A new definition of community
= Community health has traditionally beeen defined in the USA as the provision of
healthcare outside the hospital infrastructure.
= As such, the public health departments have been viewed as the major delivery
system of healthcare.
= the public health infrastructure has been deteriorating to the point that many of
the rural health department settings did not even have fax machines to receive
notices about potential public health threats.
=inorder to strengthen the public health infrastucture the federal funds are chaneled
through the Centers for Disease Control and Prevention (CDC) and directed to
hospitals through the Health Resources and Services Administration (HRSA).
= Both of this agencies it encouraged the development of systems that would
intersect one another, and for the first time a concerned effort was made to promote
a collaborative system that would best meet the needs of the nation's health.
Federal responsibilities for healthcare providers
= The U.S Department of Health and Human Services (DHHS) is responsible for the
education of healthcare professionals in preparedness for emergencies, including
potential terrorism (U.S DHHS.
Three units which focus on the emergency planning and response: the CDC, the
Agency for Healthcare Research and Quality (AHRQ), and HRSA.
New visibility of CDC promotes informaics solutions
= The CDC is recognized as the lead federal agency for protecting the health and
safety of people at home and abroad, providing credible information to enhance
health decisions,and promoting health through strong partnerships.
= CDC also serves as the national focus for developing and applying disease
prevention and control, environmental health, and health promotion and education
activities designed to improve the health of the people of the U.S.
= Also compiles statistical information to guide actions and policies to improve the
health of the nation.
= These funds were designed to upgrade the failing of public health infrastructure, to
improve emergency communication, and to educate healthcare professionals in
emergency planning and response.
Role of AHRQ in stimulating new informatics solutions
Decision Support Systems decision support systems and their roles in disease
management are an area of significant interest and importance.
- based at the Weill Medical College at Cornell University the AHRQ develop a
computer simulation model for citywide response planning for mass prophylaxis and
vaccination during bioterrorist attacks and other public health emergencies.

models for information systems of linked healthcare data, which would speed up
reporting and enhance rapid dissemination of relevant information.

various biologic agents, as many pathogens and conditions.

medical providers in responding to bioterrorist attacks and other public health

The Hospital Bioterrorism Preparedness Program- is to aid state, territory, and
selected entities in improving the capacity of the healthcare system, including
hospitals, emergency departments, outpatients facilities, emergency medical
services systems, and poison control centers, to respond to incidents requiring mass
immunization, isolation, decontamination,diagnosis and treatment.
The Bioterrorism Training and Curriculum Development Program- provides
continuing education and curricular enhancement for practicing healthcare providers
and current students.

and chemical task force to evaluate the status of bioterrorism training in the U.S,
identify barriers to this training and offer recommendations for effective education.

problem that would result in specific recommendations.

=The International Nursing Coalition for Mass Casualty Education (INCMCE) is an
international coalition consisting of organizational representatives of schools
ofnursing, nursing accrediting bodies, nursing specialty organizations and
governmental agencies interested in promoting mass casualty education for nurses.

impacts the welfare of the public through nursing practice,education,research and
regulation for mass casualty incidents (MCI).Their mission is to assure a competent
nurse workforce to respond to MCI.
