ORIGINS AND DEVELOPMENT OF DIPLOMA IN MANAGEMENT STUDIES

The inception of the Diploma in Management Studies (DMS) at
SIM in 1973 was a significant milestone in the history of
executive and management development in Singapore. The
pedagogical purpose of the DMS was to provide executive
education and to develop insightful and progressive leaders
who would make a difference to the advancement of
management and business, starting from the cosmopolitan
context of enterprise in Singapore.
Prior to 1973, no such formal DMS management education
programmes with certification and teaching faculty from the
local university and polytechnics as well as well-known
management practitioners were available to executives and
managers in Singapore. At that time, SIMs main role was to
concentrate in providing complementary education and
training for developing prerequisite managerial skills and
talent that are needed for the sound expansion of the nation.
The DMS was introduced at an opportune time to provide
such developmental education.
The DMS is a broad-based management studies programme
that was open to up-and-coming executives and managers
who had taken important responsibilities in a wide variety of
companies, including well-established enterprises in
Singapore. It provided these participants with a platform to
form social networks and, exchange, cross-fertilise ideas and
recommend or implement viable propositions to transform
their workplaces for the better. There were about 500
applicants in the first intake and 70 participants were selected
to join the first DMS class.
The DMS started as a part-time, post-experience evening
programme. The full-time equivalent of the DMS started in
2002 in response to new demands of school-leavers and
budding executives for foundational tertiary level studies in

management education against the backdrop of Singapore as

an exemplar of economic accomplishment. The programme
was built on the premise that there is no such thing as
under-achieving but only maturity and insight in
developmental learning. And so, it metamorphosed into a
back-to-basics, Singapore-brand, 18-month full-time
management programme of reputable quality for both local
and international students. Today, the full-time DMS has
enrolled over 40 intakes. Among its student enrolment,
includes a number of students from Singapore, Indonesia,
China, Vietnam and India.
The total number of DMS graduates is currently 15,000 at SIM
and still growing strong.
The quality and rigor of the DMS was constantly monitored
and updated. This was done through the modernisation of the
curriculum, and injecting a new spirit of innovation and
entrepreneurship in the modules taught so that they catered
to the inherent needs of an increasingly knowledge-based,
global society. The quality initiatives included the
employment of right, qualified lecturers and course
coordinators who would go the extra mile, developing
appropriate module specifications and course materials,
monitoring the quality of teaching and learning, tight
moderation and maintenance of assessment/examination
standards and providing the necessary conditions for a
creative culture of learning to flourish.
Today, the DMS has been refined as an exemplary qualification
in its own right that enjoys articulation into the degree
programmes of reputable universities such as the University of
London, RMIT University, University at Buffalo, University of
Birmingham and University of Stirling.

GENERAL PROGRAMME INFORMATION

Programme Objective

The Diploma in Management Studies (DMS) is a wellestablished and dynamic programme. It is designed to
provide the prerequisite and productive learning in vital
management knowledge and skills that are needed in all
entrepreneurial organisations.
In this programme, budding learners and executives will
progress to develop a firm grounding on what constitutes
the dynamics of effective management in an environment of
real-world living organisations, which in their states of flux,
are in competition, in co-existence and/or in collaboration
with one another. It is in such a context that participants
would develop a foundation and exploration in two fields of
management studies. The first field covers the broad-based
studies in communications, economics, statistics,
mathematics and law. The second field covers the functional
areas of accountancy and finance, marketing, people and
human resource management, information systems, and
operations management.
The uniqueness of the DMS programme is that it projects
management studies as a passionate and exciting
endeavour. This programme not only helps participants to
develop a strong understanding of business fundamentals.
More than ever, its emphasis is also on practical problemsolving, people-centeredness and critical thinking. Such
skills and practice are essential to todays knowledge-based,
transient social, technological and global environment. In
doing so, participants are encouraged to use the tools of
management studies as a means of studying and reflecting
on organisational success with a more intensive disposition.
As a result, value is added to the participants journey of
discovery and learning.

to ensure that students have an adequate grasp of the subject
matter, and to provide opportunities for self expression and

In addition to continuous assessments, most modules require
students to undertake a final exam.
The manner in which the continuous assessment will be
conducted and the assessment schedules can be found in the
individual module syllabus accessible by students via the

Private Education Act

Under the new Private Education Act, legislated in December

2009, a Council for Private Education (CPE) was set up to
regulate the private education industry in Singapore. All Private
Education Institutions (PEIs) are required to comply with the
regulations under the Act in order to continue operations.
Following are the requirements which Singapore Institute of
Management Pte Ltd (SIM PL) has put in place:-

PEI-Student Contract

CPE, in aiming to enhance the confidence of students and

their parents in the quality of education in Singapore, has
stipulated that all PEIs must sign a PEI-Student Contract with
students. The contract sets out the terms and conditions
governing the relationship between the student and PEI. SIM
PL will honour all terms and conditions in the contract and
in all communication materials.
Students may request for a copy of the PEI-Student Contract
from SIM PL or view it on the CPE website (www.cpe.gov.sg).

Cooling-Off Period

There will be a cooling-off period of 7 working days after

signing the PEI-Student Contract. Students have the right to
cancel the contract within the 7 working days and be
entitled to the Maximum Refund amount stipulated under
Clause 2.4 of the PEI-Student Contract (less any course fees
consumed by the Student if the withdrawal date is later than
the course commencement date). After the cooling-off
period, SIM PLs refund policy will apply.

Fee Protection Scheme

SIM PL adopts a Fee Protection Scheme (FPS) to protect the paid

fees of both local and international students. The FPS serves to
protect the students fees in the event that the PEI is unable to
continue operations due to insolvency, and/or regulatory
closure. In addition, the FPS protects the student if the PEI fails
to pay penalties or return fees to the student arising from
judgments made against it by the Singapore courts.
The FPS is compulsory for all students and is available in 2
forms, either Escrow or Insurance Protection Scheme. For
more information, visit www1.simge.edu.sg/edutrust.
SIM PL has appointed Lonpac Insurance Bhd as the FPS
insurance provider. Under the FPS insurance scheme,
students fees are insured by Lonpac Insurance Bhd. In case
of events, as stated above, students will be able to claim
their paid fees from Lonpac Insurance Bhd.
SIM PL has also appointed Hong Kong and Shanghai Banking
Corporation Limited (HSBC) as the FPS escrow provider.
Under the FPS escrow scheme, students will pay their fees
directly to HSBC. HSBC will act as the custodian of students
fees and will only disburse the fees to SIM PL on a fixed
schedule. Again, in case of events as stated above, students
will be able to retrieve their unconsumed fees from HSBC.
More details of the FPS can also be found in the FPS
Instruction Manual, available at www.cpe.gov.sg

Medical Insurance

SIM PL has in place a group medical insurance scheme for all

its students. This medical insurance scheme will have a
minimum coverage as follows:- an annual coverage limit of

S$20,000 per student, covers up to B2 ward in government

and restructured hospitals and provides for 24 hours
coverage in Singapore and overseas (if student is involved in
SIM PL-related activities) throughout the course duration.
For more information on medical insurance, visit
