25 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

27 SECTION 1. APPROPRIATION - AUDITOR OF STATE DISBURSEMENTS. There is hereby
28 appropriated, to the Auditor of State, to be payable from the Constitutional
29 Officers Fund, for personal services and operating expenses of the Auditor of
30 State - General Appropriations for the fiscal year ending June 30, 2011, the
31 following:

2 the Constitutional Officers Fund, for reimbursements to Representatives for
3 interim expenses incurred as authorized by law of the Arkansas House of
4 Representatives for the fiscal year ending June 30, 2011, the following:

11 SECTION 3. APPROPRIATION - ARKANSAS SENATE. There is hereby appropriated,
12 to the Arkansas Senate, to be payable from the Constitutional Officers Fund,
13 for reimbursements to Senators for interim expenses incurred as authorized by
14 law of the Arkansas Senate for the fiscal year ending June 30, 2011, the
15 following:

20 SENATORS $ 650,000

22 SECTION 4. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
23 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. The
24 Auditor of State shall be disbursing officer for the funds appropriated in
25 Section 1 herein.

27 SECTION 5. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
28 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. SENATE
29 DISBURSEMENTS. The Secretary of the Senate shall be disbursing officer for
30 the funds appropriated for Interim Expense Reimbursements for Senators
31 herein.

33 SECTION 6. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
34 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. HOUSE
35 DISBURSEMENTS. The Coordinator of House Legislative Services of the House of
36 Representatives shall be disbursing officer for the funds appropriated for

1 Interim Expense Reimbursements for Representatives herein.

3 SECTION 7. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
4 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. HOUSE
5 INTERIM EXPENSE DISBURSEMENTS. The appropriations authorized in Section 2
6 shall be used for making reimbursements for interim expenses incurred by
7 members of the House of Representatives.

9 SECTION 8. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
10 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. SENATE
11 INTERIM EXPENSE DISBURSEMENTS. The appropriations authorized in Section 3
12 shall be used for making reimbursements for interim expenses incurred by
13 members of the Senate.

15 SECTION 9. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
16 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW.
17 LEGISLATIVE INSTITUTE. Members of the preceding General Assembly and the
18 newly elected members of the House of Representatives and Senate shall be
19 eligible to attend the biennial Institute of Legislative Procedure and shall
20 be entitled, upon filing claim therefor, to per diem in the amount fixed by
21 law for members of the General Assembly to receive for attendance at
22 Legislative sessions, for each day in attending the biennial Institute of
23 Legislative Procedure plus mileage for traveling from their place of
24 residence to the biennial Institute of Legislative Procedure and return.

26 SECTION 10. LEGISLATIVE INTENT. It is the intent of the General Assembly
27 that any funds disbursed under the authority of the appropriations contained
28 in this act shall be in compliance with the stated reasons for which this act
29 was adopted, as evidenced by the Agency Requests, Executive Recommendations
30 and Legislative Recommendations contained in the budget manuals prepared by
31 the Department of Finance and Administration, letters, or summarized oral
32 testimony in the official minutes of the Arkansas Legislative Council or
33 Joint Budget Committee which relate to its passage and adoption.

35 SECTION 11. EMERGENCY CLAUSE. It is found and determined by the General
36 Assembly, that the Constitution of the State of Arkansas prohibits the

1 appropriation of funds for more than a one (1) year period; that the
2 effectiveness of this Act on July 1, 2010 is essential to the operation of
3 the agency for which the appropriations in this Act are provided, and that in
4 the event of an extension of the legislative session, the delay in the
5 effective date of this Act beyond July 1, 2010 could work irreparable harm
6 upon the proper administration and provision of essential governmental
7 programs. Therefore, an emergency is hereby declared to exist and this Act
8 being necessary for the immediate preservation of the public peace, health
9 and safety shall be in full force and effect from and after July 1, 2010.
