INFORMATION DOCUMENT

1. INTRODUCTION
The Proposal submitted by the Bidders shall comply with all the requirements stated
in Request for Proposal (RFP) [Volume 1], Consultancy Service Agreement [Volume
2] and scope of Services, Deliverables, Schedule of Payment & Drawings [Volume
3]. Based on final evaluation, the successful Bidder shall be selected and notified
(hereinafter referred to as the “Consultant”). The notification of award of the
contract by BIAL shall be followed by execution of an Agreement between BIAL and
the Consultant, recording the terms and conditions for executing the Project.
BIAL shall also have the right to modify, delete or add to the scope of Services at
any point in time, during the bidding process and thereafter during Term of
Agreement. The scope of Services, provided in Volume -3 hereto, is envisaged to
be completed over a period as detailed in Deliverables.

The proposed terminal 2 will cater to 45 million passengers per annum (MPPA) and
will be developed in two phases. Phase-I of terminal 2 will cater to 25 MPPA, which
will be expanded to cater to 45 MPPA in Phase-II as per the master plan. In order
for terminal 2 to be operational, all associated landside projects like Multi Modal
Transport Hub, landside road network, employee parking, taxicab hold area, bus
staging, access roads and forecourts needs to be implemented in phases to match

terminal 2 requirements. In addition to these projects, ancillary buildings for
utilities like power, HVAC, water, etc., shall also be required for Terminal 2.
The consultant’s scope of work shall include the design and required systems for
the Bird Aviary for the following but not limited to:
3.1. Overall Scope of Work includes
Consultant shall analyze the BIAL’s requirements and shall conduct the site
visits, studies and discussions with BIAL project design team/BIAL Operation
representatives to understand and capture the precise and specific
requirements.
Consultant will be responsible for value engineering
Consultant shall appraise BIAL with the Risks and issues for the project as
soon as they are noticed and advise appropriate measures to BIAL.
Consultant should factor cost for case studies of other recognized Bird Aviary
around the world (apart from INDIA) to establish bench mark for the project
together with client team. Exclude client team’s travel & transportation
cost. [provide separate quote]
Designing of Bird Aviary Enclosures/environment as per Central/State
government norms & specifications.
Designing of Bird Cages as per Central/State government norms &
specifications.
All the enclosures design to specify proper viewing area of visitor or visitors’
gallery wherever applicable.
Design need to be provided for Visitor’s Path and Service Road in
coordination with other disciplines.
Provide Bird Aviary enclosure maintenance strategy report/drawings.
Separate Designs to be prepared for Electricity supply, Water Supply,
Drainage and Storm Water, HVAC based on the requirement of the bird aviary
project.
Consultant shall be responsible for getting all the central/state statutory
approval and licenses.
Consultant shall be responsible for preparing and submitting all relevant
documentation required for all discipline for Licenses, central/state
statutory approval
Ensure the overall proposed design meets the local and aviation regulatory
requirements, (like ADRM norms, IATA etc.) And codes, as applicable.
Develop the concept design to level of SD/DD/CD scheme taking into account
the comments that have been made at varies stages of design stage.
Develop Cost estimate & BOQ. To be reviewed and update at each design
stage.
Consultant shall submit three (3) hard copies and one soft copy (editable
ACAD, coordinated Revit model, PDF and other required formats) of all the
approved design and drawings for each stage of work for all discipline.
Consultant shall submit only soft copy of all the drawings and design (in the
editable and pdf format, ACAD format & Revit model) for the review and
approval of BIAL’s designer.

Consultant shall own the responsibility for the quality of the Design,
drawings, specifications and other related documents. Consultant shall
ensure that the Design and drawings submitted provides all the necessary
details and information required for the execution of the works.
Whenever it is needed consultant shall provide the supplementary drawings
and explanatory documents for the understanding of the executing agencies.
Consultant shall provide all the necessary permissions, licenses and
copyrights to BIAL for the use of all the digital or physical documents
submitted by the consultant to BIAL. BIAL shall have the complete rights to
use in any form and for any purpose all the information and documents
submitted by consultant to BIAL.
Consultant shall promptly respond to the queries, information, advice,
feedback, comments sought by BIAL related to the project; in no case the
response time should exceed more than Three (3) working days from the date
of receipt of communication received by consultant in this regard
Consultant to suggest suitable vendor for BIAL to procure bird
Species(Local/Exotic)
The deliverables noted are the minimum requirements. Consultants are
required to submit the detail deliverables list along with the proposal.

The Bidders are requested to note that the scope of Work described here are only
indicative.

4.7 Bidders shall ensure that all the information and documents required by BIAL
under the RFP is furnished/submitted to BIAL online on TCIL e-portal.
4.8 Proposals submitted by the Bidders without the requested information and
relevant documents shall be deemed to be incomplete and may not be
considered.
5. SELECTION CRITERIA:
BIAL will evaluate the Technical Proposals based on the Technical Criteria as below:
C4 Relevant Experience: 10
C5 Quality of Documents: 10
Only those Bidders whose score for technical proposal (ST) shall be at least
80% marks out of 100 shall qualify for further consideration (“Qualified
Bidders).
5.2 Financial Score (FS)
5.2.1 The Financial Proposals of only such Qualified Bidders shall be opened
online on TCIL portal.
5.2.2 The lowest financial proposal (FM) will be given a score for financial
proposal (SF) of 100 points. The financial scores of other proposals will be
computed as follows:

5.2.4.1 Proposals will finally be ranked according to their combined technical
(TS) and financial (FS) scores as follows:
TS = ST * Tw
FS = SF * Fw
S= TS + FS
The selected Consultant shall be the first ranked Applicant (H-1, having the
highest combined score). The second ranked applicant (H-2) shall be kept in
reserve and may be invited for negotiation in case the first ranked Applicants
withdraws, or fails to comply the requirements specified in this document.
6 AWARD PROCESS:
BIAL shall conduct the award process in a fair and non-discriminatory manner.
Canvassing in any form, unsolicited letter and post bid correction will invoke
summary rejection of the Proposal.
Conditional Proposals may be rejected. The Bidder shall comply with all the terms
and conditions set out in the RFP and its appendices while submitting its Proposal.

vii. Not have abandoned any Services / works / performance of Services/ works
in the last 10 years
viii. Not have had any liquidated damages in last 5 years
ix. Details of delays in completion of contract by more than 20% of the original
completion period in the last 10 years.
BIAL reserves the right to disqualify any Bidder based on the above
submission if it would adversely affect the performance of the Contract.
All the Forms & Formats which needs to be submitted by the Bidder shall
be made available in TCIL e- portal.
7.1.3 Bidders shall submit their duly signed Proposal online through TCIL e-portal only
on or before as scheduled in Clause 8.1.2.
7.1.4 Proposal submitted through any other mode shall not be entertained.
8.1.1 Bidders shall follow the e-tendering instructions in Annexure – A hereto. The RFP
