The Chief Administrative Officer (CAO) needs to use the Arithmetic Mean ( = X/ N) to
identify is his group is performing well. For example, his team composes of 9 members and the CAO
wants to evaluate their performance according to criteria through this table:

Graph 1 shows that there is a decrease of salary tax payment of an employee, single
and without qualified dependent, who earns P480,000.00 annually from the period January 1,
2000 up to present. The employees withholding tax per year was P113,000.00 from Jan 1,
2000 to July 5, 2008. It decreased by P4,500.00 from the period July 6, 2008 to December 31,
2008. And from January 1, 2009 up to the present, his salary tax payment continued to
decline by another P4,500.00.
The salary tax payment from the three periods performed a continued decrease and
may actually advantageous to the employee but not beneficial to the government.
