1. Overview: PECC2 went public in 2007 with Vietnam Electricity
Corporation (EVN) holding 51.26%. The companys current charter
capital is VND 44.4 billion.
2. Market position: PECC2s main expertise is in mechanics, transmission
line, hydropower plant & thermal power plants. The company has
involved in numerous large projects namely Ham Thuan Da Mi
hydropower plant, Dong Nai (3, 4, 5, 6, 8) hydropower plants, Phu My
(1, 2, 3) thermal power plants, O Mon (1, 3, 4, 5) thermal power plants, etc.
3. Strategy: PECC2 is aiming to accelerate its investment activities; the
company has finished investing in Srepok 4A hydropower plant with the
investment amount equaling 5% of Buon Don hydropower JSC (the
project owner)s charter capital. PECC2 is looking for a small-scaled
hydropower (around 20MW) to make investment. The company also has
increased its share in EVN International company.
Besides, PECC2 is trying to expand its business areas to providing
engineering & consulting services in irrigation and civil construction and

1. Overview: PECC3 originated from Power Design Department belonged to
Southern Power Company. The company went public in 2007.
2. Market Position: PECC3 is a subsidiary of EVN along with three other
engineering companies PECC1, 2 & 4. The company is also considered
one of the most prestigious local firms offering engineering consultancy
services for electricity generation and transmission. Compared with PECC1
& PECC2, PECC3s scale is not as large; however, the companys business
areas seems to be more diversified as the company has expanded to
renewable energy and nuclear power projects.
3. Strategy: PECC3 will continue to enhance quality of its core businesses.
Besides traditional power like hydropower and thermal power, it seems
that PECC3 is paying increasing attention to new sources of energy like
nuclear power and wind power. In the April, 2012, in the resolution of
PECC3s annual shareholders meeting; the company added some items in

its lists of business areas, notably including survey & design consulting
services for nuclear power plant. In 2011, the annual shareholders
meeting approved of the companys investment in two JSCs: EVN
International JSC and Thuan Binh Wind Power JSC. However, the

Thuan Binh JSC and EVN could not reach a final PPA yet.

1. Overview: Zarubezhneft is a Russia state-owned company, the company mainly
operates through its JV with PetroVietnam (PVN) called Vietsovpetro. The JV was
established under Inter-Government Agreement in 1981 with each party had 50%
stake. The agreement was re-signed in 2010; according to this agreement
PetroVietnam (PVN)s share was 51% while Zarubezhneft shared 49% and the JVs
term would be extended to another 20 years until 2030. Zarubezhneft is also a
major shareholder in VRJ Petroleum (Vietnam-Russia-Japan Petroleum) with a 50%
stake along with PetroVietnam (PVN) (35%) and Idemitsu Kosan (15%).
2. Market Position: JV Vietsovpetro is a major domestic oil producer which
accounts for more than 60% of Vietnams total output. The
company still
remains the key to current oil supply and there have been no signs of any
change in commitment between two countries: Vietnam & Russia. Vietsovpetro
JV operates seven fields, among its main producing assets are Bach Ho (White
Tiger), Mo Rong (Dragon) and Gau Lon (Big Bear) fields. Since the output in
old fields, notably Bach Ho (White Tiger) has declined steadily and the
company has shown little sign of involving in gas sector or refinery projects, it
is expected that, in the future, the role of Zarubezhneft in Vietnam will
possibly diminish.
3. Strength & Weakness: Zarubezhneft has subtantial exploration portfolio.
However, the company has limited developing projects, limited gas involvement
and no role in proposed refinery projects
4. Strategy: Zarubezhneft is trying to maintain its preferred partner status with
PetroVietnam (PVN) by offering equity in Russian upstream assets. Rusvietpetro
JV was established (Zarubezhneft: 51%; PetroVietnam (PVN): 49%) to develop
four blocks in the Nenets region. The blocks consist of 13 fields and have
estimated reserves of about 572 mn bbl. In July, 2010, it was reported that the
company was considering acquiring Blocks 05.2 & 05.3 in Nam Con Son Basin
off southern Vietnam either via Vietsovpetro or as a minority partner.

an evaluation, the company decided to exit the block. The company are
working with PetroVietnam (PVN), Vietnam Electricity Corporation (EVN), the
government of Vietnam and others to develop an offshore gas project and
transportation pipeline known as Block B Gas Project. Besides, Chevron also
has two subsidiaries and affiliates in Vietnam operating in lubricants and
asphalt businesses. Chevron Lubricants Vietnam Ltd manufactures and sells
motor oils & marine, industrial and specialty products via 55 distributors to
more than 12,000 retail outlets nationwide. Chevrons lubricating oil blending

Janakuasa Sdn Bhd is a Malaysian power generation company and is among a
few Malaysian power companies that are currently active in Vietnam. The
company began venturing into Vietnams power industry in January, 2009 when it
was awarded Duyen Hai 2 project by the Vietnamese government. This project is
a part of the governments Power Development Master Plan No. VI and also the
first project with Janakuasas involvement in Vietnam. It is said that Janakuasa
spent about two years pursuing the Duyen Hai 2 plant and won against many
much bigger rivals like Frances EDF. Janakuasa singed an MOU with Ministry of
Industry and Trade of Vietnam in April, 2011.
