LEARNING TASK 1
What does educational planning mean?
Educational Planning, simply put, is a detailed scheme/programme or method which is
specifically mapped or worked out beforehand for the purpose of achieving a set of objectives and the
directives of the organization.
Furthermore, Educational Planning deals with the future of the Educational System, whether on
a national or local scale, it initializes and inspires action and further identifies who is to implement the
future action.
It Involves the processes and the actions to be adapted and taken, entailing the pinpointing/detection, assessment/analysis of problem areas or needs that need to be solved and/or met,
and the ultimate research for solutions that shall eventually be applied to the acquisition of proper tools
and schematic designs to adhere to the needs of said problem areas. It further allows the planner to
devise and come up with a set of decisions about educational enterprise in such a way that goals and
purpose of education will be sufficiently realized with available resources.
How important is educational planning?
The importance of Educational Planning is evident with its capacity to be a proponent for
change: recognizing it, manipulating it, engineering it, and making set goals, objectives, and directives
pan out and successfully take place.
Planning is critical to educators and educational administration because changes, problems, and
solutions must be anticipated, and these factors will likely and eventually affect any organization. Sharp,
sound and the right choices about future directions of the organization, should be set out in plans and
carefully managed for the deployment of resources to attain all defined goals and objectives.
In your opinion, what other area/s in our education system that need/s planning? Explain.
In the Philippine Setting, perhaps the area which needs extensive planning would be training of
instructors and administrators in the correct protocols and measures to be undertaken in the
preparation for all accreditation levels for the PACU-COA.
In any localized setting, not all instructors and faculty grasp the importance of proper planning
and preparation for accreditation visits and evaluation. Proper training of staff in this area shall enhance
and further the chances of their organization to achieve levels of accreditation.
In the country, there is a serious lack of teachers and educators who have the appropriate
knowledge and set of skills to teach the subjects they are assigned to handle. The government should be
made more aware of this perennial problem which arises not only in the public, but also in the public
sectors of education.
More cost-effective, efficient yet intensive faculty needs and skills evaluation and training
programs should be seriously considered as a remedy to such problematic issues. This problem arises
most pointedly in communication arts subjects where the English grammar proficiencies of students
have been needlessly suffering over the years.
The government should come up with a synthetic approach in educational planning in order to
effectively address this issue and ensure that proper follow-ups and evaluations are undertaken in
making sure that needs, demands, goals, and objectives of the educational plans are properly met and
achieved, so that the educational plan may also be used in other areas of educational management
which have similar problems.
Educational Planning has found a special niche in enterprise/academic management because it
addresses the following issues and needs:
A. Provides adequate educational resources to bare areas which need replenishment/beefing up.
B. Forecasts and applies solutions to problems brought on by the rising growth in population
C. It aids investment decisions and entrepreneurial strategies
D. Provides tools to avoid wastage and misuse of available resources
E. Harmonizes the demands of the interest group with that of the societys.

As the Program Coordinator of FEATI Universitys Mass Communication Department, I have conducted
through student interviews and meetings with the Dean and the Arts and Sciences Head, the following
areas which have indicated a huge need for improvement on policies or further strengthening of
directives/initiatives or the need for the establishing of a governing student organization.
These are the specific problem areas which have been evaluated as needing the most
improvement/planning:

These insufficiencies on how the department has been recently run are interpreted as stemming from a
lack of manpower in the faculty and weak student motivation stemming from lack of incentives.

In order for the primary goals of the FEATI Mass Communication Department to be achieved which are
is to establish for itself a name in the field of Media Studies as a competitive and innovative institution
by incorporating into its philosophy, mission, and vision, key international standards of operative and
ethical values that are espoused and practiced by world-renowned and recognized companies such as
the BBC and CNN the SYNTHETIC APPROACH needs to be utilized.
For the goals and objectives to be achieved, the SYNTHETIC APPROACH is the best method to apply as
the department is run by only one individual and will ultimately benefit from all approaches that the
synthetic approach has compressed:

Based on the foundation of Educational Planning, as an educational planner give one problem that
you encounter and a solution.
As an educational Planner, it is important to understand that developing ones personal and professional
insight into a variety of creative and innovative possible solutions and funneling them into feasible plans
and programmes are among the very first steps that one must take to effectively and efficiently
complete the Educational Planning processes. Furthermore, foresight should also be developed in order
to predict or arrive at an educated assumption which possible problems or weak areas may crop up
during the course of the implementation of the educational plan.
A lack of foresight and insight may be seen as a huge problem in the course of educational planning
design, and one which may be addressed through conducting of research into the field which is the
focus of the educational plan. Pooling in all available resources for research and being able to
successfully analyze/evaluate the results shall further aide in the strengthening of the educational plan
Additionally, several educational institutions (schools and other learning institutions) have staff or
teachers that are not well-versed with the nuances of educational planning and how important it is to
the advancement of a certain organizations goals and directives. This problem may be addressed
through educating these colleagues on the aspects of Educational Planning through involving them in
seminars or echo seminars, and allowing them to conduct their own research on the problem areas that
they feel would benefit the most from Educational Planning.
An entire institution may not be able to benefit from a holistic approach to Educational Planning, and
one measure which should be considered to adhere to this problem should be the setting up of a
specific organization or committee which will be responsible for monitoring and guiding all departments
and ultimately, facilitate in the consolidation and conglomeration of all Educational Plans such an
action will be able to benefit the entire institution as a whole, as it will ensure that all educational plans
which shall be composed and enacted will adhere to the philosophy, mission, and vision of the
institution as one whole entity.
Other areas that the latter proposed solution will also benefit are problem areas which root from
inconsistencies and inefficiencies caused by miscommunication and lack of protocol or standard
operating procedures. Through the proposed solution of establishing a committee specifically for
educational planning, all communications shall be funneled through and be put into proper formats and
SOPS as advised or approved by said committee. A teacher or administrator who has complete grasp on
the important elements within the stages of sound educational planning should be appointed as the
committee head, and the members should be comprised of at least one employee from the different
departments within the entire institution. Through this arrangement, it would be easier to trickle down
information on the various programmes or projects that the educational planning committee are eyeing
as solutions to problem areas in each department.

Compare the different levels of Educational Planning with the different levels of our Educational
System
The multi-faceted levels of Educational planning stresses on the systemic and systematic ways of
designing educational plans for any given learning institution and the society in general to which it
belongs to. It also further emphasizes the critical functions of defining primary issues first as an entry
point to any planning process which is explained in a procedural manner.
The three levels of Educational Planning are comprised of the National Level, the Provincial Level, and
the Municipal Level.
For the National Level, The National Economic and Development Authority (NEDA) has been organized
and set up by the Philippine Constitution to take over the central role of coordinating planning at the
summative level and to implement the directives, objectives, and full accountability and responsibility
for overall implementation of its programmes. The NEDA is charged with the carrying out planning
programmes and goals and overseeing government development programs. It also further serves to
coordinate development policies and monitor project activities on a national scale.
For the Provincial Level of Educational Planning, the goevernment has established The Provincial
Development Council. This council is responsible for the development of the province, chaired by the
Provincial Governor. The members are the Provincial Superintendent of schools and the heads of the
other government agencies/sectors in the province.
And finally, for the Municipal level, the country has The Municipal Development Council has been and is
chaired by the Municipal Mayor, this council is responsible for the development of the town. The
members are the District Supervisor, the MLGCD Municipal Development Officers and the local heads of
the other sectors.

DEFINE VISION AND MISSION
A Vision is an aspirational description and discussion of what an organization/institution would like
to achieve or accomplish in the mid-term or in its long-term future. It is provided to serve as a clear
guiding principle for choosing current and future courses of action for the growth and stability of the
organization.
A vision is your schools primary goal.
Mission provides a general, consolidated overview of the steps that the organization plans to undertake
to achieve the organizations visions.
PERSONAL MISSION AND VISION STATEMENT
I, as Program Coordinator, shall provide the students and faculty of the Mass Communication
department of FEATI University with opportunities to enhance their skills as Mass Comm practitioners
by setting up programs and directives that are aligned to instill within them the GREAT FEATI
EXPERIENCE - and this shall be achieved through the design and implementation of projects that are
incorporated with international production values and standards which will set FEATIs Mass Comm
department apart from those of other educational institutions in the country.
The Mass Communication department of FEATI University, through my personal and professional
affiliations with local and international media, shall be provided with avenues to expand their networks
through the exposure of its students through real-life broadcasting, journalism, and public relations
events and activities.
My Vision and Mission, anchored on the Educational Philosophy of Existentialism sees me as experience
life itself and everything it has to offer in order to broaden my perspectives both as an instructor of arts,
languages, and communication. Such experiences in several professions as being a disc jockey, a singer,
and now a professional writer have all but helped me realize that learning simply does not stop within
the parameters of what is prescribed within the book.
My vision also is bordered on the realization that a teacher should not only be able to share and
facilitate learning, but also firmly understand and believe that students will eventually learn more when
they find the significance of their studies in their own lives and their own personal endeavors and
motivations. Through my understanding of the world around me as my other profession, my mission is
to further live the life of other cultures and nations through learning and the multimedia arts and
further sharing theses learnings to my students.
What may be seen by outsiders as frivolous activities on my part - the variety of careers that i have
chosen from being a radio DJ, to being a model in Malaysia, to being a singer, and now a writer - for me
are but small pieces of the huge puzzle that eventually make up my entire psyche, beliefs, ethics and
values as a teacher. Through these experiences I fully understand that helping students cultivate their
talents and their passions for the things they love to do and helping them find ways to insightfully find
significance between our lessons and their personal lives, their learning will be far more fruitful and will
leave a more lasting impression on them and hopefully, will be carried through to their future
professional lives

ORIENTATION
Upon the Program Coordinators appointment to the position, the Human Resources Department, the
Head of the Arts and Languages Department, and the Dean of the College of Arts and Sciences and
Education provided the Mass Communication Program Coordinator with the list of requirements to
complete his 201 Employee File, an extensive history of FEATI University and a brief background and
current status report on the Mass Communication department, and further oriented him on his Duties
and Responsibilities as Program Coordinator and FEATI Faculty, respectively.
GOAL SETTING
The primary goals of the FEATI Mass Communication Department is to establish for itself a name in the
field of Media Studies as a competitive and innovative institution by incorporating into its philosophy,
mission, and vision, key international standards of operative and ethical values that are espoused and
practiced by world-renowned and recognized companies such as the BBC and CNN.
ANALYSIS/INTERPRETATION
Upon the Program Coordinators inspection and analysis of the current state of FEATIs Mass
Communication Department conducted through student interviews and meetings with the Dean and the
Arts and Sciences Head, the following areas indicated either a huge need for improvement on policies or
further strengthening of directives/initiatives or the need for the establishing of a governing student
organization.

FEEDBACK
Upon presenting the analysis and interpretation of the areas of concern in the Mass Communication
Department during departmental meetings with the Head of Arts and Languages and the Dean of the
College of Arts and Sciences and Education, it was agreed upon instantaneously that these needs should
be addressed immediately in a systematic and efficient manner.
Upon further discussion, the authorities had conferred upon the Mass Communication Program
Coordinator complete creative control over how best to innovatively invigorate the operating principles
and systems and specific goals and directives of the Mass Communication Department.
ACTION PLANNING
To initially address the problems that were presented to the College of Arts and Sciences, a set/list of
programs and initiatives was drafted, finalized, and submitted for approval, after which detailed action
plans were prepared and incorporated into the Mass Communication Departments Calendar of
Activities.

IMPLEMENTATION
All activities indicated and mapped out within the presented Action Plans that are incorporated into the
Calendar of Activities will be implemented in accordance to all the areas and details within the Action
Plan.
MONITORING/MEASURE
A schedule of check-ups and follow-up activities to ensure the on-going directives of the department are
implemented will be conducted. Data gathering on the effectiveness of the said programs discussed and
presented in the Action Plans will be conducted through interviews and surveys.
EVALUATION
All results from the implemented Action Plans within the specified Academic Year shall be gathered,
collated, and analyzed for effectiveness and efficiency. Data gathered from the Monitoring/Measure
stage of the cycle shall also be evaluated and analyzed to determine which areas of the program need
improvement or should be more concentrated on as the more/most effective and beneficial area of said
program. Results of the evaluation stage shall be implemented as changes in the Action Plans which will
then perhaps undergo changes to adapt to other areas in the department that need development.
LEARNING TASK 7
Which among the 3 concepts of Quality Planning do you think is most relevant to the Philippine Setting?
Given that planning or in this case, Educational Planning - is primarily concerned with the shaping of
the Quality of Life of students (or a nation, holistically), not just place of education in a nations
economic growth, it is important to understand that choosing which concepts to apply in the Philippine
setting is a crucial step in national development through curriculum and education.
Considering that the country is teeming with social moral indignation and political and governmental
corruption, and with the level of unemployment rising each year devaluing the morale of each graduate,
it has become all the more obvious that the country has produced a huge number of trained
individuals/graduates, but with fewer and fewer jobs to occupy them.
In my personal opinion, what the country needs most now is CONCEPT NUMBER 3 which refers to the
effectiveness with which the educational system promotes or reinforces among children and young
people the culture and values, morals and attitudes particular in a given society.
In these modern times what with the advent of the information age brought about by the
technological revolution instant knowledge may be found with the click of a send bar on a mobile
phone with a high-powered processor and packed with 4G technology, knowledge and learning has
become dehumanized and desensitized. Values and culture is fast dissipating into the gaping abyss
created by globalization through the internet and the nations penchant for Western culture and
colonial mentality. In this light, it is important to reinforce positive Filipino values found in our very own
culture and further strengthened as morals and attitudes in our very own families.
The educational system should emphasize on sending out Filipinos into the world whose temperaments,
work ethics, and values are seen as more valuable commodities than the diplomas or transcript of
records that they tout in their form 201s as future employees.
As the countrys biggest source of economic resource has always been valuated as the Overseas Filipino
Workers, concept number 3 would make the biggest impact on the future export of our Philippine labor
force. Arming them with these cultural and uniquely Filipino morals and attitudes will further and even
boost the countrys clout as a frontrunner in producing high quality workers with a laudable set of
personal and professional ethics.
Finally, given that the country is generally a Christian nation, and that the people of the Philippines has a
heightened sense of spirituality, values and morale learning should and will come naturally to them to
the teachers and to the students - thus making concept 3 a natural and logical choice to implement in
the Philippine setting.
LEARNING TASK 8
If you are planning to build your own structure what and how are you going to adopt (Integrated,
Centralized, Decentralized). Justify your answer.
In the operational directives and structure of the Mass Communication department, I will be
implementing the centralized planning scheme, given that a Centralized scheme best works within a
small organization and company wherein organizational structures rely on one individual to make
decisions and provide direction for the organization, or in this case, the department.
Since the Mass Communication department of FEATI University is still a thriving college with a total
number of 6 enrollees and 2 faculty members (one a full-timer and the other one the department
coordinator), most creative input on marketing, decision-making responsibilities on syllabus or course
design, departmental activities planning and implementation, meeting topics, budget allocation, and
calendar of activities for the academic year, are within the discretion of the program coordinator.
Through the Centralized scheme, the Program Coordinator will be responsible for the production,
incorporation into the calendar of activities, and eventual implementation of ACTION PLANS that he
himself will draft.
In regularly scheduled meetings that the Program Coordinator will be holding with his faculty, he shall
also be encouraging them to voice out their suggestions for other activities and plans, and find a middle
ground wherein he can as much as possible incorporate the most feasible ideas into the Action
Plans.
Consultation meetings will also be held with supervisors and other administrators in order to acquire
valuable feedback on future programs or projects that the Mass Communication program coordinator is
eyeing on implementing sourced from an Action Plan he is considering designing.
The doling out of other responsibilities and duties and trickling down of information regarding the
departments current status, upcoming events and meetings, and other pertinent matters, shall be
coursed through regularly scheduled meetings and the utilization of e-groupware mail and regular
memos and letters.
In order to assure that proper standards and protocols will be set as a precedent for future
communication and processes, proper documentation of each activity of the department coordinator
shall be kept in place, to be used for future reference.
Major changes that shall be made in the department shall be presented to and justified to a panel
consisting of the Program Head of Arts and Sciences and the Dean of the College of Arts and Languages,
and if called for, to the corporate arm of FEATI University.
