INTRODUCTION
Port waste management planning is made mandatory by the Merchant Shipping (Port Waste
Reception Facilities) Regulations 2003 (Statutory Instrument 2003/1809) and detailed in Marine
Guidance Note (MGN) 253 and A Guide to Good Practice. This plan has been prepared in
association with these documents.
The Regulations also revokes and replaces earlier legislation on port waste reception facilities, reinstating the existing requirements for harbour authorities and terminal operators to ensure the
provision of adequate reception facilities for ships wastes.
Adequate facilities are those that are fully used by mariners instead of discharging their ships waste
into the sea. To achieve this facilities should meet the needs of their users and of the environment.
To this end the Department of Harbours has attempted to remove as far as possible any
disincentives towards their use. In particular the facilities provided should:
Cater for all types of waste that are usually landed at the various harbours and piers under
the authoritys jurisdiction.
Be easy to use.
Be reasonably priced.
The VTS Manager is responsible for the implementation of the Port Waste Management Plan as
well as monitoring the efficiency of reporting procedures and facilities provided, as well as ensuring
any reported inadequacies are investigated.
The Department of Harbours does not provide any pre-treatment facilities for wastes being landed.

Complying with regulations and protecting the marine environment is of the utmost importance to
the Harbour Authority. This is achieved by ensuring suitable and adequate waste reception facilities
are available and monitored in the various harbour locations under the Harbour Authorities
jurisdiction.
In order to ensure port users are aware of the facilities provided by the Department of Harbours,
details of the locations and procedures for landing waste are detailed in the Port Handbook and on
the port website. Port handbooks are available from the Department of Harbours via piermasters
and the website can be found at www.orkneyharbours.com. Within the Port Handbook and the
website details of reporting inadequacies and the charging system in place are detailed. A copy of
the Port Waste Management Plan is also available on the website.
At the principle harbour locations of Kirkwall and Stromness, a pier plan is available from the
piermaster detailing the locations of waste reception facilities.
Waste reception facilities will be clearly marked for the use of garbage, combustible and noncombustible wastes and waste oil reception facilities along with contact details for reporting
inadequacies. (See Annex E)
Ships agents provide details of port waste reception facilities as well as forwarding reporting forms
to vessels using their services.

The Competent Harbour Authority Area i.e., Orkney Harbour Areas are those defined in the Orkney
Pilotage Direction 1998 and include the area of Scapa Flow and the Wide Firth/ Shapinsay Sound
area.
The Harbours and Piers under the Authoritys jurisdiction include:- Kirkwall Harbour
- Shapinsay Balfour Pier and Terminal
- Westray Pierowall Harbour
- Egilsay Piers and Terminal
- Wyre Pier and Terminal
- Stronsay West Pier
- Eday Backland Pier and Terminal
- Kirkwall Haston Slipway
- Papa Westray Moclett Pier
- Hoy Moaness Pier
- Flotta Sutherland Pier
- St. Marys Holm Pier
- Hoy Lyness Piers and Terminal
- Burray Pier
- Hatston Pier
- Stromness Harbour
- Rousay Trumland Pier and Terminal
- Westray Rapness Terminal
- Evie Tingwall Terminal
- Stronsay Whitehall Pier and Terminal
- North Ronaldsay Nouster Pier
- Sanday Loth Terminal
- Houton Terminal
- Graemsay Pier
- Scapa Pier
- Flotta Gibraltar Pier and Terminal
- Longhope Pier
- South Ronaldsay Burwick
- Sanday Kettletoft Pier.
Stromness and Kirkwall Harbours are the principal ports to and from which inter island and
mainland ferry services operate and also from where the imports of bulk solid and liquid cargos are
shipped.
The smaller ports are generally used by the inter island ferries and the local fishing vessels.
The crude oil and gas tankers calling at Scapa Flow, loading or discharging their cargos from the
Flotta Oil Terminal land their waste to the operators of the oil terminal, Talisman (UK).
Vessels engaged in Ship-to-Ship Transfer Operations in Scapa Flow transfer their waste into skips
and or International Catering Waste (ICW) receptacles provided by the Harbour Authority. These
are then landed at Scapa Pier or Stromness Harbour from where the waste is then delivered to
Orkney Islands Council, Direct Services Division-Waste Disposal; the Waste Disposal Authority
(WDA).

REPORTING PROCEDURES
All vessels intending to enter an Orkney Islands Council (OIC) pier or harbour, unless they
have a MCA Exemption Certificate or are not required to, are to provide notification of the
waste they are carrying. The information must be reported before entry into the pier or
harbour, the information required is contained in Annex A of MGN 253 (M+F) and in
schedule 2 of the Port Waste Reception Facilities Regulations 2003. This information should
be sent to OIC Department of Harbours by fax or e-mail or if necessary can by given verbally
by VHF radio.
Shipping Agents are advised that they should notify visiting vessels of these requirements,
Standard Operating Procedure SOP 07-010, and to complete report using Standard Form SF
05-002.
Form SF 05-002 can be downloaded or completed online at www.orkneyharbours.com .

Any vessels which fail to comply with the Merchant Shipping and Fishing Vessels (Port
Waste Reception Facilities) Regs 2003 (SI: 2003/1809) may be reported to the MCA.
A copy of all ships waste notification reports will be forwarded to the Piermaster at the
location where the vessel is bound. Pier staff will be responsible for ensuring the vessel is
aware of the location of the waste reception facilities. When it is clear from the ships waste
notification report that the current reception facilities are unable to cope with the quantity of
waste to be landed the VTS Manager or their deputy will ensure additional waste reception
facilities are made available.
Arrangements have been put in place to accept waste from all other vessels that are outside of
the scope of the requirements.
(An example of a ships waste notification report form is in Annex A of this section.)

Information on cost is only required where there is a charge for using facilities. Annual capacity should be given in Kg or Tonnes. The MARPOL provision for
regulation sewage from ships is not yet in force - however, ports should provide facilities of the disposal of sewage when required by the port users.

Comments
All ships that Elbreck Shipping
have serviced and all those ships
that have requested and utilised the
Waste Facilities provided by
Orkney Harbours have been very
satisfied.
I have no doubt that this 2009 cruise
liner season will be as satisfactory.
The main complaint received was
from Stromness where the number
of dive boats has resulted in a
shortfall in supply of waste
reception facilities. Other areas
reported regular use of the pier
waste reception by others out with
the marine community but this will
be difficult to overcome.

Subject: Port Wast Reception Facilities
Dear Mr Pottinger
My apologies for being late in my reponse but our AGM was on Saturday which was the best time to obtain views.
The main complaint received was from Stromness where the number of dive boats has resulted in a shortfall in
supply of waste reception facilities. Other areas reported regular use of the pier waste reception by others outwith
the marine community but this will be difficult to overcome.
