1. INTRODUCTION

Malaysia now experiences a declined and slow infrastructure development and technological
advances despite being considered as a center of Asia’s phenomenal growth.

The current and future climate is moving towards redevelopment and refurbishment. It is most
important sectors in the construction industry of most developed countries to support other sectors
that contribute to national GDP. “In Malaysia increasing number of ageing building, limited space for
new development and financial constraints are the main factors that contribute to the important of
redevelopment and refurbishment sector”.

MICPM Sdn. Bhd. (Project coordinator) is inviting your company to prepare A COMPREHENSIVE
PROPOSAL TOGETHER WITH A PROJECT VIABILITY for a development / redevelopment of an area /
enclave / town and others with the following parameters:-
i. Land utilization
ii. Target : Optimize the profit by : a) unique in nature, b) added value (green technology, etc.),
c) Meet end user and land owner need statement, d) Realistic business model
iii. Ideas : fresh and original

MICPM Sdn. Bhd. expects a comprehensive proposal from your company as a project management
company. You are also to recommend the best possible means of contractual arrangement so as to
create a win-win situation for all parties (The Local Council, land owner, potential JV partner and
your company) – “JV Basis”.

The Proposal should emphasis capital investment decision making process both from business point
of view and public point of view. Thus, the focus to be on:
i. Economic benefits;
ii. Financial benefits;
iii. Benefits of the project; and
iv. Social obligations.

You may adapt the concept of Public Private Partnership (PPP) and invite the participation of Unit
Kerjasama Awam Swasta (UKAS) in your proposal.

PROJECT SCENARIO

Pangkor island is one of the tourist spot in Perak under Majlis Perbandaran Manjung and will be declared
as a tax-free zone.

Besides its history and culture, Pangkor Island is well known of its beaches, fishing, water sport, food and
resorts.

Unfortunately the existing master planning is not really properly planned and centralized. As such, a
revise master plan must take place to synchronize with tax-free zone, once gazette.

Three (3) focal area such as Teluk Nipah, Pasir Bogak and Coral Bay must adopt an acceptable tourist
area in term of hotel/resort/camp site with proper access and infrastructure services. The published
room rate and tariff put forth by the hotel/resort need also be rationalized to justify ‘ value for money
’spent by tourists.

This modernization of Pangkor island should also take into consideration of refurbishment and relocation
of existing sales’ kiosk, water sport activities and restaurants.

In addition the state government should tap the opportunity by considering to build one hotel/resort or
any other business entity as part of state direct income by means of joint venture or other approach
beside relying tax input from business operators.

MICPM Sdn Bhd is now looking for a project management company to propose their consultancy service
to prepare, propose and submit the following:

i. A complete company profile.


ii. Site analysis and market study
iii. New preliminary master plan
iv. Preliminary design including perspective a proposed hotel/resort/ business entity including
feasibility study to include preliminary estimate, potential revenue and payback including
cash flow analysis.
v. JV proposal, if any

Each company to narrow down their study into only one zone either Teluk Nipah, Pasir Bogak or Coral
Bay. Nevertheless other tourist center must also to be included in this study as an overall master plan.

This report is a recommendation for Majlis Perbandaran Manjung to implement this master planning for
the benefit of Pangkor Island and Perak state government.

Submission of the proposal tentatively on 26th July 2017 in six (6) bonded documents (4 colored and 2
copies).

Each copy of submission to be labelled as below;

i. Volume 1 – COMPANY PROFILE


ii. Volume 2 – PROPOSAL
iii. Volume 3 – ALL SUPPORTING DOCUMENT S AND FINDING
iv. Volume 4 – PROPOSAL IN CD FORMAT

A formal presentation to be notified at a later stage.

2. TERM OF REFERENCE

Participation are through invitation only. Selected companies are required to submit a Proposal to
MICPM Sdn. Bhd.

3. SPECIFIC TASKS

3.1 Your Task:


i. Produce a Company’s profile to identify your Company.

ii. Produce project site and project title.

iii. Site analysis studies:


Macro – Location of site in relation to the surrounding
– Land use pattern of the surrounding
Micro – Environmental aspect (Orientation, air flow, view, vegetation,
sustainability.
- Engineering aspect (Available infrastructure facilities/ lines, Land
profile, slope studies, accessability)

iv. Distinguish the feasibility of the project (economic & market research).
This requires the study of economic and market indicators such as the supply and demand
situation, compiling of information on population statistics, existing buildings, occupation of
residents in the vicinity of the location or study area. This includes the study of pricing
structure of the proposed development within the market study area and the purchasing
power (capacity of end user payback)

v. Produce design (approach concept-land use) and preliminary master plan.

vi. Estimate time, method and cost of project.

vii. Distinguish the viability of the project (financial studies and Business model).
Includes pre-development cost, infrastructure cost, preliminaries, construction, land &
property value, sales revenue / payback capability, profitability return, cash flow projections
and return of investment analysis.
The data collected will be used to determine that the project is not only marketable but will
also yield the most attractive returns.

viii. You are to explain and provide an EXECUTIVE SUMMARY about THE PROPOSAL.

3.2 Consideration:
i. The planning must optimize its space area with respect to the Local Authority’s plot ratio.
ii. The cost incurred for implementing such master plan and way to re-coop the expenditure.
iii. Buildings should take into account facilities management.
iv. All development ideas must be in line with the Local town and regional planning consent.

4. WORK SCHEDULE

Objective:
i. Improve the quality of the students’ learning experience by the development of Integrated
Project using simulation technique.
ii. The project will incorporate and integrate subjects that were taught during the early
semester of the programme.

Lecture and tutorial study as per attached.

5. CONCLUSION

The process to prepare the proposed development will undergone a regular weekly discussion and
meetings to ensure the progress of the task.
