A9508:Number of Successful Downlink Assignments
Description
These three measurements provide the number of successful downlink
assignment messages in a granularity period. This measurement indicates the
GPRS QoS of a cell. A low measurement value indicates that the radio
environment, network parameter configuration, network resource
configuration, or network equipment is not satisfactory, and thus requires
optimization.
Measurement point
The successful downlink assignment involves the following aspects:
1)Packet immediate assignment on the CCCH
Figure 1 shows procedure for the BSC initiates the packet immediate
assignment on the CCCH and sends a PACKET POLLING REQUEST message on
the assigned channel. If the BSC receives the PACKET CONTROL
ACKNOWLEDGEMENT from the MS, it indicates that the MS has successfully
received the downlink packet immediate assignment message and accepted
the assignment from the BSC. Figure 1 shows the downlink packet immediate
assignment procedure initiated by the BSC. Each time the BSC receives a
PACKET CONTROL ACKNOWLEDGEMENT message from the MS (see
measurement point A), the counter is incremented by one.

A9003:Number of Failed Uplink GPRS TBF Establishments due to No Channel
Description
This measurement provides the number of failed uplink GPRS TBF
establishments due to no channel in a granularity period. A high
measurement value is yielded because radio channels of the cell are
insufficient or faulty. Together with Number of Uplink GPRS TBF
Establishment Attempts and Number of Uplink GPRS TBF Abnormal
Releases due to No Channel, this measurement indicates the
congestion of the uplink GPRS TBF due to no channel in a granularity
period.
Measurement point
The uplink GPRS TBF establishment failures due to no channel involve
the following aspects:
1)Failed uplink GPRS TBF establishment using one phase access due to
no channel
After receiving a CHANNEL REQUEST message, the BSC sends an
IMMEDIATE REJECT message on the CCCH to reject the access request
from the MS if the uplink GPRS TBF cannot be established because no
PDCH is available.

A9006:Number of Uplink GPRS TBF Abnormal Releases due to N3101 Overflow (MS
No Response)
Description
This measurement provides the number of uplink GPRS TBF abnormal
releases due to N3101 overflow in a granularity period. Together with
Number of Successful Uplink GPRS TBF Establishments, this
measurement indicates the call drop rate of the uplink GPRS TBF in a
granularity period. A high measurement value is yielded because the
radio quality of the cell is bad.
Measurement point
During the uplink transmission, the BSC reserves uplink blocks for the
MS and assigns valid USF to schedule these uplink blocks. In addition,
the BSC also attaches the USF message to the downlink blocks that the
MS listens to. The purpose is to instruct the MS to upload data on the
corresponding uplink blocks. If the BSC receives valid uplink blocks in
the blocks reserved for the MS within a certain period predefined by
the BSC timer, the N3101 is reset. Otherwise, the N3101 is
incremented by one, and the BSC reschedules the uplink blocks for the
MS through the POLLING REQUEST message. If the N3101 overflows,
the BSC releases the uplink GPRS TBF.

AR9311:Average Number of Occupied PDCHs
Description
This measurement provides the average number of occupied PDCHs in a cell in a granularity
period. The occupied PDCH is the PDCH that carries the TBFs. If the measurement value is high,
you can infer that the PS services are busy. The average number of occupied PDCHs cannot
exceed the average number of available PDCHs.

Description
This measurement provides the total number of occupied PDCHs for sampling in a cell in a
granularity period.
Measurement point
In a granularity period, the number of occupied PDCHs for sampling in a cell is measured every
five seconds and is accumulated to the counter.

Description
This measurement provides the number of online GPRS MSs in a cell in
a granularity period.
This counter indicates the number of MSs that support GPRS in a cell.
Measurement point
Every five seconds, according to the MS radio access capability, the
number of online GPRS MSs is measured and then accumulated to the
counter.
S9343:Sampling Times of Online MSs
Description
This measurement provides the number of times that the online MSs
are measured in a granularity period.
Measurement point
In a granularity period, the online MSs in a cell are sampled for many
times. Each time the online MSs are sampled, the counter is
incremented by one. The sampling period is 5s.

S9345:Number of Online EGPRS MSs
Description
This measurement provides the number of times that the online MSs
are measured in a granularity period.
Measurement point

These counters describe the PS Data Throughput Rate KPIs. They involve the
performance factors associated with the terminals, the radio access network, and the
core network. Now, the main performance problem is concerned with the radio
access network. Therefore, these KPIs indicate the end-to-end service data link
bearing capability of the GPRS network, which is directly related to user satisfaction.
