofannualspendingbysixto10
times.Moreover,localgovernmentsfacea$60billionannualinfrastructure
deficitwhichisgrowingatarateof$2billionayearwhileinvestmentneeds
forcityroadsandbridgesareprojectedat$66billionoverthenext10years.
Governmentscannarrowtheinfrastructuregapwiththerightapproach
"Ottawaandtheprovincesrecognizethestateofthecurrentinfrastructure
problem,"saysSaadRafi,formernationalleaderofDeloitte'sInfrastructure
AdvisoryandProjectFinanceandcurrentDeputyMinisterofEnergyand
InfrastructureforOntario.
"Butthegapwillseriouslywidenifactionisnottakensoon."Thisgapimpacts
government'sabilitytodevelop,improveandmaintainkeysectorsthroughoutthe
country.Onewaytonarrowthisshortfallistoworkwiththeprivatesectorto
finance,design,build,maintainandoperateinfrastructureprojectsthroughpublic
privatepartnerships(PPPs)andotherformsofalternativeservicedelivery.

developinginwastemanagement,hospitals,energy,educationfacilitiesand

Benefitsofadoptingpublicprivatepartnershipmodels
Publicprivatepartnershipsareakeytooltohelpfinanceinfrastructureprojects,
andtheyallowgovernmentstofocusontheircorebusinessofoutcomesand
results.PPPmodelsprovidesomeimportanteconomicandcivicadvantages:
Theprivatesectorhasanestablishedtrackrecordofontimeandonbudget
deliveryanddisciplinedprojectmanagement
Infrastructureprojectsareoftencompletedfasterthan"payasyougo"
financing,asinvestmentcostsarespreadoverthelifetimeoftheasset
Constructionandmaintenancerisksaretransferredtotheprivatesector
Performancemeasurescanbebuiltintothecontracttoencouragestrong
