BARANGAY PROFILE

Sanitary Camp is one of the barangays of Baguio City in the province of Benguet within the Cordillera
Region XIV in the norther part of the island of Luzon. Sanitary Camp is part of District 17.

Brief History

Sanitary Camp was named so because of its proximity to the Baguio Sewage Treatment Plant, which is
actually located at Barangay North Sanitary Camp.

City Environment and Parks Management Office (CEPMO)

The City Environment and Parks Management Office (CEPMO) is offering different services to its
constituents as well as tourists. The Department is composed of four (4) Divisions namely
Administrative, Forest and Watershed Management Division, Parks Management Division and
Wastewater, Water and Ambient Air Management Division (WAMD). Burnham Park Office (BPO) is also
under the Department.

The following are the functions of CEPMO:

1. Formulates measures for the consideration of the City Council and provide technical assistance and
support of the City Mayor in carrying out measures to ensure the delivery of basic services and provision
of adequate facilities relative to environment, natural resources, and parks services.

2. Develop plans and strategies and upon approval by the Mayor, implement the same particularly those
which have to do with environment, natural resources and parks programs and projects which the Mayor
is empowered to implement and which the City Council is empowered to provide under the Local
Government Code.

Water Treatment Facility

In 1986, Japan International Cooperation Agency built a state-of-the-art sewerage treatment plant located
at South Sanitary Camp. The Baguio STP has a capacity of 8,600 cubic meters per day. For the sewerage
system, the Cepmo says the STP has to expand to accommodate a growing population. Of the 128
barangays of Baguio, only 68 are serviced by the STP. Ten barangays are either fully or partially served
by nine communal septic tanks, and the rest use individual septic or Imhoff tanks.
Data from the Cepmo showed that as of 2013, the STP is processing 12,447 cubic meters per day, which
is already beyond its capacity of only 8,000 cubic meters per day.
The city council passed several resolutions that dwell mostly on rehabilitating the STP by asking grants
from the Japan government and Czech Republic.
In the CLUP, targets are to install additional sewer lines and maintenance manholes; rehabilitate pre-war
sewer lines; expansion of pipe networks by 1,000 meters annually; separation of STP for the
Slaughterhouse and market; building of mini STPs; increase sewerage fees; no direct disposal to the Balili
River; and improvement of biological oxygen demand of the treated waste as prescribed by the
Department of Environment and Natural Resources. Mandatory desludging of sewer tanks every five
years is also included in the Environment Code.
The private sector and the national government are also contributing in the upkeep of the citys sewerage
system.

All of the people the proponents interviewed in the place said that their main problems were the
odor that still persists up until now, and the damaged pipe of the barangay which caused excessive flood
in the place.
The proponents werent able to acquire any recordings or video and photo documentation because it
rained during the groups site inspection.

Results of the Needs Assessment

The group talked about the problems when they inspected the place. The focus of the group is to
provide a feasible solution for the odor control and the damaged pipe. In that case, the group would be
proposing a specific project that would answer these problems throughout the weeks that they planned to
work on during the second semester, academic year 2015-2016.

PROJECT PROPOSAL

PRESENTATION OF THE PROBLEM

I. Description/Background
The City Environment and Park Management Office (CEPMO) is heading a sewage system located
near Balili River in North Sanitary Camp Barangay, Baguio City. This sewage system is a partnership
between Japan and the Philippines that main goal is to produce clean water from Balili River. As the
process of purification is ongoing it releases a disturbing odor and affects the surrounding households.
This is a problem that needs immediate response and long term solution. According to a resident near the
office, the odor was caused by a broken Aerator that main purpose is to prevent the spread of the odor and
there is also a leakage in the pipe system under a resident`s house. The odor was a result of different
materials and garbage found on the Balili River waters that was released on the process. The problem
mainly concerns the health of the residents near the sewage system. In the long run that odor may directly
affect the health of the surrounding houses that may bring undesirable airborne diseases.

III. Reasons of Choosing the Specified Problem

To, in our little ways, prevent the unwanted effects to the health of nearby residents
Address problem on the aerator and the leakage on the pipe system by the respective authorities.
Raising the awareness of the officials and affected residents.
Showing the manifestation of youth's influence and impact to the society that may lead to a
radical change.
PRESENTATION OF THE PROJECT
I. Introduction:
Barangay Sanitary Camp is located north of the city. It was named as such because of the Baguio
Sewage Treatment Plant that is in close proximity of it. Our group was assigned to the barangay, and we
were instructed to propose projects that involve helping the barangay. Our project involves us students
coordinating with the officials of the barangay in doing whatever activities that they need to do every
week, and the reparation of the pipes located in the barangay.

Our project will be performed in a weekly basis. Every monday, our group will visit the barangay
and perform whatever activities the officials, and even residents, will be needing help in. This may come
in the form of repairing or building structures, cleaning, conducting seminars, etc. Whatever activities or
projects the officials will implement when we are in the barangay, we will be giving physical and mental
assistance.

The reparation of pipes in the barangay is something that the officials asked when we visited the
site. They said that it is a significant problem in the barangay because it could leak and do some damage
to structures and people nearby. And also, during typhoons and heavy rains, the pipe damage could
contribute to the rapid overflowing of water drainages and could therefore lead to flood in the place,
causing more infections or diseases to move from one area to another. The proponents, with the help of
the officials, will diagnose first what could be threatening the effectiveness of the pipes and then we will
do the necessary measures that will preserve or prolong the effectiveness of the pipes. And lastly,
coordinating with CEPMOs long-term activities will further hasten the foreseen result of its projects. The
primary reason is that during our inspection, the proponents had observed that most of the barangay
terrains were cemented and they cant just propose to do tree-planting on their own, and also, the
surroundings, most especially the streets, were clean and all in order. The last resort the proponents
planned is to coordinate with the management so as to be harmonious on getting and achieving our
purposes and to better facilitate the awareness of the place.
