PREPAREDNESS AND RESPONSE

= Community health has traditionally beeen defined in the USA as the provision of
healthcare outside the hospital infrastructure.
= As such, the public health departments have been viewed as the major delivery
system of healthcare.
= the public health infrastructure has been deteriorating to the point that many of
the rural health department settings did not even have fax machines to receive
notices about potential public health threats.
=inorder to strengthen the public health infrastucture the federal funds are chaneled
through the Centers for Disease Control and Prevention (CDC) and directed to
hospitals through the Health Resources and Services Administration (HRSA).
= Both of this agencies it encouraged the development of systems that would
intersect one another, and for the first time a concerned effort was made to promote
a collaborative system that would best meet the needs of the nation's health.
Federal responsibilities for healthcare providers
= The U.S Department of Health and Human Services (DHHS) is responsible for the
education of healthcare professionals in preparedness for emergencies, including
potential terrorism (U.S DHHS.
Three units which focus on the emergency planning and response: the CDC, the
Agency for Healthcare Research and Quality (AHRQ), and HRSA.
New visibility of CDC promotes informaics solutions
= The CDC is recognized as the lead federal agency for protecting the health and
safety of people at home and abroad, providing credible information to enhance
health decisions,and promoting health through strong partnerships.
= CDC also serves as the national focus for developing and applying disease
prevention and control, environmental health, and health promotion and education
activities designed to improve the health of the people of the U.S.

health of the nation.
= These funds were designed to upgrade the failing of public health infrastructure, to
improve emergency communication, and to educate healthcare professionals in
emergency planning and response.
Role of AHRQ in stimulating new informatics solutions
Decision Support Systems decision support systems and their roles in disease
management are an area of significant interest and importance.

computer simulation model for citywide response planning for mass prophylaxis and
vaccination during bioterrorist attacks and other public health emergencies.

immunization, isolation, decontamination,diagnosis and treatment.
The Bioterrorism Training and Curriculum Development Program- provides
continuing education and curricular enhancement for practicing healthcare providers
and current students.

governmental agencies interested in promoting mass casualty education for nurses.

impacts the welfare of the public through nursing practice,education,research and

nurse workforce to respond to MCI.
