It is February 17th, 2228, two hundred and five years since the Great War that reset the
clocks and sent parts of the world back to the Stone Age. Men, women, and children hid below
ground from the atomic fire, praying that they would be spared. Buildings were destroyed, cities
leveled, and some of the greatest feats of human engineering were wiped off the face of the
planet for good.
In Louisiana the Mississippi River now known only as the Black Water- flows free once
more, no longer fettered by levies and dams. Baton Rouge is a glowing pile of rubble, no longer
a proper city. Lafayette has been looted, torched, and leveled, with only a single town remaining
within its borders. But not all hope is lost. Not all of Louisiana has suffered their fates.
New Orleans is waking up. Shes starting to feel like herself again. The combined forces
of the Aristocracy, the All-Saints, and the Silver Dollar Sams have managed to get the city back
up and running. Every day boats pack the canals and sound of workers can be heard across the
city, and each night the lights shine on the water and music floats through the air.
But there are those who would take New Orleans for themselves. The Brotherhood of
Steel grows ever closer, having taken control of an Old World Vault to use as their headquarters.
However, where some fear an iron-fisted rule, many in New Orleans see only opportunity.
In the swamps to the east tribals grow restless, and people have begun disappearing in
the night. But these are just stories told to keep children from wandering off into the swamps,
which have their own, very real dangers. Mirelurks, yao guai, and deathclaws alike call the
swampy lands around New Orleans home.
Those are the problems of tomorrow, not today! Louisiana is alive again! Towns and
even a city have sprung up in the swamps. Sure there are some problems with raiders and
tribals, but the bright lights, sounds, and drink of New Orleans drown out all but the deepest of
sorrows! Soon the Great Festival, the ancient tradition of Mardi Gras, will begin and all of New
Orleans will be swept up in the celebration! Forget all your worries for a time, friends! Sit
back, relax, and enjoy yourself, for tomorrow you may die. Because after all
War. War never changes
kill and mash into the thick paste that every citizen of the Colony consumes while divers do their
best to brave the ruins beneath the Black Water for Old World treasures to sell for water from the
French Quarter and food that isnt made from mashed bug. Neither job pays well, and since
most of the radroaches are the size of small dogs, employees from both jobs tend to have low life
expectencies.
The Colony is part of New Orleans and therefore falls under the jurisdiction of the
Aristocracy. That being said, the people living there follow the lead of Regal Sam, a ghoul who
was once an Aristocrat himself before losing all of his money and being accused of turning feral.
He has, of course, not turned in the thirty years since his banishment, but without wealth, Sam
cannot buy prestige, and without prestige Sam cannot rejoin the Aristocracy. While originally an
arrogant, high-minded man, the decades Sam has spent in the Colony have humbled him and
made him a man of the people. He does his best to help the citizens of the Colony, but Regal
Sam is powerless against the Aristocracy and their lackeys.
Chems, especially Jet, are a massive problem in the Colony as the Silver Dollar Sams
will often beat anyone who doesnt buy the leftover shit they couldnt get rid of in Uptown or
Mid-City. Most citizens of the Colony that dont spend their days swimming in the murk or
chasing roaches sit around chemmed to their gills in Jet.
The French Quarter: The oldest section of New Orleans even before the Great War, the French
Quarter survived the floods following the War thanks to the state-of-the-art levy system, the
walls, and the nuclear powered pumps running through the city. Those within the French
Quarter quickly rose to power over the rest of New Orleans citizenry and established themselves
as the ruling elite: the enigmatic Aristocracy. Since the Great War, the Aristocracy has funneled
large amounts of resources and money into fortifying the French Quarter and turning it into a
veritable fortress.
The walls surrounding the French Quarter were reinforced and heavily
outfitted and highly-trained guards patrol the walls and streets of the Quarter.
Once the district was secured, the Aristocrats hired scavengers and wastelanders in the
surrounding ruins to refurbish the buildings and streets of the French Quarter. It took years, but
the result is a piece of the wasteland that looks untouched by the Great War. Those who
survived the work were given bottle caps by the Aristocracy, as they were small and plentiful,
but ultimately worthless. The Aristocracy claimed that these caps were currency, and their lies
quickly became the truth as the workers started using Caps to buy and sell goods and services.
As the years passed, several members of the Aristocracy transformed into ghouls, much
to their horror. Rather than let themselves be demonized or exiled, the ghouls managed to turn
their transformation around into something positive for themselves. Rather than being called
monsters or zombies, the ghoulish Aristocrats claimed that their longevity only served to
reinforce their inherent right to rule over New Orleans. All non-ghouls were expelled from the
French Quarter and forced to settle in other parts of New Orleans, establishing the districts of
Mid-City and Uptown.
Fearing that Uptown and Mid-City wouldnt need them, the Aristocracy hired several
gangs that were forming in the ruins, equipped them with the best weapons they could find, and
sent them out into the districts to ensure that they couldnt become fully self-sufficient. Water
purifiers were smashed, crops and food stores were destroyed, and the people of New Orleans
remained bound to the Aristocracy. Of these gangs, the Silver Dollar Sams rose to prominence
and became the premier gangsters of New Orleans.
Today, the French Quarter keeps control by owning the Rail Yard (which employs many
of New Orleans citizens), controlling the Silver Dollar Sams, and holding the only large scale
water purifiers in the region.
purifiers for themselves, they cant produce enough clean water for large scale agricultural
projects or even groups numbering in the double digits.
The French Quarter is run by the Aristocracy, which is turn is lead by the Marquis, the
oldest of the ghouls living in New Orleans. He is a level-headed, calm, and calculated individual
that weighs his decisions carefully before choosing a course of action. Under the Marquis
leadership, New Orleans grew from a handful of ruined houses into the only real bastion of
civilization in the Great Bayou. What his plans are for the future? Only the Marquis knows.
Since its founding, the French Quarter has been besieged no fewer than thirty times by
various rebel groups trying to overthrow the hardhearted Aristocracy. To date, none of these
rebellions have been successful, leaving the members floating face down in the citys canals.
The Hanging City of Danziger: Old Danziger Bridge was a pre-War masterpiece of
engineering and construction, so much so that it actually continues to function today. While the
term city is loosely applied at best, Danziger is a fully-functioning town that serves not only
as a residential area, but separates New Orleans from the dangers of the Great Bayou thanks to
the fact that its the only place left where one can cross the Black Water.
Danziger is separated into two sub-sections: Waterside and Topside. Waterside is the
poorer of the two regions and is owned almost entirely by the Pontchartrain Boat Service, which
in turn means its owned by the Silver Dollar Sams (and through them, the Aristocracy). It
serves as the hub for fishermen and the boatmen that ferry folks through the canals, as well as the
docks for traders from the Bayou to come in and unload their wares.
The inhabitants of
gangs. Crime is, unfortunately, an everyday occurrence as the Silver Dollar Sams and the Blue
Note Boys continue their war for the citys canals. Most of the time, however, people know to
duck out of an area before the two gangs roll in, keeping civilian casualties to a minimum. The
All-Saints have a solid presence in Mid-City and do their best to keep the gangsters contained to
certain areas and keep unaffiliated criminals to a minimum.
In many ways, Mid-City is the heart of New Orleans. It connects the other districts and
the only way into the French Quarter is through Mid-City. As such, the canals, bridges, and
boardwalks of Mid-City are constantly choked with traffic, no matter the hour. The only part of
New Orleans not connected to Mid-City is the Rail Yard, which suits the people of Mid-City just
fine. The Aristocracy doesnt pour a lot of money into Mid-City, but they have a vested interest
in keeping the economy thriving and the people there relatively happy. The residents of MidCity almost never go hungry, but nor are they rich by any stretch of the imagination.
The Blue Note Boys are headquartered in Mid-City, with their base of operations situated
in Old Finn McCools Pub. Not only does this serve as their headquarters, but its also the most
popular watering hole in Mid-City.
The Rail Yard: What once served as New Orleans hub of land-based commerce has become
the most dangerous part of the city. The Rail Yard was rebuilt and refurbished with pre-War
factories restored and put into production so that goods can be manufactured and sold for the
benefit of the entire city. Those who arent fortunate enough to get a job in Mid-City or Uptown
are employed in the Rail Yard. The Rail Yard is owned by the Aristocracy through Madame
Goldenrod (Martha Gosnold), who in turn employs members of the Silver Dollar Sams to serve
as her yard supervisors. Anytime a worker gets unruly, one of the Sams comes in to beat the
rebellious spirit right out of them.
Despite the dangers of the Rail Yard the Sams are brutal supervisors and the machines
have been known to eat workers- a significant portion of New Orleans working population is
employed there. Labor is divided between factory workers who oversee machines and keep
them in working order, scavengers who take pre-War junk and scrap parts to be smashed down
into raw materials for the factories to turn into goods.
A few engineering-minded workers have been conscripted to dig out an old pre-War train
and get it up and running while others are building a railway. Madame Goldenrod has heard that
the town of Cypress Union is starting to grow, and with the Brotherhood of Steel setting up shop
near Sulphur and Boomtown, she wants to ensure that her goods and products will be the first to
reach these settlements. These new settlements are opportunities, and the Aristocracy is always
looking for new ways to profit.
Super-Duper Towne: The Big Easy has changed a lot since its heyday back before the Great
War. Broken levies, drowned districts, and the massive influx of slavers and criminals has
contributed to the degradation of civilization in the greater New Orleans area. While the city
itself is a one-of-a-kind jewel in the wasteland, it lacks order. It lacks structure. It lacks proper
civilization.
But there is a shining beacon of light in this den of darkness and shadow, and within it
stands an order of valiant knights, sworn to defend the innocent and punish the wicked that
would attempt to bring harm to New Orleans and her people. It is said that anyone with a stout
heart and a willingness to learn can join the All-Saints, although the Knights Tryouts are
difficult and it is known that many have died trying to complete it.
The Superdome itself is a veritable fortress of steel and concrete. Massive doors that can
only be opened from within are powered by a combination of solar batteries and microfusion
breeders. Automated turrets that constantly scan for enemies of the All-Saints, ready to open fire
at the slightest provocation.
settlement built within the ruins of the pre-War worlds largest store. While the Aristocracy was
building New Orleans, the All-Saints were securing the lands around the Superdome and
plundering the local buildings for supplies and survivors. When the Black Waters came in, the
All-Saints and other refugees worked to build barriers from cars, concrete road barriers, shelving
units, and any other junk that they believed to hold back the water. Over time these impromptu
barriers were upgraded into proper walls with integrated pump systems, although the leaks still
spring up from time to time.
The citizens of Super-Duper Towne range from your typical human to a ghoul not
wealthy enough to live in the French Quarter but not shameless enough to call the Colony home
to super mutant refugees from the west. The homes of Super-Duper Towne provide modest
living accommodations at low prices. The entire districts survives on two trades: the scrap
industry and agriculture. Scrap is sold to the Rail Yard for use in their factories, while the crops
grown on the old Field of Glory in the center of the Superdome is sold to the French Quarter in
exchange for water.
Super-Duper Towne and the All-Saints that oversee the district are part of New Orleans,
although the Saints are beholden to the Aristocracy. Rather, the All-Saints are considered equals
in the eyes of all of New Orleans citizens except the Aristocracy and the Silver Dollar Sams,
thanks to their almost complete control of the regions agricultural resources. Without the corn,
tatos, razorgrain, and potatoes grown on the Field of Glory, the people of New Orleans would
starve. However, they All-Saints dont have a water purifier capable of creating enough clean
water for their plants, forcing them to work alongside the Aristocracy.
Uptown: Uptown is the district for those who are too wealthy to be seen in Mid-City, but lack
the proper connections or radioactive conditions to set up residence in the French Quarter. Those
in Uptown rarely have to work, and if they do it tends to be a discussion with another resident of
the district who happens to own a competing business. The buildings in Uptown, while certainly
nice in design and sturdy in construction, are old and havent received the same care as those in
the French Quarter. The Black Water running through Uptown has been slowed by the strategic
use of levies and dams to the point where the water is still, making it much safer to traverse.
There are less citizens living in Uptown than in most other districts, giving the area a
sense of openness not found in Mid-City or Super-Duper Towne. Armed and armored guards
patrol the walls and have sentry towers positioned so as to cover the entire area. Each of the
guards is a privately hired mercenary, although some are Sams or Blue Note Boys working under
cover. These guards tend to shoot first and ask questions later, a staple trait in the wastelands.
Uptown is firmly allied with the French Quarter, as many of the citizens of Uptown are
petitioners trying to join the Aristocracy themselves. The Silver Dollar Sams are headquartered
in Uptown in the Continental Hotel, and Old World luxury hotel run by Winston, a close friend
of Fat Frankie. Despite their headquarters sitting in the middle of Uptown, the Sams dont have
much presence in the district. Some people believe its because the people of Uptown are afraid
of the Sams, but most agree that its because the Marquis doesnt want his goons terrorizing the
wealthiest citizens of his city.
Violence in Uptown is nearly non-existent, although the occasional dust up between the
Silver Dollar Sams and the Blue Note Boys has been known to deal some property damage. For
the most part, however, these fire fights occur in the less inhabited parts of the district, as neither
gang wants to earn the ire of the Marquis.
Vault 28: Built within the confines of New Orleans Mid-City, Vault 28 was an experiment in
dividing people into different levels and forcing them to compete with one another to rise to the
top. Rather than having a single Overseer, Vault 28 had a ruling council of twelve Overseers
that would determine what sorts of tests would be issued at the end of each month to the
residents of Vault 28. Due to the constantly shifting nature of ones caste, residents of Vault 28
tended not to form lasting bonds with one another, as one never knew if a friend was true or just
waiting for your guard to drop so they could use you as a stepping stone in the next months
competition. The ultimate goal of any true Vault 28 resident is to join the Council so that they
can dictate the rules of each months competition. The last thing anyone in Vault 28 wants is to
fail out of the Vault and be exiled- forced to live among the savages outside of the Vaults walls.
While Vault dwellers that are exiled are never allowed to return to Vault 28, members of
the top two levels and Councilors are allowed to freely leave and enter the Vault, usually on
diplomatic and resource-gathering missions. For most, a life lived entirely within the walls of
Vault 28 is all that is expected, and truly all that is desired.
West Bank: The slums of New Orleans, West Bank is the home to New Orleans poorest
residents and is one of the worst places to live, second only to the Colony. Most of West Bank
isnt even built on dry land, as the Black Water has completely overrun the historical region for
which it was named. There are three levels of West Bank that are constantly changing as the
tides of the Black Water rise and fall.
The citizens of West Bank work in the Rail Yard almost to a person, sailing junks across
the Black Water to the Yard at sunrise and working until sunset. Violence and chem use run
rampant in West Bank as well, and the Sams and Boys are constantly firebombing one anothers
safe houses in the region. This has turned the region into one of chaos and fear, and a place that
few want to venture.
The All-Saints attempted to mount a campaign to bring stability and civilization to West
Bank, but after initial signs of success, the people of West Bank rose up against them, driving the
Saints out and resuming their hedonistic and self-harming ways. Since their failed campaign, the
All-Saints have all but ceased attempts to restore order to the district. Instead, the Silver Dollar
Sams and Blue Note Boys have both turned West Bank into a recruiting ground of sorts, taking
younger inhabitants looking for any way out of the district and using them to complete more
dangerous jobs until they prove themselves. With the absence of the All-Saints and the citys
two gangs using the district as a war zone, it falls upon do-gooder citizens of West Bank to keep
their home safe. There are very few do-gooder citizens in West Bank.
Despite all of this, West Bank has a thriving black market economy thanks to its isolated
location keeping it away from the eyes and ears of the Aristocracy- and the lack of walls that
allows outsiders to sail right in and deal with the inhabitants directly rather than go through the
Pontchartrain Boat Service in Danziger. While no one knows for sure, its believed that the
members of the enigmatic August Revolution run this black market and are keeping several
safe houses in the district.
weapons and ammunition. These patrols never found a sizeable amount of energy cells and
microfusion cells, but they found plenty of standard arms ammunition and several suits of T-45d
Power Armor in the Jackson Barracks. The soldiers trained the All-Saints and Falcons in the use
of the weapons and power armor, allowing for farther-reaching and more thorough sweeps
through the city ruins.
Over the years the All-Saints as the inhabitants of the Superdome came to be calledconducted various sweeps, raids, and crusades throughout the ruins of New Orleans in hopes of
quelling the chaos and anarchy and establishing some semblance of order and civilization. It was
during these years that the All-Saints first encountered the Aristocracy in the French Quarter.
While relations between the two groups were strained at best, the All-Saints and the Aristocracy
agreed to trade food for water. The ghouls would be able to eat, and the All-Saints could
maintain their crops on the Field of Glory with the purified water from the French Quarter.
While the All-Saints had managed to establish trade relations with the Aristocracy and
even carved out a small patch of civilization around a Super Duper Mart sitting in the shadow of
their fortress, their crusades were chalked up as a failure in the long run. For every feral ghoul or
raider they put down, it seemed three more were there to take its place. Instead, the All-Saints
focused on reinforcing the area around the Superdome and the Super Duper Mart, building walls,
constructing automated turrets, and training the fans and few locals they had found to fight.
Nearly twenty years passed before the All-Saints were approached by emissaries from the
Aristocracy and a new organization: the Silver Dollar Sams. Together, the three groups managed
to carve a bit of civilization in New Orleans and even helped build the great walls that surround
it today. Refugees from across the Great Bayou heard of New Orleans and its relative safety,
and the population of the city grew. Mid-City, Uptown, and West Bank were established and the
Aristocracy and the Silver Dollar Sams quickly took control. The All-Saints were forced back
into Super Duper Towne, much to their chagrin, but they dare not risk the destruction of New
Orleans in a war for its control.
With the arrival of the Brotherhood of Steel in the west, the All-Saints may be
reconsidering their thoughts on eliminating the Aristocracy and the Silver Dollar Sams (and
likely the Blue Note Boys as well). Several members of the Brotherhood have approached the
All-Saints and begun discussing the possibility of an alliance between the two factions. The
current Coach is considering the offer, but he has yet to make a final decision. Many of the AllSaints support the idea, but others want to make sure that the Brotherhood of Steel has the good
of New Orleans at the forefront of their minds.
The standard armaments for the All-Saints are the T-45d Power Armor, brought in by the
National Guard soldiers from Jackson barracks. Only the most elite warriors of the All-Saints
are permitted to use these suits, which have seen significant use and wear and tear over the
decades. Lesser warriors are given combat armor if they can find it or reinforced suits of metal
armor. The old uniforms from pre-War times are left in the Hall of Heroes to be honored by the
All-Saints of today. Standard arms include spears and bumper swords for close combat and preWar assault carbines for range. A rare few have access to AER9 Laser Rifles, but most have
been lost in the last few decades. These weapons are kept in pristine condition at all times, for
replacement parts are few and far between.
While the All-Saints certainly want the best for New Orleans and its people, but what
they consider to be the best course of action may not exactly be the best for the people. The
leader of the All-Saints, Coach Cothren, wants to eliminate the Silver Dollar Sams and the Blue
Note Boys stopping the violence and destruction their gang wars have wrought.
The
Aristocracy doesnt need to be completely eliminated per say, but Cothren believes that certain
members, particularly the Marquis, need to be removed from power. Wiping out the entire
Aristocracy would destabilize the French Quarter and possible disrupt the flow of safe water in
the city. The August Revolution needs to be quelled, although they could be used to help the
citizens of New Orleans while the battle rages. However, as they appear to be complete
anarchists, the August Revolution may need to be destroyed as well, in case they attempt to
destabilize the All-Saints as well. The Brotherhood of Steel is a bit of a wild card in Cothrens
mind. They claim to have a similar military background and want to fight for the betterment of
humanity, but some of their actions out in the Bayou have been less than heroic.
The Aristocracy: Its good to be on top. This is the mantra uttered or though by every
member of the Aristocracy each and every day, and few can disagree. The Aristocracy is a
group of well-to-do ghouls from the pre-War era that are the self-proclaimed rulers of New
Orleans (not that anyone else disagrees). Most of them are either Old Money from before the
Great War or quickly worked their way to the top after the bombs fell, whether through looting,
honest trade, or even cold-blooded murder. Together the eight true Aristocrats and the dozens of
lesser members control the single-largest source of clean water and own almost eighty percent of
New Orleans either directly or through various alliances and agreements with lesser groups.
The Aristocracy is seated in the French Quarter, which they tirelessly worked for decades
to restore to its pre-War glory. Now the Quarter looks as good as it did before the Great War, if
not better, and the Aristocrats get to enjoy luxuries from their past lives, something that others
can only dream of. Each of the eight Aristocrats owns their own homestead usually a grandiose
pre-War building- but they all come together at Beau Chene to meet and run the day-to-day
issues of the Big Easy under the iron-handed guidance of the ghoul known only as the Marquis
(real name: John Robert Villeneuve, not that anyone knows).
Aristocrats outwardly proclaims that they are all equal, or at least not on the bottom rung,
everyone in New Orleans knows that it is the Marquis that runs the city.
The Beau Chene is the Marquis personal mansion converted from a pre-War country
club that sat along the Mississippi River before the Great War. It survived the bombs entirely
intact, but once the Marquis claimed it he immediately set out renovating the place, converting
into a mansion that would serve him as a home and as a stronghold in the wasteland. Some of
the technology used by the Marquis to reinforce his home is similar to that used by Vault-Tec
before war and by the All-Saints to transform the Superdome into the fortress it is today.
For the most part, the Aristocracy believes itself to be the last bastion of real civilization
and culture in the Great Bayou. To them, all others are either dirty laborers pretending at
civilized manner at best or savage tribals with no concept of civility and culture at worst. They
have taken it upon themselves to instill some pride and culture in the masses and will send out
servants (human and ghoul alike) into the city in search of promising individuals. Men, women,
and children that seemingly possess an artistic or musical talent, are clearly more intelligent than
others around them are taken into the French Quarter where they work for the Aristocracy for
the betterment of New Orleans.
The various members of the Aristocracy suffer from various degrees of vanity. Many of
them realize that their appearance is hideous something that cant be changed regardless of
their wealth and influence. The more self-conscious Aristocrats will do whatever they can to
draw attention away from the fact that they are ghouls. Fancy clothes from before the Great War
or designed by their servants, ornate gala masks, exquisite colognes and perfumes so as to
remain refined at all times.
In order to perpetuate the appearance of dignity, culture, and refined taste in all things,
the Aristocracy pays huge sums of Caps to anyone that brings proof of an exterminated feral
ghoul.
Feral ghouls are hated by the Aristocracy due to their lack of control and their
enslavement to their base emotions, and their constant running around trying to eat people makes
the ghouls of the Aristocracy look bad. Image is important to the Aristocracy, and feral ghouls
are very, very bad for their image. Enemies of the Aristocracy claim that the ghouls running the
city will inevitably turn feral and plunge New Orleans into chaos. Outwardly the Aristocrats
scoff at the notion, but many of them fear that very eventuality.
While the Aristocracy goes to great pains to come across as socialites and the elites of the
civilized world, they have many dark traits and secrets they keep hidden from the public eyes.
The Marquis has close ties with Francis Fat Frankie Tomasino, the kingpin of the Silver Dollar
Sams and uses the gang to enforce his will upon the poorer sections of New Orleans that are slow
to bend the knee. Such is his control over the Silver Dollar Sams that most people in New
Orleans understand that Fat Frankie is truly nothing more than a puppet to the Marquis, who is
the real power behind the gang.
Through his dealings with the Silver Dollar Sams, the Marquis is known to buy slaves
and set them loose in the swamps and ruins around New Orleans to be hunted down for sport by
the various members of the Aristocracy and hopefuls from Uptown. Few slaves escape this fate,
but those that do tend to be recaptured by the Sams for the next hunt and those that are killed are
sold off to the Sawney clans that live in the swamps outside of New Orleans.
Through the Silver Dollar Sams, the Aristocracy deals and dabbles in the chem trade.
The chem trade funds many of the Aristocracys events and parties, but most of the money is
saved for the annual Mardi Gras celebration an ancient festival of debauchery wherein the
entire city celebrates for at least a week, giving into their most bestial urges without fear of
reprisal. Anything goes during Mardi Gras, and the Aristocracy stands only to earn a profit from
it all.
While many people villainize the Aristocracy and truly many of the Aristocrats are
villains- they are responsible for the security of New Orleans and have made the city nearly
impenetrable. The walls surrounding the districts were built on the Aristocracys dime, the
guards patrolling said walls are on the Marquis payroll, and many of the weapons used by the
All-Saints were found by scavengers hired by the Aristocracy, refurbished by gunsmiths in the
French Quarter, and sold to the All-Saints at a fair price. They may be looking out for number
one, but no one can deny that the Aristocracy believes that a secure New Orleans is in their best
interest.
There is unrest in New Orleans. Different groups are vying for power and influence. The
canals are turning red as the Silver Dollar Sams and Blue Note Boys continue their war. The
All-Saints want to put an end to it once and for all, while the August Revolution wants anarchy
in New Orleans. Through it all the Aristocracy remains a rock, a stable foundation for the city
they hold dear. For the most part the various Aristocrats want to maintain the status quo. The
August Revolution must be crushed and the gang war needs to die down to a more manageable
affair, and the All-Saints should maybe have a sizeable portion of their crops destroyed to put the
Aristocracy firmly back on top, but for the most part the Aristocracy maintains its position as the
absolute ruling faction of New Orleans, and they want to keep it that way.
The August Revolution: Vivre la Rvolution! A gang of well-intentioned extremist
revolutionaries based in West Bank. They have a noble goal: free New Orleans and her people
from the tyranny of the Aristocracy. Led by the young and charismatic Sydney Gabelle, the
Revolutionaries formed after years of oppression and an unwillingness to mire about in the muck
while the Aristocracy sits high and mighty in the paradise that is the French Quarter. Tired of
being spit upon by the Aristocracy and beaten into the ground by the Silver Dollar Sams, the
August Revolution has spent the better part of the last six years working to unite the citys
laborers into one, cohesive force so they can stand against the Marquis and Fat Frankie. They
were successful for some time and even managed to firebomb a few Silver Dollar Sam safe
houses, but theyve fallen apart when their old leader, Adam Sinclair, was killed by a Sam hit
squad.
Now the August Revolution is fractured. While Sydney is doing his best to keep things
together, the members all have different ways they want to achieve their ends. Some call for the
continued pacifist methods of charity to gather support for their cause, while others want to burn
the French Quarter to the ground, and maybe Uptown and parts of Mid-City for that matter. Still
others want to leave New Orleans entirely, as the city wont be able to function without the work
force. This last argument tends to be silenced with questions of where theyd go. Despite all of
the hardships they suffer at the hands of the Aristocracy, New Orleans is still much safer than the
Great Bayou.
Right now Sydney is leaning toward violence, as the majority of his followers are
screaming for vengeance. While nothing has been solidified and no alliances have been made
official, the August Revolutionaries are buying arms from the Blue Note Boys and Sydney has
been seen meeting with Mackenzie the Knife in the Domino Lounge. Whispers have been
moving along the canals, and if there is any substance to them, this Mardi Gras will be even
more memorable than the rest.
The August Revolutionaries want to eliminate the Aristocracy and the Silver Dollar Sams
(or at least Fat Frankie and his underbosses). Right now they consider the Blue Note Boys to be
their allies, or at least temporary allies, and there are no plans to move against Mackenzies
Boys. The All-Saints are a bit of a quandary for Sydney and his Revolutionaries- the All-Saints
have done undoubtedly good works for the people of New Orleans, but the Coach leads the AllSaints with absolute rule and could easily become a tyrant if installed as the leader of New
Orleans.
Sydney himself has considered becoming New Orleans leader himself, although he fears
that the power may corrupt him. He also knows that Regal Sam, the true leader of the August
Revolutionaries, would disapprove of a single person lording over New Orleans. For now,
though, Sydney Gabelle just wants to see the Aristocracy gone forever.
Unknown to most of the August Revolutionaries, Regal Sam, the leader of the Colony,
also leads the August Revolutionaries. It is his knowledge from his decades as an Aristocrat that
has allowed the Revolutionaries to hit their enemies as hard as they have. However, unknown to
even Sydney, Sam doesnt intend to let the Revolutionaries dispose of the entire Aristocracy, just
the Marquis and the others that exiled him. Once his old rivals are gone, Sam plans on taking
over New Orleans as the new Marquis and maintaining the status quo after the elimination of
the August Revolution that is.
The Blue Note Boys: "Laissez le bon temps rouler!" Originally a small gang of like-minded
musicians and thieves from Mid-City, the Blue Note Boys have grown into a powerful criminal
organization that control much of the city. The very first Blue Note Boys were a gang made a
name for themselves after finding a cache of instruments and functioning jukeboxes. With a
little bit of spit and polish, the Blue Note Boys managed to get an old Mid-City jazz club the
Domino Lounge- back up and running and now they pull in an insane amount of Caps every
Friday night in their clubs, which now number in the dozens.
Each member of the Blue Note Boys is a skilled musician as well as a capable brawler
and gunman in his or her own right. This need for violence came during the formative months of
the Blue Note Boys, as the Silver Dollar Sams tried to exterminate them out of fear of the Boys
becoming a rival gang in New Orleans. The Blue Note Boys held their own, but were slowly
being overwhelmed by the Sams, who had access to more money and better weapons.
Fortunately, the leader of the Blue Note Boys (at the time a man named Joseph Buddy King)
appealed to the Aristocracy, pointing out that his gangs musical talents far surpassed anyone
elses and therefore the gang should be spared if only to provide the Aristocracy with the citys
finest entertainers. The Aristocracy put it to vote and ordered the Silver Dollar Sams stand
down, much to the displeasure of Sam Marcello, the leader of the Sams at the time. The
Aristocracy began hiring several Blue Note Boys, and the Marquis even put a few on retainer.
Now the Blue Note Boys own several clubs across the city, many of which serve as safe
houses for its members. Rumor has it that the Blue Note Boys also shelter fugitive members of
the August Revolution, keeping them safe from the Silver Dollar Sams and the Aristocracy.
Assuming the rumors are true, no one is certain as to why the Blue Note Boys would protect the
enemies of their benefactor. Some people think its just to piss off the Silver Dollar Sams, as the
Boys and the Sams cant engage in open combat after the declarations made by the Aristocracy.
Each year at Mardi Gras, the best of the Blue Note Boys are hired by the Marquis to play
during the opening ceremonies of the festival. This also doubles as a major recruitment period
for the Blue Note Boys, as they can seek out and hire on prospective musicians. King had
performed each year for the last forty years, but after stepping down from the role of Maestro,
this Mardi Gras will be led by Mackenzie, the current Maestro.
Mackenzie joined the Blue Note Boys at a young age, originally planning on working as
an honest musician, a pianist, under the tutelage of First Chairs and the Maestro. Unfortunately
her dreams were cut short when a group of Silver Dollar Sam gangbangers slashed her face and
smashed her fingers. While her hands healed, Mackenzie was left with a Glasgow smile and
fingers too clumsy to play an instrument. It did not, however, leave her too clumsy to kill, and
gave her a razor focus- wipe out the Silver Dollar Sams. In the year since shes become the
Maestro of the Blue Note Boys, Mackenzie the Knife has begun plotting the death of Fat
Frankie and the destruction of the Silver Dollar Sams.
One thing the Blue Note Boys control that give them an edge over every other
organization in New Orleans is their command of the New Orleans Radio Station. Run by a
ghoul disc jockey named Deuce, the Blue Note Boys use it to play music for the city to enjoy,
and occasionally advertise their shows and certain businesses. They certainly have no ulterior
motives for their radio station.
The Blue Note Boys have a very specific agenda: eliminate the Silver Dollar Sams and
put themselves at the top. Mackenzie wants revenge for what happened to her more than
anything, but she also likes the idea of being the queenpin of New Orleans walks and canals.
Fortunately, the Blue Note Boys goals only require the elimination of the Silver Dollar Sams.
The Aristocracy will still be their benefactors, the All-Saints will still be the do-gooders in the
city, and the August Revolution can serve as a handy distraction during their moves against the
Sams. Once Fat Frankie and his goons are out of the picture, the August Revolutionaries might
need to be quelled, but otherwise, the Blue Note Boys only want to play nice with every other
gang in New Orleans.
The Silver Dollar Sams: No one fucks with the Sams. Words to live by for any member of
the Silver Dollar Sams, New Orleans oldest and arguably most dangerous gang. Led by Francis
Fat Frankie Tomasino (who took the leadership position after killing Marcello at the behest of
the Aristocracy), the Silver Dollar Sams are the most successful and powerful mob family in
New Orleans and had spent the past eight decades taking over various parts of the city thanks to
their connections with the Aristocracy. They had a rough start during the pacification of New
Orleans where the All-Saints nearly wiped them out, but before the self-proclaimed Champions
of New Orleans were able to deliver the killing blow, the Silver Dollar Sams had gotten in bed
with the ghouls running the city. This alliance proved to be their golden ticket to the good life,
as the Sams went from being one of six gangs fighting just to survive to the premier gang of New
Orleans.
Nowadays the Silver Dollar Sams run an entire black market industry of chems and guns,
getting supplies from the more openly corrupt members of the Aristocracy including, its said,
the Marquis himself! They also run a few side businesses including being the slum lords in most
of West Banks homes, serving as the foremen of the Rail Yard, muscling poorer merchants in
Mid-City to pay protection fees lest they get set upon by neer do wells (although it should
be mentioned that anyone outside of the Silver Dollar Sams that messes around with a business
protected by the Sams will be punished severely, so its not entirely a racket), and running their
most successful front: the Pontchartrain Boat Service and Guild of City Boaters. Some honest
and not-so-honest folks have done what they can to weaken the Silver Dollar Sams, but Fat
Frankie has his boys so well entrenched in the workings of the city that it would take a miracle to
get them out of New Orleans.
Its also widely believed that the Silver Dollar Sams dabble in the slave trade at the
behest of the Aristocracy. However, no one knows if thats true or if its a rumor spread by the
Sams professional rumor mongers to keep would-be heroes from acting up. After all, why
bother trying to change things if it means your husband or you wife or you children or your best
friend suddenly get sold to cannibals? Despite what the rumors may or may not say, its a wellknown fact that people who piss off the Silver Dollar Sams have a tendency to up and disappear
into the night. Oh, and that tribal you saw at the Continental last night was definitely not a
member of the Sawney tribe. Definitely not.
So the Silver Dollar Sams have it good. They may be the lapdogs of the Aristocracy, but
Fat Frankie and his underbosses are wealthy beyond their wildest dreams (although said dreams
grow wilder every day), they command respect and fear along the boardwalks and canals, and
with the Aristocracy at their backs, no one is dumb enough to fuck with them, right? Despite all
of this, however, people are beginning to whisper that the Sams days are numbered in New
Orleans. The Blue Note Boys gang is surging in influence and power, especially in Mid-City.
The All-Saints are starting to build their own large-scale water purifiers, which would grant them
complete independence from the Aristocracy and therefore render the Sams protection via their
alliance moot. Even the August Revolutionaries are getting gutsy, with supposed members (no
one really knows since it is a secret organization after all) ambushing and murdering members of
the Silver Dollar Sams in broad daylight. And to top it all off, the Aristocracy hasnt put their
foot down about any of this. Some say that the Marquis has ordered the rest of the Aristocrats to
wait and see if the Sams can fend for themselves or if perhaps its time for the ghouls to find new
friends to do their bidding.
Through all of this Fat Frankie has maintained an air of confidence and calm. Hes
openly admitted to his underlings that times are tough, but the best coins are made in the hottest
fires and this is just another chance for the Silver Dollar Sams to prove that they run this
fuckin city, and aint no snot-nosed brat gonna tell us otherwise.
The Silver Dollar Sams want to ensure that they remain the hired guns of the Aristocracy,
and to this end they know theyll need to get rid of the Blue Note Boys. Fat Frankies first
priority is locating Mackenzie, the girl with the Glasgow smile and the leader of the Blue Note
Boys. Taking her out would weaken the Blue Note Boys considerably and possibly convince
some to turncoat over to the Sams. Once the Blue Note Boys are out of the picture and the
canals are back in the hands of Fat Frankies boys, the August Revolutionaries are next, though
Frankie doesnt want them completely wiped out, as they make for easy money from the
Aristocrats. Finally, the All-Saints should either be completely wiped from the earth no easy
feat with their Superdome fortress and power armor- or at least have their water purifier projects
destroyed and enough of their seeds stolen to let the Aristocracy start their own agricultural
projects to slowly choke out the All-Saints.
over the side of the Mississippi Moon. People thrown overboard are sometimes offered the
chance to get back on the boat- at triple the usual rate.
The owner, proprietor, and captain of the Mississippi Moon is Hamilton Chase, a man
whose past is a mystery, but with a laugh that can draw a smile from even the poorest of sports.
Despite his geniality, the wise know not to cross Hamilton, as he carries himself like a naturalborn killer. The truth is that Hamilton used to be a member of the Silver Dollar Sams, although
he swore them off after he was left for dead floating in the docks of West Bank. Using nothing
but the Caps to his name and some good, honest labor, Hamilton broke his back funding the
Mississippi Moon and spent the last six years cultivating his image.
When Fat Frankie and the Sams caught wind of his success and figured out who he was,
they threatened to reveal his origins unless he helped them out. Now, Hamilton tries his best to
keep rumors of drunks and losers from being kidnapped and Shanghaied from his boat. He may
need some help soon, and the man would be willing to pay a small fortune to keep his name and
legacy clean.
The Pontchartrain Boat Service and Guild of City Boaters: More commonly called the Boat
Service of Boat Guild, the Pontchartrain Service provides transportation to both businesses and
the private citizens of New Orleans. They have been a prominent guild for the last fifty years,
serving the great New Orleans area and traveling as far as Fishtown to the west, Boeing to the
south, and north past Baton Rouge when necessary. Its believed that the Pontchartrain Service
might have some ties to the Silver Dollar Sams and its said that those who go against the
Pontchartrain Service or the Sams wind up nailed to the underside of the Guilds boats.
Boomtown: Built in a crater made by an atomic warhead detonation, Boomtown has become a
prosperous mining settlement thanks to the iron cache the explosion unearthed. Once a few
prospectors located the ore, a town sprung up almost overnight (hence the name). When the
Brotherhood of Steel arrive in the area they immediately took over the town and began churning
out iron ingots at an incredibly high pace. The ingots, once refined, are sent back to Vault 47
and turned into weapons and armor with the use of the Vaults industrial machinery and
schematics.
The people of Boomtown originally tried to rebel against the Brotherhood of Steel, but
when they realized how much safer they were with power armored soldiers defending the walls
of their town all talks and acts of rebellion ceased. Theyve come to accept the Brotherhood and
some of the older boys and girls of the town have joined the Brotherhood of Steel as Initiates.
Camp Blue and Camp Gray: What were once simple, Civil War re-enactment camps are now
full-fledged battlefields and military encampments. Before the Great War the local re-enactors
were planning on doing the Battle of Fort Bisland. Everyone had been divided into their
respective armies and battalions, and more than a thousand people had arrived to watch the
history come to life. Then the bombs fell, killing many and sending the rest fleeing for their
safety. The leaders of the re-enactors tried to establish order, but failed. Soon everyone was part
of either the Union or the Confederacy and a real battle began when supplies from both
camps went missing.
For generations these two forces have been fighting one another, occasionally hiring
mercenaries or getting aid from the local tribes. For the most part outsiders stay away from the
ruins of old Fort Bisland, as they know full-well of the crazies fighting their endless war, a war
most of the participants no longer remember the cause of.
Despite their origins as Civil War re-enactors, the soldiers in both Camps use a myriad of
weapons, although a discovered cache of lever-action rifles has turned that particular weapon
into the main armament of both sides. Similarly, the uniforms of both armies arent those of
Union or Confederate soldiers, but those of wasteland tribes, although blues and grays are the
most prominent colors.
Thanks to several
generators and a steam plant the entire town has electrical power, enough to keep the computer
banks running.
The football and soccer fields were turned into fields for ranching and
agriculture, and a desalination plant was built to recycle liquid waste into drinkable water. The
president's laws are strict, but the citizens of Cypress Union are safe and secure behind their
walls and have plenty of living space and the ability to pursue a quality education.
While Cypress Union may lack the numbers of New Orleans or the security of the
Brotherhood lands not far from their westernmost border, they more than make up for it in self-
sufficiency and defensive posture. They also have a near monopoly on educational resources
thanks to the old universitys library and databanks, allowing the citizens of Cypress Union to
learn in safety what others have to risk life and limb to experience. The leaders of Cypress
Union are also the only ones that know that the Ruined Men are actually the inhabitants of Vault
99, although they are unaware of the Vaults mission.
The people of Cypress Union are somewhat xenophobic and tend not to trust outsiders.
However, given that the Brotherhood of Steel is encroaching upon their western border for a
possible battle, President Thoreau is more than willing to allow outsiders to enter Cypress Union
provided they can help Cypress Union weather the oncoming storm. However, outsiders are still
not fully trusted and dont have access to weapons merchants and the databanks or library.
Cypress Unions soldiers use assault rifles, carbines, military-grade handguns, and riot
armor taken from the police and ROTC barracks. While their armor is superior to that of most
other factions, they lack the ability to make new armor, instead being forced to rely on what they
already have and cobbling together inferior types of armor to give out to newer recruits.
Fish Shanty: A small village a few days west from New Orleans, Fish Shanty has the benefit of
being near a non-irradiated water source. This allows them to actually fish for creatures that
wont immediately poison and kill them. Demand from New Orleans means that Fish Shantys
citizens live comfortably, if not outright well. However, its a small town in the middle of the
swamp and therefore exposed to raiders and tribals that might try to harm the town. The people
of Fish Shanty have proven to be capable fighters and favor spears (which they use for fishing)
and hunting rifles.
Grand Isle Resort: A fairly recent settlement built on Grand Isle and funded largely (but not
entirely) by the Marquis, the Grand Isle Resort is the last stop along the Mississippi Moons
voyage. It is a selection of seven buildings restored to their pre-War glory to draw in patrons
from all across the Bayou and beyond, as far away as the Texan cities of Carbon and Los. It
boasts strong walls, plenty of entertainment in the form of shows, gambling, a rebuilt and
restored amusement park, and beaches free of radiation and mutated monsters.
Not everything is as it seems, of course. The workers at Grand Isle Resort are all slaves
owned by various Aristocrats. Unlike in New Orleans where most work is contracted out to the
Silver Dollar Sams, the Marquis has started up and funded a new mercenary company, the Red
Jacket Company, to protect his newest investment. While the Sams have proven incredibly
effective in the city, they are not a proper military organization, and his faith in Fat Frankie has
faltered in recent months as the gangsters have failed to eradicate the Blue Note Boys
opposition.
Parkinrag: Far from the center of Baton Rouge is a small town built within the fairly wellmaintained ruins of a pre-War parking garage, Parkinrag is a small, yet prosperous town that
boasts its own farm and garden. Flooding from the Blackwater has rendered the bottom two
floors impassable, although the locals have compensated by turning the second floor into a dock.
Radiation from the ruins of Baton Rouge is always a problem, so the people of Parkinrag are
always looking for Rad-X, RadAway, and any sort of gear that can protect them from the
radioactive materials always flowing down the river. The top floor of Parkinrag has been
converted into a large garden that grows most of the food that the towns three hundred residents
need to survive. Mutant catfish from the Blackwater usually make up the rest of the towns diet.
The close proximity to Baton Rouge has resulted in Parkinrag being attacked by feral
ghouls and worse many times. As a result, the Commander of the Ruined Men has stationed a
small detachment of eight men and women to remain stationed at Parkinrag at all times. These
topsiders rotate in and out of Parkinrag each month, making it difficult for the citizens to get to
know them. However, those in Parkinrag are very grateful, and often send food and other
supplies back with the mysterious Ruined Men as a show of their gratitude.
Gulf: A small trade town built up from a collection of ramshackle shanties. Gulf was built in the
ruins of a Petro Chico boatyard that accepted shipments in from the oil rigs in the Gulf of
Mexico. For the most part, the people of Gulf sail out and scavenge old oil rigs and tankers,
although they also trade meat and fresh water. Thanks to a semi-functional GECK (origins
unknown), the people of Gulf are able to purify the water flowing from both the Black Water and
the salty waves of the Gulf of Mexico. The GECK is lacking in a few parts, which prevents it
from purifying soil and limiting the speed at which it can purify water.
Gulf is usually the Mississippi Moons first stop in any cruise, as Hamilton swears by the
Cajun-style mirelurk meat and the homebrewed beer that the people of Gulf more or less live on.
While its certainly no fancy New Orleans cuisine, the pleasure boats owner tells every
passenger they wont find better food anywhere else.
Little Shanghai: Doctor Alphonse Verrick was a genius in pre-War times, the undisputed expert
of eugenics and gene-splicing, and master of all things DNA. The mans advances in his fields
were legendary- second only to his renowned greed and complete lack of morals. It was a nobrainer that when the first stages of the American invasion of the Chinese mainland began,
Verrick would be hired to experiment on the Chinese POWs sent to the Little Shanghai POW
Camp in the Louisiana bayou. Chosen for its remote location, Little Shanghai became Verricks
main laboratory as he performed a variety of experiments to splice human DNA with that of
animals. In constant competition with West Tek (a competition that he was almost always
losing), Dr. Verrick began taking the DNA of some of Earths most dangerous and/or durable
creatures to create super soldiers.
While his experiments were almost entirely failures not even the genius of Dr. Alphonse
Verrick could allow a human to survive the horrible process of splicing rhinoceros DNA into her
genetic code- Dr. Verrick did manage to make many of his subjects resistant to the effects of
radiation. The Great War came and went unbeknownst to Dr. Verrick and his colleagues, who
were far and removed from the goings on in the world around them. While atomic fire rained
down on the surrounding countryside, Dr. Verrick continued working until the night he suffered
from a heart attack. His assistant found him the next morning, quite dead, and decided that it
would be a waste for the world to not have the genius of Dr. Verrick in it.
Verricks brain was placed within an advanced Robobrain chassis and restored to life.
However, death had taken its toll on Dr. Verrick, and the previous remorseless scientist was now
completely insane. Verrick systematically killed his colleagues, assistants, associates, and even
the military police guarding his facility and placed their brains within various models of
Robobrains.
Now Little Shanghai is a place of nightmares. Robobrains venture out into the wasteland
to capture travelers, raiders, and tribals and drag them back kicking and screaming past the walls
of the Old World laboratory. Once inside they are experimented upon until they are killed or
manage to escape. Some are transformed into trogs mutant humanoids with a hunger for flesh
and violence- and are either released or escape into the surrounding swamps, making the lands
around Little Shanghai even more dangerous.
Mandyville: A small town along Lake Pontchartrain that seems to be forever trapped in pre-War
times- just the way its inhabitants like it. What was once a gated pre-War community has
become a veritable paradise in the Louisiana Wastes. While the lands around Mandyville are
blasted, flooded, and irradiated ruins, Mandyville itself boasts cut lawns of emerald green, white
picket fences, and houses that each boast four bedrooms, two bathrooms, a nice kitchen, and a
two car garage (the contents of the garages may vary).
The people of Mandyville are all good, friendly folk. Men go to work at the small
factory within the town or to patrol the walls. Women stay at home and keep house or serve as
the towns gardeners, teachers, and nurses. The children go out and play with their neighbors
and dogs. Weather permitting, there are picnics and barbeques every weekend in the Central
Green, hosted by Mayor Hardesty, the leader of Mandyville. He is a friendly, jovial, and
charismatic man- a faade to keep people from learning the truth about him leading the cult of
Ug-Qualtoth, It-Which-Lurks-Beneath-Waters.
Mandyville trades mostly with Causeway, New Orleans, and Treasure Cove, turning
scrap metal into tools, ammunition, and even weapons and selling it for the foodstuffs and
supplies that they cannot make in their factory, grow in their gardens, or fish out of Lake
Pontchartrain. Despite their friendliness and willingness to trade with outsiders, the citizens of
Mandyville dont much care for guests. Outsiders are only allowed within Mandyvilles walls
for short periods of time and must always be accompanied by a resident of the town.
What most people dont know (but some suspect) about Mandyville is that it is the center
of worship for Ug-Qualtoth, It-Which-Lurks-Beneath-Waters. Each year during Mardi Gras
(known to the people of Mandyville as Carnival), the soldiers of Mandyville go to Treasure Cove
and attempt to steal relics that are considered sacred by the tribals. If they are successful in
stealing more of these relics, the people of Treasure Cove must sacrifice one of their own to UgQualtoth. Should they fail, a citizen of Mandyville must be sacrificed.
It is also whispered that the people of Mandyville are cannibals. After all, how can they
have so many barbeques despite there not being a single Brahmin in the town? And theres the
fact that sometimes people mysteriously disappear around Mandyville- especially this close to
Carnival.
Sulphur: The first town captured and settled by the Brotherhood of Steel, Sulphur served as
their base of operations for a few months until enough Knights and Paladins arrived from the
Midwest to secure Vault 47. The Brotherhood invested a decent amount of time and Caps into
renovating the city, building a strong wall and repairing many of the broken buildings. As a
result, folks from smaller, outlying villages began moving to Sulphur, turning it into a proper
town. Now it has become a hub of western Louisiana activity, and some believe that it could
eventually rival New Orleans if given the chance.
The Tangle: Not much is known about the Tangle aside from the fact that it lies to the east and
is a place of blooming plants and massive beasts. Some legends say than a pre-War paradise was
built within the Tangle where children sing day in and out and everyone smiles. Others claim
that a fountain of eternal life lies hidden in the Tangles depths. Most agree that regardless of the
potential treasures, the Tangle is entirely too dangerous a place for the average wastelander to
travel, and that such tales are best left as that- tales.
Treasure Cove: Built around the ruins of a wrecked cargo ship along the northern shores of
Lake Pontchartrain, Treasure Cove is home to a tribe known as the Spotted People- so named for
their war paint, which consists of black and white splotches. The people of Treasure Cove
ascribe to what they call the Old Ways, a series of beliefs from the Long, Long Ago. It is
these beliefs that help the Spotted People survive from day to day and prompt them to continue
living as people of the land rather than travel south to the city of New Orleans.
As their town was built among the ruins of a wreck cargo ship, the Spotted People have
much in the way of trade goods, which they send to Mandyville and Causeway in exchange for
the weapons needed to fend off deathclaws and yao guai, as well as some of the more violent
tribes and raider gangs in the area.
The histories of Treasure Cove and Mandyville are entwined and have been for
generations. Long ago, after the Great Flash, missionaries from the Paradise came to
Treasure Cove to spread the teachings of Ug-Qualtoth, It-Which-Lurks-Beneath-Waters.
Convinced that there was no other god, the Spotted People began worshipping Ug-Qualtoth,
although more out of fear than any sort of respect.
Each year around the Carnival, the Spotted People hold a lottery to determine who among
them will infiltrate Mandyville to steal the ancient relics of the town so they do not have to
sacrifice one of their own to Ug-Qualtoth, It-Which-Lurks-Beneath-Waters. Unfortunately they
have failed to recover any sacred relics for the last four years and have been forced to sacrifice
their relic hunters each year. This year the Spotted People are hoping to find an outlander
willing to help them, and possibly destroy Mandyville for good.
The leader of Treasure Cove is Zazarino, a great warrior of the Spotted People. He
successfully stole more sacred relics from the people of Mandyville three different years, but
since taking over as leader of Treasure Cove and the Spotted People has not been a relic hunter.
The Van Pelt Plantation: An Old World plantation run by the Van Pelt family, the ruined,
rundown Van Pelt mansion still stands along the border of the great swamp. It has become a
small town ruled by Ambrose Van Pelt, the current owner of the mansion and is a known trade
partner and ally of the Aristocracy. The Van Pelt Plantation covers several acres of land and
encompasses a myriad of terrain types- swamps, fields, forests, and even some beachfront
property. As a result, the Aristocracy has struck an arrangement with Ambrose Van Pelt to allow
them to hunt slaves on his premise in exchange for goods and Caps.
Being a shrewd businessman, Ambrose accepted on the condition that he be given a place
of residence within the French Quarter, although hes almost never in the city. Now he hosts
elaborate parties that end with the hunting of slaves almost once a month, although the guests
vary from time to time. He hopes to eventually meet the Marquis, although the ghoul has yet to
arrive for an event.
Vault 47: No one knows that Vault 47 was built for. It could have been one of the seventeen
control Vaults, although that seems unlikely given all the dried, crusted blood on the walls and
floor when the first Brotherhood scouts arrived in the area. All anyone knows now is that its
original inhabitants are dead and that the Brotherhood of Steel, marching ever eastward, has
taken it over and turned it into their base of operations. Vault 47 contains several databanks with
weapons and armor schematics as well as the machinery to produce them, leading some of the
Scribes to believe it was meant to be a factory of some sort.
Located a few miles south of Lake Charles (which has been completely destroyed and
flooded), Vault 47 was once home to nearly one thousand residents who, by all accounts, met a
grisly end while still within the Vault. Blast marks, bullet holes, and copious amounts of blood
could be found all throughout Vault 47 when the Brotherhood of Steel arrived to secure it, but
once the scouts ran through the Vault in its entirety they found only one body, and that was of a
badly decomposed body in one of Vault 47s medical bay.
Since securing Vault 47, approximately five hundred members of the Brotherhood of
Steel have moved into the area and begun securing southwestern Louisiana and recruiting locals
to join their cause- whatever that may be. Raiders and tribals hostile to the Brotherhood of Steel
are almost non-existent around Vault 47, as the Paladins and Knights patrolling the area
ruthlessly exterminate all who threaten and oppose them.
The Truth Behind Vault 47: Vault 47 was far from a control Vault. It was a testing
ground to see how far a person would go to save their lives. Each man, woman, and child in the
Vault was given pills during the first few weeks and told they were immunity boosters (when in
fact they were sterilizers) and the food was laced with the same chemicals. Once the youngest
resident turned eighteen, the entire Vault entered lockdown and the following message played
over the Intercom: Esteemed Residents of Vault 47, you have been chosen to test the mettle of
the human race- its will to live. Vault 47 has entered a state of lockdown, and it will remain in
such a condition until the sensors indicate that only one living human remains. Have a nice day,
and as always, thank you for choosing Vault-Tec! According to hidden files, it took less than
sixteen hours for the lone survivor of Vault 47 to escape from the Vault enter the wasteland.
Vault 99: Designed as part of a pre-War military experiment, Vault 99 was designed to be larger
and more self-sufficient than most Vaults. It contains a population of 1,500 men, women, and
children and has several virtual reality training simulators to turn each citizen into a soldier. The
Overseers Office is also unique in that it contains a communications array. Vault 99 was
designed alongside Vault 47. One would serve to feed and provide for the people, and the other
would protect and serve them. Unfortunately Vault 99s communications array was damaged
by one of the bombs, plunging both Vaults into the dark. The last orders the Vault residents all
of them soldiers at the time- was to Secure the Region at All Costs. To this day the residents
continue to work toward this mission, attempting to pacify Baton Rouge, which unfortunately
has become a cesspool of feral ghouls and super mutants that seem to be arriving from parts
unknown.
Whenever the population of feral ghouls grows too high, the men and women of Vault 99
go out into the ruined city and do their best to eradicate them. Their trademarked masks and
armor have made them legends among the locals who managed to glimpse them at work, and
their willingness to brave the irradiated ruins has earned them the nickname the Ruined Men.
Unfortunately for the Ruined Men, Baton Rouges severe amounts of radiation (it was hit by
several bombs, as the Chinese learned of Vault 99s location a few weeks before the Great War),
feral ghouls seem to flock to the region.
Vault 90: Situated in the middle of the Atchafalaya Delta is Vault 90, one of Vault-Tecs many
experimental Vaults. It was designed to see how violent criminals (male and female, with and
without mental or emotional disorders) would react to being locked up in the Vault but otherwise
free to roam about. The only human inhabitants were the inmates the janitors, guards, and food
servers were all robots. After six months, the entire system was rigged to open the gates to the
cells, deactivate the robots, and let all hell break loose. The prisoners entered a brief, but
incredibly violent civil war until order was restored as one cell block (the Great Cell Block D!)
took command.
With a strong, autocratic government in place Vault 90 actually became quite prosperous.
The inhabitants managed to begin an educational program, accessing the Vaults holotape
library, and learned how to reactivate the robots so as to ease the burdens of labor. Sixty six
years ago the Vault doors opened, as the ZAX-AI installed to monitor the inmates and their
descendants, was satisfied that the people within Vault 90 had been successfully rehabilitated.
Now Vault 90, called the Fortress by its inhabitants, is a self-contained, walled settlement.
The occasional tribal bands or feral ghoul hordes will crash against the walls of the Fortress, but
the men and women calling it home always manage to repel them.
Winnebago Parks: A small town built along Interstate 12 near a large rest stop. It appears to
have sprung up when several travelers came together with their RVs, campers, pickups, and even
tractor-trailers. Most of the people in Winnebago Parks live in RVs and campers, although a few
small huts have been built from the scrap metal taken from cars and SUVs. The rest stop itself is
still in good condition and serves as Winnebago Parks town hall and bath house. A pre-War
military convoy must have stopped here as well just before or after the War, as four tanks, six
humvees, and three convoy trucks are among all of the other vehicles that make up the town.
The citizens of Winnebago Parks enjoys a prosperous and fairly safe life thanks to their
proximity to New Orleans.
near Winnebago, and an unnamed monastery hidden way in the swamps. The Church of the
Mother is officially located in the French Quarter and run by Mother Veronica- a ghoul woman
who claims to speak with the Mother each night in her dreams. Only women are allowed the
join the Church of the Mother, although men may serve as castellans and guardians of the
Mothers and Sisters.
All women who wish to join the Church must take a pilgrimage to the hidden temple
where they study for years until they are assigned to one of the other two major churches. From
there they are sent on missions to various towns and settlements in the Louisiana wastes to aid
and educate the population. The Church of the Mother appears to many to be an altruistic
organization, but no one really understands their end game.
Grease Monkeys: A gang of machine-obsessed raiders believed to have splintered off from a
group of technophiles further west, the Grease Monkeys focus on locating pre-War vehicles and
getting them back in working condition. They are a largely nomadic group with a base of
operations in the southwest corner of the Louisiana Wastes near Texas. This town, known only
as the Factory, is actually an Old World automobile assembly plant thats been restored to
nearly working order and is run by the Mechanic, who uses slaves to scrap unsalvageable
vehicles and modify those that can still run. The Mechanic also found the parts to a few
machines capable of making and recharging batteries ranging from microfusion cells, energy
cells, and electron charge packs.
The Brotherhood of Steel has attempted to claim the Factory for themselves, but so far
the fast-moving buggies and almost insane raiders have proven to be too tough of a nut to crack.
Until reinforcements arrive from the west or the local recruits finish their training, Head Paladin
Nadia is forced to accept that the Grease Monkeys will continue controlling the Factory.
The Hanged Men: A local tribe near the Louisiana-Texas line, the Hanged Men are the first and
most loyal of the Brotherhoods allies. Named for their strange ritual of self-hanging, the
Hanged Men are an aggressive, warrior people known for shrewd tactical acumen and a
willingness to fight an opponent no matter their strength.
The Hanged Men and Brotherhood went to war at first, until the Brotherhood realized
that it was unlikely they would be able to defeat the Hanged Men without calling in for
reinforcements. Impressed by their enemys martial prowess, Head Paladin Snake struck an
alliance with the Hanged Men, trading lower-grade weapons (still leaps and bounds beyond what
the tribals had) in exchange for support. Since the Brotherhoods arrival many of the younger
Hanged Men have petitioned to join the Brotherhood of Steel, but only six have been accepted so
far.
The Hanged Men have a peculiar ritual that they use as a passage into adulthood.
Whether man or woman, an adolescent hanged man drinks a mysterious concoction for a week
straight that supposedly toughens one up.
subjected to beatings until he or she can no longer stand. If they can survive for a day, they are
considered full-fledged adults.
branches of one of the Sacred Trees, where they must stay for thirty minutes. Those that survive
are considered blessed, for they have crossed over into the Underworld and returned. Only these
warriors are truly considered to be Hanged Men.
The Rockin Rollahs: A gang situated just south of New Orleans in an old roller rink, the
Rockin Rollahs are a fairly small gang that uses loud noises to intimidate and disorient their
enemies and psych themselves up. Once their enemies are off guard, the Rockin Rollahs move
in on roller blades and skates, using maneuverability and speed to take on larger groups of
enemies. The Rockin Rollahs dress strangely, wearing crazy spiked leather armor and growing
their hair out long before arranging it in large, almost mane-like fashions. Most Rockin Rollahs
wear strange war paints that make them look like sadistic clowns. The most common rumor is
that the Rockin Rollahs are all chem fiends, and those rumors are most likely correct.
Silent Children: A large warrior tribe that roams along the Louisiana-Alabama line, the Silent
Children are the descendants of refugees that took shelter in caves just after the Great War. The
initial survivors were attacked by roaming bands of rapists and cannibals and the survivors were
left to starve. However, a select few volunteers bravely chose to attack the cannibals and draw
them away long enough for the others to go out and gather food and water. Those that survived
these suicide missions were called the Braves. Today, the Silent Children travel across southern
Louisiana and hunting deathclaws and mirelurks. Many also raid smaller settlements and kidnap
children, taking them back to their caves to raise as Silent Children.
A strange ritual of the Silent Children is that of the Great Scream. Before a battle, all of
the Braves (warriors) that are to join in the battle scream until they can no longer speak. They
will then fight in complete silence, using spears, machetes, and bow and arrow. Some elite
Braves will use silenced firearms, but they are few and far between. It is widely believed, but
unknown, if the Silent Children are cannibals, for not all of the bodies left behind from Silent
Children raids are left untouched.
The Sawney: Cannibal folk from the eastern swamps with an almost religious reverence of dogs
and the like, the Sawney are single largest tribe in Louisiana thanks to their almost Herculean sex
marathons and they more or less control most of the lands east and north of the Black Water,
stretching from its banks to I-10 and I-12.
settlements, preferring to live in roving packs consisting of hunters and warriors while the
women, children, old, and sick stay back in more permanent (read: slower moving) camps.
Years of inbreeding and exposure to radioactive food and water has left most Sawney
horribly deformed and none-too-bright. This is only expanded upon by some of the more savage
practices of the Sawney, including the filing of teeth and the growing out and sharpening of their
nails into pseudo-claws. However, despite all of this, the Sawney are usually quite friendly
toward outsiders and wont just eat anyone. They consider themselves enlightened cannibals
that only eat slaves that they purchase and member of enemy tribes captured in battle.
The current leader of the Sawney is a brutish hulking man named Jim the Humongous.
He rose to the rank of leader years ago and through brute strength and a surprising amount of
cunning has remained in charge of the vicious Sawney and earned the respect of several lesser
pack leaders.
Whistlin Dixies: When New Orleans was first waking up, the Silver Dollar Sams werent the
only organized crime family running the streets. Their rivals- an old family called the Whistlin
Dixies, controlled more than half of the canals and bridges running through the Big Easy.
However, they werent looking to make friends with anyone, and so the Dixie were unprepared
for a joint attack at the hands of the All-Saints, Aristocracy, and Silver Dollar Sams.
Beaten and driven out of their city, the Whistlin Dixies have scattered across southern
Louisiana and now stretch from Pearl River all the way to Cypress Union. For the most part the
gang has been decentralized, with each holdout following its own rules and codes, but when
called upon, the different cells of the Whistlin Dixies will come together to help take out a
larger threat.
The largest concentrated force of Whistlin Dixies is in Fish Shanty. While the crime
rates have gone up since their arrival, the Dixies are tolerated since they keep smaller gangs out
the area and have so far managed to root out any members of the Silver Dollar Sams and take
care of them.
The unofficial leader of the Whistlin Dixies is a man by the name of Mike Gilligan. The
Silver Dollar Sams have a one-million-Cap reward on the mans head, but so far no one has been
able to find him, but to Fat Frankies chagrin.
The Witch Doctors: The Witch Doctors, usually called swamp folk by the inhabitants of New
Orleans (although to be fair, city folk call everyone swamp folk) that seem to possess some
sort of innate control over the animal denizens of the swamp. They are a small tribe that is
currently allied with the people of Boeing, although they are not truly allies with the citizens. In
fact, Metrejon the chieftain of the Witch Doctors- plans on taking the town of Boeing over and
made into the new Witch Doctor settlement.
The Witch Doctors have tamed several wild beasts, including a swampclaw and two yao
guai. Its said that Metrejon himself rides the yao guai into battle and wields a spear poisoned
with deathclaw venom to bring down his foes.
In the middle of a bombed and ruined city, you come across a lone high-rise that has not only
been spared from destruction, but actually appears to be meticulously well-maintained. Upon
close inspection, you notice no signs of life.
The roar of an engine catches your attention and you just barely manage to jump out of the way
of a tank barreling down the road. Sticking out of the turret is a black flag bearing the skull and
cross bones and sea shanties can be heard. However, you notice that these land pirates are
children.
A lone raider stands in the road, casually carrying a shotgun in his hands. As you approach, he
begins to speak no doubt to threaten to hand over Caps for your lives. However, before he gets
more than a few words out, another raider wearing a different uniforms steps out from behind
and begins threatening you. Once the two notice one another, they whistle and you find yourself
in the middle of a raider turf war.
The party and their caravan come into radio contact with a young woman traveling by herself
down the same dangerous stretch of highway as them. She's says that she's a few days ahead of
the caravan when they first start talking, and gives the party a heads up to scavenging
opportunities and roadside hazards along the way. She's smart and likeable and seems to have a
vested interest in the party's well being, and every day asks about the caravan's progress, saying
that they're making good time and should outpace her sometime soon. Just before they catch up
to the woman, she warns them adamantly to take a long detour around one particular bridge,
saying that there is a group of raider snipers there that pick people off from the hills. The
woman congratulates the party for bypassing this danger, but says that they're about to pass her,
after which she won't have any more help to give them. Just past the bridge, the caravan passes
an old trader's truck, riddled with high caliber bullet holes. In the drivers seat, of course, is a
skeleton whose hand is clutching the hand-mic of a CB radio.
As you enter the blasted ruins of downtown you notice hundreds of blast shadows left by citizens
that were caught in the explosion. Theyre snapshots of daily activity- work, chores, children at
play. You blink and did that shadow just move?
You come across a crater. After climbing to the edge you see the skeleton of a great beast- a
whale they call it- and the shattered remains of a bowl of petunias.
A rank smell fills your nostrils. You follow your nose for some Godforsaken reason and find a
pile of bloody, eviscerated super mutant bodies. Arms and legs are mangled, with bones sticking
out from the flesh. The sight of violence almost prevents you from noticing a crude smiley face
and the words A friend spelled out in the poor monsters intestines.
A bullet ricochets off the road in front of you and you look up to see the glint of a scope. A voice
crackles next to you, coming from an old radio in a broken down car. You want to pass
through here unharmed? Try answering these riddles three.
One: How can a pocket be empty and still have something in it? (Answer: It can have a hole
in it.)
Two: If I have it, I dont share it. If I share it, I dont have it. What is it? (Answer: A secret)
Mr. Blue lives in the blue house, Mr. Pink lives in the pink house, and Mr. Brown lives in the
brown house.
President," the voice on the radio will laugh and say the White House was nuked to the ground
and will shoot the person that answered that way.)
As you travel along, you hear the sound of an explosion and strange, almost monotone laughter.
You decide to check it out and see two teams of Protectron robots playing baseball, although
theyve replaced the ball with frag grenades and the bat with a Super Sledge. The wrecked robot
chasses have been built into a strange monument by the dugout.
As you walk into the ruins of the Super Duper Mart you hear an elegant melody drift through the
air. You follow it back to the apparel department where you see almost fifty mannequins dressed
in pre-War finery. Lights have been set up and the floor has recently been waxed, but the outside
of the store looked as rundown as ever. You even notice a table with hors d'oeuvres and several
bottles of wine on ice.
You notice a sign reading Dog Town, 1 mile. You continue along your way and eventually
spot a cluster of five buildings surrounded by a white picket fence. As you get closer, you see
several cyberdogs wearing clothes going about and performing almost human-like actions. They
dont seem to notice you.
You hear the wailing of a fire trucks siren. It grows louder, and suddenly you see a flaming fire
truck barreling down the road. It doesnt slow down, and whoever or whatever is driving
doesnt so much as nod at you as it passes.
