GENERAL TOPOGRAPHY:
Medak District, one among the Telangana Districts bounded on the North by
Nizamabad and Karimnagar districts on the East by Warangal and Nalgonda districts, on
south by Rangareddy district and on west by Bidar district of Karnataka. The total area of
the district is 9669 sq.kms.
CLIMATE:
Medak district is a part of the tables of the land of Deccan Plateau. The hills are of
considerable size in the forest division are in a state of erosion. The district generally
experiences a dry climate. The average rainfall in the district is 873mm.
LANGUAGE:
Telugu is predominantly spoken in the district. Apart from Telugu and Urdu,
Lambada is also spoken. Besides this Kannada and Marathi are spoken by people of six
mandals i.e., Narayankhed, Manoor, Nyalkal, Kangti, Kalher and Zaheerabad.
SOCIAL GROUPS:
The tribal population of the Medak district is mostly concentrated in the mandals of
Kowdipally, Narayankhed, Kangti, Shivampet, Manoor, Nyalkal partly Kalher and Narsapur.
DIVISIONS:
District is divided into 3 Revenue Divisions and four Educational Divisions for
administrative convenience.
MANDALS: There are 46 Mandals and 6 urban areas (Municipalities) in the district. The ist

2.1. Introduction:
Telangana Sarva Shiksha Abhiyan is a Programme with clear frame for
Universalization of Elementary Education and opportunity for providing social justice
through basic education. It was launched in the District in 2001-02.
Telangana Sarva Shiksha Abhiyan is Programme of providing Quality Elementary
Education
through effective
involvement
of Panchayat
Managements, Village and urban slum Committees such as SMCs, PTAs, AMCs etc. at the
gross root level are effectively involved in school education. It is an expression of Political
will for Universal Elementary Education across the Country. The Telangana Sarva Shiksha
Abhiyan is also an attempt to provide an opportunity for improving human capabilities to
all children, through provision of community owned Quality Education in a Mission mode.

In the first stage Habitation Level Committees were constituted with Head Master,
One Teacher, Two school Management Committee Members.
In the Second stage Grama sabhas were conducted at habitation level and habitation
plans were discussed in gram Sabha and finalized after taking suggestions made
by villagers as per their need
In the Third stage Habitation Map was prepared containing present facilities of the
habitation indicating the location of households and available facilities including
School, Market, Panchayat Ghar, Places of Worship, Bank, Hospital, Roads, Park
Ways etc.,
The discussion followed on house hold information by keeping habitation map aside
which included issues of non enrollment and drop out children in the village. Badibata data
was kept before them for updating the data. During the discussion, school related factors
and House related factors of non- enrollment and drop out were identified.
The School related factors were discussed with the teachers and house hold- related
factors with the community representatives.
Resolutions:
A thorough analysis was done on School related factors viz., how local community
can support the school and schools support over the efforts of local community. Out of
School Children and strategies to get them in to school and various problems relating to
school and community support resolutions were discussed with the committee and
villagers.

The above table shows that 922 teacher posts are vacant in Primary level in
government management. 373 posts are vacant in Upper Primary level in Govt.
management. In Aided schools 27 posts are vacant. This is a major set back in the
achievement of Quality Education in the district.

The table shows that 277497 children are studying in classes I to V in the schools
under all managements. The gap between rural and urban is very high. 217858 children are
studying in rural area of the district, where as the number of children studying in urban
area is only 59670.

It can be concluded from the above table that only 20.82% of children are studying
in Upper Primary sections in the district urban areas. Rest of the students hail from rural
areas only i.e., 79.12%. Out of 146885 children studying in Upper Primary sections in the
district, 116226 children are in rural and 30706 children are in urban area schools.

It may be observed that the enrollment in urban area is only 8.06% of the rural area
enrollment percentage is 91.93%. Students from Scheduled caste are 24.42% of total
enrollment. Students from Scheduled Tribes are 11.72 % of total enrollment. These two
sections of the society are making 36.14 %.

level. GER of girls in the district at Primary level is 116.03 and at Upper Primary level is
101.98. GER of boys at Primary level is 117.76 and at Upper Primary level is 101.63. The
retention rate of ST children is very low. This is to be kept in view when formulating plans

The data shows that the retention rate in Primary level is high (75.59%) when compared to
Upper Primary level, where it is 61.85% only. In all areas and all stages the retention rate of
Scheduled Caste children is higher than the average retention rate. In Primary level the retention
rate of Scheduled tribe is lower than that of all childrens average. In Upper Primary level the

It may be noted that the schools complying the PTR as per RTE guidelines is 83.03% in
Primary and 83.88 % in Upper Primary. The overall percentage of schools in the district complying

From the above table, it may be noted that more than half of the schools comply Right to
Education norms with respect to Additional Class Rooms. Comparing all the infrastructure facilities,
Girls toilet facility is better. Girls toilets are available in 85.52% schools. The gap is large in
provision of ramp facility. Ramps are available in only 31.84% of schools.

(2)
Wherever required, the State Government shall upgrade existing primary schools
with classes I - V by adding classes VI-VIII and incase of existing Upper Primary
schools having classes I VII by adding class VIII.
(3)
In areas with difficult terrain, risk of landslides, floods, lack of roads and in general,
danger for young children in the approach from their homes to the school, the
Government/Local Authority shall locate the school in such a manner as to avoid
such dangers, by reducing the limits specified under sub-rule (1).
(4)
For children from small hamlets or any other place as identified by the State
Government/Local Authority, where no school exists within the area or limits of
neighborhood specified under sub-rule (1) above, the Government/Local Authority
shall make adequate arrangements, such as free transportation, residential facilities
and other facilities, for providing elementary education in a school, in relaxation of
the limits specified under sub-rule (1).

The Local Authority shall identify the neighborhood school (s) where children can
be admitted and make such information public for each habitation within its
jurisdiction.
(7)
In respect of children with disabilities which prevent them from accessing the
school, the Government/Local Authority shall endeavor to make appropriate and
safe transportation arrangements for them to attend school and complete
elementary education. In case of severe disability the Government shall make
arrangements for Home Based Education of such children who cannot be safely
transported to neighborhood schools.
(8)
The Government/Local Authority shall ensure that access of children to the school is
not hindered on account of social and cultural factors and the state shall endeavor to
discourage setting up of schools exclusively for socially disadvantaged groups in
their respective habitations in future so that mainstreaming of all children in the
neighborhood school is achieved.

RETENTION
5.1. Progress made during 2014-15 in respect of the following activities
which are intended for improvement of retention:
(a) Supply of free textbooks / Braille books
Govt. of Telangana has provided free text books to 248753 children studying
in government and aided schools at elementary level i.e. class I to VIII to improve
the retention of children in schools.
SSA has provided Braille Books to 129 children who are visually impaired.

1.Sensitization Programme :
Sensitization Programme for parents of CWSN Children were conducted in all 46
Mandals in the district from 11/11/2014 to 15/11/2014. The objective of the programme
is parental training at Mandal level on use of aids and appliances and various activities
undertaken by the TSSA for the welfare of CWSN. 1380 parents were participated in this
programme.

Transition rate from Primary to Upper Primary is 95.71% in all category and Urban
areas is 95.73%, rural area is 95.69% it is shows that rural areas will be required
more efforts to improve the transition rate.
Transition rate in Girls is 94.70% and Boys is 95.98% is shows that Low retention
rate is Girls category to compare to the Boys.
ST category transition is 83.35% it is below average compared to the overall
categories.

Above table shows that at Upper Primary level retention of ST children is very low,
when compared with all communities. And also it depicts that there is a gap of 27.52% in
all and ST communities in retention.

Uniforms shall be provided to 1st to 8th class children studying Govt. Schools in
the district.
Free text books shall be supplied to children studying from class 1st to 8th class in
Govt. Schools.
To encourage the education of blind children Braille Books shall be supplied to
them.
Bio metric attendance system shall be introduced to trace the children
attendance.
School Health Programme (JBAR) shall be implemented in Govt. Schools.
Education has to be given in mother tongue to ST Children.

1) Tracking of teachers and students attendance :
The School Management committee shall pay attention to student absenteeism and
teacher absenteeism and take steps to reduce the absenteeism of children in particular.
Arrange to maintain a list of all children in the neighborhood who are in the age
group of 6-14 year and shall take steps to enroll the Out of School Children.
Ensure that teachers maintain regularity punctuality in attending school.
Teacher shall not engage in private tuition.
SMCs which achieve 100% retention may be awarded
To provide breakfast facility to children where retention is very low (ST Children)
Students may be awarded for 100% attendance.
Provide regular teachers in the remote areas, Remote area allowance may be
provided to teachers so that they work in the area for long time.
Schools with low strength may be merged with nearby school, transport vehicle may
be provide for the students.
Free note books and accessories may be provided to students where there is very
low retention.
Extra activities should not be given to teachers like Mid day Meals, format filling etc.
External Observers should be allotted for effective Monitoring.
Government has delegated some powers to School Management Committee in this
regard.
