SCOPE
1.1
This specification lays down the requirements regarding material,
construction, workmanship, performance, quality standard, quality assurance of
Truck, Fire Fighting, Large, Mk-2 fabricated on self propelled chassis.
1.2
The main equipment Truck, Fire Fighting, Large, Mk2 is used to
extinguish fires of carbonaceous materials such as paper, wood, textiles etc. and
inflammable liquids. This equipment also has a supplementary CO2 fire extinguishing
system.
1.3
Nothing in this specification shall relieve the manufacturer of his
responsibility for the intended performance and safety of operation of equipment
supplied.

3.1
The Truck, Fire Fighting, Large, Mk-2 shall be fabricated on suitable
chassis with following main characteristics. The chassis shall be supplied by the
purchaser, free of cost, to the fabricators premises against indemnity bond, bank
guarantee and insurance cover. The modalities of handing over/ taking over of
chassis, before and after fabrication shall be decided by purchaser and fabricator.

Presently ALCO 4/1 is the type approved chassis. Use of any other chassis
meeting or exceeding above parameters will be permitted subject to the
type approval by concerned AHSP i.e. CQA(V) Ahmednagar/ CQA(OFV),
Jabalpur.
3.2
The Truck, Fire Fighting, Large, Mk-2 superstructure shall be fabricated in
a manner so as to conform to the following characteristics:(a)
(b) When travelling at 48 km/h on level dry surface, the foot brake shall
be capable of stopping the vehicle within a distance of 15 m from the point
at which the brake is applied. The hand brake shall be capable of holding
the fully laden appliance on a dry surface gradient of l:4 when in neutral
gear.
CAUTION: Any modification carried out to the chassis shall have technical
approval of original chassis manufacturer as regards safety aspects of
man and machine.
3.3
GENERAL DESCRIPTION
3.3.1
The appliance shall have a water tank capable of carrying 2700 litres of
water and a foam tank capable of carrying 350 litres of foam compound. A pump
should be mounted at the rear of the appliance and driven through a PTO of suitable
ratio from the vehicle engine. The pump should be capable of delivering not less than
2250 litre/min. of water at 7.0 kgf/cm2 and not less than 1600 litre/min. at 9.0
kgf/cm2.
3.3.2
The appliance shall be capable of delivering not less than 2200 litre/min.
of water foam solution, converted into foam through a combination of monitor and
two side lines, while working at 7.0 kgf/cm2 and not less than 1400 litre/min. of water
foam solution, converted into foam through monitor only, while working at 9.0
kgf/cm2.

4.
TERMINOLOGY
4.1
For the purpose of this specification, the following terms shall apply:-
4.1.1
Foam Induction Ratio: It is the proportion of foam liquid concentrate in the
solution and water.

5.1
The choice of material to be used in the construction of the appliance shall
be made with a view to combine lightness with strength and durability.
5.2
5.3
All parts, which form waterways or come in contact with foam compound
shall be of corrosion resisting material or suitably treated with corrosion resistant
compound. All metal pipe lines shall be hot dip galvanized, after completing
fabrication of pipe lines, inclusive of flanges/ joints as the case may be. All metal
parts exposed to atmosphere shall either be of corrosion resisting material or treated
suitably to resist corrosion. Pipes used shall be at least of medium duty and shall
withstand two times the maximum working pressure.
6.
6.1
The superstructure shall be designed on modular concept ensuring the easy
accessibility to each of the sub assemblies and lubrication points for the regular
maintenance and repairs.
6.2
Water Tank :
6.2.1
The water tank mounted on the chassis should be capable of carrying 2700
litres of water. It shall be of welded construction and fabricated out of mild steel
sheets. The thickness of the sheets at the bottom should not be less than 5.0 mm
conforming to grade A of IS 2062 and for the sides & baffles not less than 3.15 mm,
conforming to grade O of IS 1079. The tank shall be suitably baffled in both the

6.7.1
One first aid hose reel shall be provided and mounted at the rear of the
appliance.
6.7.2
The reel shall be provided with 60 m x 19 mm single piece hose tubing
terminating in a shutoff nozzle with an outlet of 6 mm. The hose shall conform to
Type 3A of IS 444.
6.7.3
The reel should be provided with bevel gear type arrangement to prevent
over run of reel.

Pump
6.8.1
A single/ two stage pump shall be mounted at the rear of the appliance.
The pump shall be of centrifugal type conforming to IS 5120 and so designed as to
afford easy access to the impeller. The pump casing and impeller shall be made of
gunmetal conforming to Gd 2 to IS 318. The pump shaft shall be of stainless steel
conforming to 04 Cr 18 Ni 10 of IS 6603/ SS of 304. The shaft shall be supported by
anti-friction bearings external to the casing. The mechanical carbon seal, selfadjusting type, shall be provided. The impeller neck ring in the pump casing shall be
renewable and manufactured from Copper alloy Grade IB-2 of IS 318. A gunmetal
drain plug shall be provided at the bottom of casing.
6.8.2
The impeller shall be dynamically balanced and pump casing shall show
no leakage when subjected to the hydraulic pressure at l.5 times the shut off pressure
or twice the rated pressure, whichever is more.
6.8.3
The Gun metal suction eye will be provided with a standard 100 mm
suction hose connection with internal strainer and gunmetal blank cap fastened with
stainless steel chain. The strainer shall be retained firmly when in use but shall be
readily removable.
6.8.4
Pump shall be provided with two delivery valves at the panel, having 63
mm delivery hose couplings with screwed type quick closing clack valves with
standard hose connection. Gunmetal blank caps fastened with stainless steel 2 mm
dia. wire shall be provided incorporating means to relieve pressure between valve &
cap by means of three vent holes at 120o apart.
6.8.5
The pump casing and impeller shall be free from casting defects. The
pump shall be coupled to the prime mover through a suitable power take off unit
having a ratio of l : l.27. A control lever for engaging and disengaging the PTO shall
be provided in the driver's cabin with suitable locking device. The PTO shall be
provided with an oil level indicator and cooling circuit.
6.8.6
The pump shall be designed to give output of 2250 litre/min. at 7 kgf/cm2.
The engine revolution shall not exceed 2400 rev./min., when the pump is delivering
its rated output at 7 kgf/cm2 and 9 kgf/cm2 pressure, as mentioned in the table. The
performance shall be checked when working with all strainers, external and internal,
except basket strainer.

6.9
Primer
6.9.1
The primer shall be capable of lifting water at least from 7 m depth at a
rate not less than 30 cm/sec. and shall be of exhaust eject or other type as given
below:
(a) The primer of reciprocating type shall be made from gunmetal and
means shall be provided to limit the speed of engine automatically when
primer is engaged.

Cooling System
6.10.1
In addition to radiator cooling, an indirect cooling system of the open
circuit type shall be provided discharging water to the waste. This system shall consist
of inter cooler tank of suitable capacity, fabricated out of brass sheet of 1.5 mm
thickness and tilted near the engine without affecting angle of approach and ground
clearance. This shall enable full power output required for the pump to be maintained
during continuous stationary running of the engine without over heating.
6.10.2
The operating temperature of the engine cooling water shall be
thermostatically controlled.
6.10.3
The oil in the sump shall be prevented from over heating and the pump
characteristics shall be chosen in a manner so that the engine does not run at its
maximum speed for giving maximum output.
6.10.4
Suitable gauge for cooling water and glow lamp for lubricating system
shall be provided in the driver's cabin and on the pump panel. This shall be marked
with operating temperature.
6.10.5
The cooling water outlet pipe from PTO and additional cooling tank
should be connected through a GI Pipe and brought back near the pump panel. A
flexible rubber pipe, at least 5 meters long, shall be connected to the open end of the
pipe through a threaded adopter, so that waste cooling water could be discharged
away from the vehicle.
6.11
Foam Tank
6.11.1
A foam compound tank of 350 litres capacity shall be mounted on the
chassis. The tank shall be separate and distinct unit, which can be removed separately
for replacement. The tank shall be of rigid type and shall be of stainless steel welded
construction. The stainless steel of AISI 304 or 302 should be used. It shall withstand
a hydraulic pressure of 0.5 kgf/cm2. The foam tank sheet thickness shall be 2.5 mm
(minimum) all round.
6.11.2
Manhole of 450 mm diameter on top of tank shall be used for foam filling
with a removable strainer fitted to it. The strainer shall be of stainless steel and its
total screening area shall be adequate to permit quick filling of foam compound into
the tank. The filler cap shall be clearly marked 'Foam', with aluminium casting plate
and cover. The tank shall be fitted with two lifting eyes placed diagonally.
6.11.3
The foam tank shall have top dished/ funnelling arrangement provided to
enable easy filling from 20 litre drums. Suitable sharp edged puncturing device should
be provided at the foam tank filling orifice for puncturing the foam compound drums
for facilitating quick filling of the foam compound directly from the drum into the

Not form 'U' bend or abrupt angle at any portion and be capable of
being drained easily without dismantling. Provision shall also be
made for drawing foam compound into the foam producing system
from an external source placed at ground level, through a pick up
tube, without interrupting the fire fighting operation using foam
solution. Hand operated foam transfer pump for foam should be
fitted in a locker, for filling the foam, alongwith the piping
arrangements.
(e)
The pick up tube connection shall be at the pump control panel. Tube
type foam level indicator of acrylic tube shall also be provided at the
pump control panel and calibrated as Empty, 1/4, 1/2, 3/4 and Full,
on stainless steel plate. The acrylic tube shall be supported by a
protective bracket of aluminium sheet of 1mm thick with distinct
visibility of foam levels.
6.11.6
Hand operated foam transfer pump, made of gunmetal and of capacity 20
litre/min., should be fitted in a locker for filling the foam, alongwith stainless steel/
gunmetal plumbing with ball valve arrangement.
6.12
6.12.1
Around the pump Proportionator should be fitted between the suction and
the delivery of the pump, which will induct foam compound into the water stream,
with no loss in delivery pressure from the pump. The Proportionator should comprise
of an induct and select valve which should have five parts, calibrated to ensure the
correct intake of the foam liquid at the rate of 5 to 6% to supply solution for the

Foam Monitor
6.13.1
A foam monitor shall be mounted on the roof of locker just behind the
cabin in such a manner that it can be manually operated by a member of the crew.
The monitor shall be capable of traversing through 3600 in the horizontal plane and
elevating from horizontal to 600 in the vertical plane. The monitor shall be of selfaspirating type with a flow rate of at least 1400 litre/min. at 9 kgf/cm0. It shall have
an expansion ratio of not less than eight times, using protein foam compound
conforming to IS 4989 (Part 1), at an induction rate not exceeding 6% as given in
Clause 3.3.3
6.13.2
The aggregate foam discharge shall not be less than 16800 litre/min.
through a combination of monitor and two side lines, 11200 litre/min. through
monitor alone at 9 kg/cm2 pressure.
6.13.3
The monitor shall be capable of projecting the foam discharge to an
effective distance of not less than 40 m, in still air, when operated at 9 kgf/cm2
pressure, in straight jet pattern. The monitor shall have spray and jet type
arrangement.
6.13.4
Monitor assembly shall be fabricated out of light aluminium alloy
material. The monitor should have locking arrangement in vertical angular position
and telescopic stay rod/ stand for holding monitor during transit.
6.14
Hand Lines
6.14.1
Two hand lines shall be provided the each either side of appliance, at the
rear, in suitable lockers and kept in flaked condition. These shall terminate in foam
making branch pipes fitted with spray/ jet attachment with hand control. Each foam
making branch pipe shall be capable of delivering not less than 450 litre/min. of water
foam solution, at a pressure of 7 kgf/cm2, with an expansion ratio of not less than
8 times and minimum effective throw of 20 m, when both are used simultaneously.
6.14.2
The hoses for the hand lines shall have an internal diameter of 70 mm.
These shall be reinforced rubber lined/ control percolating hoses, in length of 30 m
each and conforming to IS 636 Type A/ IS 8423 respectively. The hoses shall be
kept in flaccid condition in rear lockers.
6.14.3
The control for the hand lines outlet shall be of ball valve type with
standard hose connections situated in the respective lockers. These contrives shall be
operated from rear control panel.

6.15.1
The supplementary extinguishing agent shall be CO2 extinguishers. 2 sets
of 2 x 22.5 kg CO2 as per specification No. IND/CQAFE/PROV/0183 (except trolley
and carrying handle) with forged grip valve, discharge nozzle, applicator, tube
discharge with wheel valve and hose reel, common header and accommodated one set
on each side on the middle locker.

6.16.2
The ball valves used shall be of stainless steel. Investment castings of CF8(m) grade with 3 piece design
6.16.3
A caution plate in the drivers cabin to be provided with the write up
PUMP ON HAND BRAKE ON in RED colour.
6.17
6.17.1
Enclosed accommodation shall be provided with double compartment for
driver & leader in the front seat and crew of five in the rear seat. The design of the
cabin shall be such that it shall afford maximum possible vision for the crew and shall
ensure adequate ventilation. Two hinged doors shall be provided on both sides of the
appliance, giving ready access to driver and crew. The doors should open outward;
these shall hang forward and have locks with double catch striking plates. Non-slip
steps and grab rails coated with plastic shall be provided to assist the driver and crew
to get in and out. All the seats should be fitted with 100 mm thick foam cushions and
back rests with 50 mm thick cushions. Heavy-duty hinges are to be used, 3 Nos. each
for crew cabin and 2 Nos. each for drivers cabin doors. Driver's seat should be of
adjustable type. All glasses fitted to the door windows shall have winding type
regulator, and shall be of splinter proof safety type. 2 Nos. sun visors should be
provided one on each side. The construction of the cab shall be such that the roof shall
support the weight of two men without damage.
6.17.2
Stowage
6.17.2.1 The cab and the lockers should be of composite construction, with
sufficient rigidity, reinforcement and are to be kept as light as possible. 32 mm x 32
mm x 1.6 mm thick square pipes of sufficient strength conforming to Grade A of IS
2062 shall be used for the super structure. The same shall be zinc passivated of
coating thickness 18 to 20 microns, after cleaning surface. 16 Gauge aluminium
sheets shall be used for exterior panelling work all over. For inner locker walls, 16
gauge mild steel sheets shall be used. 2 mm thick aluminium chequered plate
conforming to IS 737 shall be used on all lockers, cabin floors and on top of cabin
roof. Aluminium sheet 16 SWG should be of quality 64430 of IS 737.

7.1
The standard of workmanship & finish of all mechanical and other parts
shall be such that the parts normally required to be replaced can be supplied and will
fit correctly.
7.2
The appliance shall be painted in Fire Red colour on the outside. The
drivers compartment inside of locker shall be painted cream. Fire Service insignia
shall be painted on both sides of the appliance in golden and black.

All switches, controls and gauges shall be identified with embossed/
engraved nameplates.
8.
ACCESSORIES
8.1
The following accessories shall be provided in addition to those normally
fitted on modern commercial vehicles.
(a) Fire Bell: A 252 mm diameter (Natural Tone Carillon) Fire Bell
shall be mounted externally and shall be of capable of being operated from
within the driving compartment. The bell shall be of hand operated type
and mounted on left hand side below the extension ladder.
(b) Siren: Electrically operated siren of 2 km range shall be provided on
the drivers cabin roof.
(c) Fog Lamps (2 Nos.): Low mounted on front bumper of chassis and
of design approved by the purchaser.
(d) Reversing Light (2 Nos.): Suitably situated to assist reversing
alongwith reversing horn.
(e) Twin Amber Blinker Light: 1 No. situated on the head of the
driving compartment.
(f) Trafficators (1 Set): Illuminated with indicating light on instrument
panel or in any other prominent position in driving compartment.
(g) Search Light (1 No.): Adjustable to give flood or beam light
mounted in a convenient position but capable of being readily
disconnected and mounted on a tripod away from the appliance, complete
with tripod and with not less than 30 m of TRS cable on a reel mounted on
the appliance.

LITERATURE
10.1
The contractor shall submit of the following daft literature in Hindi &
English bilingual alongwith a CD for literature to AHSP in triplicate for approval
through Quality Assurance Officer:(a)
Identifications Part List (IPL) with price of each item giving detail
such as material, dimensions, exploded illustration & No. as per
Defence format and complete details of bought out items with
complete address.

Logbook shall be provided for the equipment for daily, monthly and
yearly maintenance of the mounted equipment, which will be filled
by the operator of the equipment of the holding unit for the period of
Warrantee. The logbook will contain detailed instructions for
maintenance.
10.2

MARKING
11.1
Each appliance shall be clearly and prominently marked with the
following, preferably on a metal plate attached in the drivers cabin and also at the

11.2
A brass plate with operating/ maintenance instructions suitably engraved
on it, should be provided on the pump-operating panel for easy reference for the
operator.
12.
12.1
Manufacturers/Contractors must satisfy themselves that the stores are in
accordance with the terms of the Contract and fully conform to the required
specification by carrying out a thorough pre-inspection of each lot before actually
tendering the same for inspection to the Quality Assurance Officer nominated under
the terms of the contract. A declaration by the contractor that a necessary preinspection has been carried out on the stores tendered will be submitted along with the
challan. The declaration will also indicate the method followed in carrying out preinspection showing the features checked/ tested and will have the test Certificates
attached to the challan/ declaration.
12.2
If the Quality Assurance Officer finds that the pre-inspection of the
consignment as required above has not been carried out, the consignment is liable for
rejection.
13.
13.1
Each equipment offered for Quality Audit shall be checked in accordance
with this specification and the test schedule. The equipment is liable for rejection for
any type of non-conformity noticed during inspections. Equipment fully meeting the
requirement of specification & Test Schedule shall be termed as accepted.
14.
QUALITY ASSURANCE
14.1
The contractors shall extend to the Quality Assurance Officer or AHSP or
his authorised representative, all reasonable facilities for quality assurance, inspection,
testing of stores including inspection gauges, free of cost, for satisfying themselves
that the stores are manufactured in accordance with this specification. For this
purpose he shall have free access to the contractors and sub-contractors premises at
all times during the run of the contract. The contractor shall notify all sub-contracts
placed by him to provide inspection cover by the AHSP/ Quality Assurance Officer.

Pilot Sample
14.4.1
The pilot sample shall be inspected to check the fulfilment of various
clauses of specification. It shall, thereafter, be subjected to performance tests, after
due running in, as recommended by manufacturer, followed by pump endurance test
of 100 hours duration in continuous 4 hours cycle of operations. This pump shall be
run at first duty point for 3 hours and thereafter 1 hour at the second duty point in
each 4 hours cycle. Other sub assemblies, accessories, PTO, etc. shall be tested as per
enclosed Test Schedule and their relevant specifications to verify their quality. The
equipment shall be driven for road tests for total 300 km running. The vehicle shall be
run for first 250 km on tarmac road at normal/ maximum speed followed by cross
country running for 50 km. After mobility trails, the equipment shall be examined for
sturdiness and pump performance shall be repeated for 12 hours for compliance. Any
major breakdown during mobility/ performance tests shall call for retesting. During
road test braking efficiency at different speeds, stability and load distributions of total
weight shall be checked.
14.3.2
The points noticed by the AHSP during Pilot Sample evaluation are to be
implemented by the firm.
14.4
Bulk Inspection
14.1
Bulk Inspection: Each equipment shall be inspected as per enclosed Test
Schedule, after the due running in, as recommended by manufacturer. At least one
number from each lot shall be subjected to total road test of 50 km, including 10 km
cross country. During road test, brake efficiency as per clause 3.2 (b), load
distribution on front & rear, total weight and stability shall be checked.
14.5
The contractor shall give clause-by-clause confirmation or otherwise to
specification requirements referred herein for proper evaluation.
15.
TRAINING
15.1
Manufacturer is responsible for imparting training, free of charge, to the
operators of the equipment from the unit holding the equipment. This training will be
imparted to two operators for a period of minimum one week. The training will cover
following areas :(i)

WARRANTY
16.1
The stores supplied shall bear a warranty as per contract. In the absence of
such stipulation, the following warranty shall apply:The stores supplied against this specification shall be deemed to bear a
warranty against defective design, material, workmanship and
performance for a period of 12 months from the date of receipt of stores by
the consignee. During this period, if any, the stores are found defective by
the consignee, the same shall be replaced immediately by the supplier, free
of cost at the consignees end but not later than 30 days from the date of
receipt of such information.

CONSTRUCTION OF MANIFOLD APPLICATOR TUBE & NOZZLE:
The cylinder shall be connected to a common manifold. One discharge outlet shall be
provided on the manifold for connecting the hose assembly. The manifold inlet
connection with cylinders shall be fitted with non-return ball valve with copper tubing
of 2 mm thick. The manifold shall be subjected to a hydrostatic test pressure of 320
kgf/cm2 without leakage, distortion or failure. A suitable hose reel to accommodate
hose shall be provided inside the rear locker for ease of operation. A suitable over run
brake shall also be provided for hose reel.
B.4
The applicator tube shall comprise of telescopic tube complete with lever
type grip valve at the inlet end. At the discharge end, the applicator should be
connected to elbow and discharge horn with nozzle. The construction of the whole
assembly shall be such as to give sufficient rigidity when coupled. When extended the
applicator shall be 1.5 metres approximately overall from centre of discharge nozzle
to the base of the grip control valve. The base of applicator tube should be screwed to
