UTILITIES MANAGER
(Maintenance Manager)
(Utilities Operations)

Must have the physical, developmental and mental ability to perform job tasks, work
efforts, responsibilities and duties of the job illustrated:

MAJOR FUNCTIONS
This is highly responsible, administrative, supervisory and technical work related to planning and
directing daily activities of Mechanical, Electrical and Instrumentation Maintenance staff. This
position is responsible for the maintenance of water production, wastewater treatment facilities,
reclaimed water systems, water distribution systems, booster stations, wastewater collection, and
lift station systems. Reports to Utilities Operations Director.
ILLUSTRATIVE DUTIES
Plans, coordinates, directs and oversees the entire Maintenance umbrella (Mechanical, Electrical,
Instrumentation and Controls, as well as, SCADA Maintenance). Manages supervisory staff
engaged in the operation, repair and upgrade of all plant and systems assets and equipment.
Monitors the computerized planning, reporting and history capture of all work performed.
Inspects, and oversees preventive and corrective maintenance, repairs and upgrade projects.
Identifies and analyzes problems for corrective recommendations. Warrants that all assigned staff
follows prescribed operations, maintenance and construction procedures and methods while
maintaining compliance to all County, State and Federal regulatory requirements. Provides
immediate corrective actions to any non-compliance issues. Attends regularly scheduled staff
meetings with Utilities Operations and Maintenance Director. Administrative duties include
responsibility for proper preparation and submittal of letters, memos, reports, work orders,
material and services purchasing, etc. Familiar and assist with County budget process. Acts on
administrative and personnel matters and functions of assigned staff as per accepted County
policy. Promotes professional working relationships within all Utility work units and County
Departments. Provides technical information to intra/inter County Departments, requesting
engineers, developers, construction contractors and others. Confers with utility customers,
officials and the public, investigating and resolving maintenance and performance issues.
KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of the methods, materials, equipment and practices used in the maintenance of water
production facilities, booster stations, distribution systems, wastewater treatment facilities,
collection systems and lift station facilities. Includes water well pump replacement techniques,
proper methods of repairing pumps and other mechanical water supply and wastewater
equipment and apparatus.

KNOWLEDGE, ABILITIES AND SKILLS (continued)


Knowledge of the occupations, public health, safety measures and precautions involved in water
supply and wastewater treatment operations, maintenance and construction. (Must have working
knowledge of safety requirements applicable to Polk County Utilities work sites.). Must have
knowledge of SCADA Systems and working knowledge of predictive maintenance. Knowledge
of regulatory agency requirements related to the water and wastewater industry.
Ability to make independent judgment in daily maintenance and emergency decisions. Ability to
read, interpret, understand and follow blueprints and construction plans. Ability to read, interpret
and follow County, State and Federal rules, regulations, guidelines, ordinances and laws. Ability
to perform inspections, identify potential or existing problems and make corrective
recommendations. Ability to communicate effectively, both orally and written. Ability to plan,
assign, supervise and evaluate the work of assigned staff. Ability to work in a Union
environment. Ability to establish and maintain effective working relationship with employees,
officials and the public. Ability to see colors, ambulate independently, bend, stoop, sit, stand,
drive from work site to work site to provide facility and project inspections. Have the computer
skills to be able to utilize software programs (i.e.: Word, Excel, HTE, Windows, and Auto-Cad
programs).
MINIMUM QUALIFICATIONS
Graduate of an accredited four (4) year college or university with major course work in
mechanical or electrical engineering or a related field and have five (5) years of combined
experience in operation, maintenance and construction of water production, distribution,
wastewater treatment facilities and collections systems with a minimum of two (2) years related
supervisory experience.
Must possess a valid drivers license and be able to secure a valid Florida drivers license at the
time of employment within this classification.
A comparable amount of related training and experience may be substituted for the minimum
qualifications.
