2 Overview

2.1 Feature Introduction

To use the A-GPS location method, the UE and radio access network must support GPS
hardware and related software. Compared with the traditional GPS, the A-GPS system
sends GPS location reference information (encapsulated in a measurement control
message) from the network to the UE to help it quickly acquire satellite signals and
measurement code phase information. Therefore, the A-GPS system quickly locates UE
with short response time, reducing energy consumption of the UE.

A-GPS is classified into UE-assisted (UE-A) A-GPS and UE-based (UE-B) A-GPS by
implementation method.

In the UE-A A-GPS location method, location calculation is achieved by the Service

ZTE Confidential Proprietary 4

Location Service with AGPS

Mobile Location Center (SMLC) in the network. The UE reports measurement results of
the satellite signals and measurement code phase information to the RNC in the network.
The RNC transmits the measurement results to the SMLC through the Iu-PC interface.
The SMLC then calculates the mobile location based on the measurement results and
finally reports the calculation result to the CN through the RNC. In the UE-B A-GPS
method, location calculation is achieved by the UE and the UE reports the calculation
result to the network. For the A-GPS, the location result is reported with ellipsoid points
with altitude and an uncertain ellipsoid.

The ZTE RNC devices complete location calculation with their built-in Iu-PC interfaces
and the SMLC function, helping the operators reduce the cost for purchasing additional
SMLC devices.

The A-GPS has an accuracy of 5–50 m that is higher than that of Cell ID and RTT
location methods.

In accordance with the location request from the CN, the RNC responds to the CN after
receiving the UE measurement report message including the location measurement
result.

2.3 Correlation With Other Features

1. Required Features

ZTE Confidential Proprietary 5

Location Service with AGPS

The AGPS position method needs the GPS information source. The GPS
information source may be from the source RNC (GPS card configuration) or
adjacent RNC (through the Iur interface).

If the ZWF21-10-002 feature is enabled, the ZWF21-10-001 feature needs to be

enabled too.

2. Mutually Exclusive Features

The ZWF21-10-002 LCS with A-GPS feature supports RNC internal location
service. When the RNC uses SAS location service through the Iu-pc interface
(ZWF21-10-008 Iu-PC Support), the ZWF21-10-002 LCS with A-GPS feature does
not take effect. SAS devices determine whether the ZWF21-10-008 Iu-PC Support
feature supports the AGPS position method.

3 Technical Description

3.1 Position Procedure

3.1.1 UEB A-GPS Location

When the RNC selects the UEB A-GPS method, the RNC implements the cell based
location and obtains the estimated location of the UE. In accordance with the estimated
location of the UE, the RNC calculates GPS auxiliary data and sends it to the UE. The
UE quickly searches GPS satellite information in accordance with auxiliary data obtained
from the RNC. The UE calculates its location information in accordance with the received
information from the satellite and then sends it to the RNC. The RNC sends the location
result calculated by the UE to the CN through a LOCATION REPORT message.

The following figure shows the location process.

Location Service with AGPS

Upon receiving the LOCATION REPORTING CONTROL message from the CN, the
RNC selects a location method in accordance with the location request at first (see
Section 3.2.1 Location Technology Selection in the ZTE UMTS Location Service Feature
Guide). If the non-CELL-ID location method is selected, the RNC proceeds with the
following operations.

The RNC determines the current UE state. If the UE state is not Cell_DCH, the RNC
performs paging or cell update to migrate the UE state to CELL_DCH in accordance with
the current UE state. If the UE state is in a soft handover, the RNC selects the cell with
the best quality as the reference cell.

After reading the UE capability, the RNC selects a location method again in accordance
with the location request, UE capability, and reference cell capability (see Section 3.2.1
Location Technology Selection in the ZTE UMTS Location Service Feature Guide). If the
UEB A-GPS location method is selected, the RNC proceeds with the following
operations.

The RNC initiates the CELL-ID based location to calculate the estimated location of the
UE.

The RNC determines whether this location requires GPS auxiliary information. If yes, the
SMLC requests relevant GPS auxiliary information.

The RNC sends a MEASUREMENT CONTROL (including GPS auxiliary information)

message to the UE, and initiates A-GPS location measurements (see Section 3.3.3
A-GPS Location Measurement in the ZTE UMTS Location Service Feature Guide).

Upon receiving the measurement result from the UE, the RNC sends the location result
to the CN through a LOCATION REPORT message.

3.1.2 A-GPS Location Measurement

RNC will perform A-GPS location measurement control for the UE which capability
“Network Assisted GPS support” is equal to “UE Based” or “both”. For the UE which
capability “Network Assisted GPS support” is equal to “Network Based” or “None” but
“Standalone location method(s) supported” is equal to “True”, RNC will perform
A-GPS location measurement control only when the parameter URncInfo.

ZTE Confidential Proprietary 8

Location Service with AGPS

saUEGPSlcSwch is set to the value “1”.

The RNC obtains the estimated location of the UE in CELLID mode, and calculates
auxiliary information of A-GPS location measurements of the UE in accordance with the
estimated location of the UE and GPS information saved by the RNC.

The RNC sends a Measurement Control message to the UE, including measurement
type, accuracy requirement, and auxiliary information. The number of satellites carried
on a Measurement Control message must be less than or equal to the
URncFunction.MaxCfgSatNum parameter. It is decided by the parameter
URncInfo.filAsDataToSaUeSw whether filling GPS Assistant Data to the UE with
Standalone location capability. Upon receiving the measurement control message, the
UE starts the corresponding GPS location measurement, calculates its location in
accordance with the measurement result, and reports the calculation result to the RNC.

UE could report position error due to not searching enough satellites. If UE reports
position error with cause “notEnoughGPS_Satellites” and the reporting times exceed
the value of URncInof.gPSNotEghMrTimes, RNC will fall back the AGPS location
method to CELL ID method.

3.2 Exchange of Location Auxiliary Data

3.2.1 Source of GPS Signals

The GPS information source is used in the A-GPS location technology. The ZTE UMTS
RNC supports two types of GPS information sources. The RNC sets the GPS information
source by using the URncFunction.GpsInfoRoot parameter.

1. The RNC supports the method of obtaining GPS information from the local antenna.
Each RNC is configured with one GPS antenna. The RNC is connected to the GPS
antenna through its Integrated Clock Module (ICM) to obtain GPS time and location
information independently. In the local antenna method, the
URncFunction.GpsCardType parameter selects a GPS sub card type.

ZTE Confidential Proprietary 9

Location Service with AGPS

2. The RNC sends GPS location information to other neighboring RNCs. The RNC
determines whether it sends AGPS synchronization information to neighboring
RNCs in accordance with the UIurLink.RNCFEATSWITCHBIT6 parameter.

3.2.2 Exchange of GPS Information

GPS auxiliary information includes three types of data:

 Data not related to cells: Data not related to cells includes UTC model, GPS
ionosphere model, GPS almanac, and GPS real-time integrity. After the RNC is
powered on, this information is obtained through the SMLC and saved in the data
base.

 Data related to cells: Data related to cells includes GPS ephemeris, GPS reference
time, and DGPS correction parameters. This information is calculated based on the
reference location that is the geographical center of the cell. When a cell is created
successfully, the RNC requests this type of information from the SMLC and saves it
in the data base.

 Capturing-aided information: Capturing-aided information is the information

calculated based on the reference location of a UE. The reference location is the
estimated GA location value of the UE, which can be obtained by performing
CELLID location calculation. In each specific location procedure, the RNC requests
this type of information from the SMLC on a real-time basis.

GPS auxiliary information is delivered to the UE in accordance with the following method:

GPS auxiliary information included in the MEASUREMENT CONTROL message is

delivered to the UE whenever the A-GPS location measurement is started.
